Questions and Answers; Solicitation 697DCK-24-R-00346; janitorial services at the BCT in Merrimack, NH and Manchester, NH
1. Is the FAA willing to share the current contract number with the existing bidders? Current contract is 697DCK-19-C-00388.
2. Can we have the glass cleaning subcontracted? Can we hire subcontractors to do other tasks around the facility? Yes- this has been done in this way in the past. All Subcontractors are subject to the same rules as the cleaning company and must be always under badged escort from cleaning company.
3. Do we bring our own equipment in for high cleaning? YES. Contractor is responsible for providing their own equipment.
4. What goes on with the supplies left over from previous contractor? Do they remove the products, or can we purchase the products from the past contractor?
No, all supplies are paid for under the current contract, and the FAA will OWN any supplies left over as of, 09/30/2024. Supplies are calculated into the monthly firm-fixed price, therefore FAA paid for them outright.
5. How much product do we use a year? There is no straightforward answer to this question.
However, during the weekdays there are 85+/- people at the Merrimack location during weekdays, and 50+/- employees on the weekends.
6. Do we clean the skylights on the outside? YES
7. Do we want to keep the staff with the new contract or bring our staff in? This entirely the company’s decision/and current cleaning staff. Any new company can approach the current work staff to see if they’d like to remain working under the new contract with the new employer.
8. Name of current cleaning company? US Eco Products
8a. How many different Companies have been awarded the contract in the past? LOTS! Service contracts have a base plus four option years, so technically a new vendor can take over a contract every five years. As the CS on this contract for the first time in 21 years, I do not have this information available.
8b. Have current contract employees worked for multiple contractors in the past? I am not certain. I can say, there would nothing wrong with employees working multiple contracts as long as the DOL wages are being met and employees are paid correctly, i.e. overtime, vacation, holidays, etc.
9. How many existing shifts are there? BCT Merrimack, NH 3 shifts; MHT ATCT 1 shift
10. How many employees are on each shift? BCT Merrimack, NH Varies. Shift 1- 85 Shift 2- 35 Shift 3- 8; MHT 20
11. What is the total of on-site contract staff? BCT Merrimack, 5-6; MHT ATCT 2 This would something that your company would need to figure out, as the company submitting the bid. The FAA cannot dictate how many employees you have or do not have. If the requirements of the specs are being met it should be all set.
12. Is current staffing adequate to meet the needs of the new requirement? Same answer as question # 3. The specs have not changed at all from the current contract.
13. SOW: 3. Security A.: Is there incumbent staff that the FAA wants to retain on the next contract, and can their badge be transferred to the new contractor? This is not a FAA decision it is up to the employees themselves if they want to change their employers. I know that the current staff at both locations does an excellent job. Yes, their badges can be transferred.
14. SOW: 3. Security A.: Is there incumbent staff that the FAA wants to retain on the next contract that needs to restart the PIV badge process under the new contractor’s name?
When you go into VAP (security system), they will be notified by me that the current staff on the current contract will be moving over to a new company and ne contract, but it will made clear that they are already cleared.
15. . SOW: 3. Security A.: Will there be consideration for temporary badges being issued to new employees during the start-up period until the full PIV badge is granted? No, the security process will need to be completed for a 10/01 start date.
16. SOW: 5. Service Performance Schedule: Is it preferred to have the weekly Contractor and COR meetings in person or on Microsoft Teams? We will have a kick off meeting to go over a few things, but there is no need for weekly meetings unless issues and problems arise over and over again.
17. SOW: 5. Service Performance Schedule: Is there a list of when the periodic services were last performed so we can prepare for the initial periodic services now? This is something that will be discussed when the contract is awarded.

22. Solicitation Section L.0001 Proposal Instructions, h. The submission instructions require proof of insurance in the State of New Hampshire. Our insurance company will only issue COIs for states where we have employees. Is this opportunity being restricted to only New Hampshire businesses? No, it is not restricted to NH, however I will need proof that you will be able to attain insurance or proof that your company does have insurance. It is part of the technical evaluation so I will need something from you.
