Incumbent Contract Information Contract Number: 697DCK-23-P-00070 Period of Performance: 03/01/2023 to 03/31/2024 Vendor Name: C W JANITORIAL SERVICE INC Total Contract Value: $52,692.00 (Price will not be broken down by facility or requirement)
1. Question: What is the square footage for the technical building (trailer)?
Response: The trailer’s size is 1,500 square feet.
2. Question: What is the square footage breakdown between tile and carpet in the tower building?
Response: The Tower Cab: Tile – 1583 square feet
Carpet – 2245 square feet
3. Question: How many windows are there?
Response: Window count as follows (Tower cab is NOT included):
• Modular building – 9
• Base Building (ATCT) – 17
4. Question: Has the SOW (statement of work) changed from current contract?
Response:
A. Information on use of hazardous substances is required:
i.) The purpose of the hazardous material (how it will be used); and, ii.) Safety Data Sheets (SDS) must be included; and, iii.) description on how SDS precautionary measures will be followed and how they will be implemented, which will require final approval to Contractor in writing; and, iv.) when a new product is introduced, the SDS will be provided two calendar weeks prior to use and with a statement explaining steps (i – iii) above. Written approval must be received prior to use.
v.) Removal of SDS and chemical name from inventory list when product is no longer in use is required.
B. The statement of work will also include – MOP/WAX/BUFF TILE FLOOR: Clean and damp mop floor surface. Heavy furniture does not have to be moved. Remove stubborn dirt and traffic marks with fine steel wool or suitable nylon pads. Apply one heavy coat of non-slip (not self-polishing) floor wax and power buff to provide a clean and properly buffed surface. Care must be exercised in application of wax. Any wax splashed or splattered upon walls, furniture, fixtures, or equipment must be removed.
REFRIGERATORS: Refrigerators shelves, door panels, walls, and drawers will be wiped down with a clean cloth or sponge dampened with detergent. Any items left in the refrigerator will be disposed of in the trash. Refrigerators in the same building will be on rotating schedules. Cleanings will happen on the first of every month.
5. Question: Who is the incumbent?
Response: See the Incumbent Contract Information above.
6. Question: What is the current contract amount and number?
Response: See the Incumbent Contract Information above.
7. Question: Does this line item reflect the expectation of cleaning of "All" windows for the building; or is it specific to the entrance areas and glass adjacent to those areas? This item is further addressed in the "Task Increment" area but seems to contradict the SOW.
Response: The SOW states “15. CLEAN GLASS WINDOWS, DOORS, WALLS: Clean inside and/or outside in accordance with schedule. Remove all foreign matter, dirt, and scum. The method and materials used shall ensure that the surfaces are clean and free of film, streaks, stains, and lint. Floors, walls, furniture, and equipment shall be protected from spills, drips, and stains during the cleaning process.”
The Frequency Chart shows 19. Wash and Clean inside Windows (M), 21. Clean Glass Doors (5D), 22. Clean Windows (outside) (M), 23. Clean Glass Walls (A). This just shows that the different sections included in the SOW are required to be cleaned at different intervals.
8. Question: Item #29 (Task Increment): Defrost & Clean Refrigerators. Due to the amount of time, i.e. man-hours necessary to defrost a refrigerator I'm requesting clarity that this is the government’s request?
Response: Yes, the requirement is necessary as this helps in the longevity of the equipment and cleanliness of the facility.
9. Question: Item #31 (Task Increment): Shampoo Controller Chairs (SA/AN). Is this a request for spot cleaning instead of a complete shampooing of the chairs?
Response: See revised Statement of Work (Janitorial Specifications #11) for clarification.
10. Question: Will the awarded contractor be at liberty to replace the dispensers for the hand soap, paper towels, etc. given that we are required to supply the consumable products?
Response: If necessary, (new product won’t work with current application) then yes, we will install whatever is purchased.
11. Question: Does the contractor need to include the cost of consumables in the price or would that be invoiced individually?
Response: All prices shall be inclusive of all the costs of necessary to perform the scope of work.
12. Question: The RFP mentions the contractor is to replace lightbulbs. Will these bulbs be provided by the FAA for us to install?
Response: The lightbulbs will be provided by the FAA.
13. Question: We discovered at the site visit that there is a building that is incorrect in the RFP.
According to the Representative at the site visit, the building across the street is not included in this solicitation. Instead, a different building, that is smaller, is directly next to the tower and shares the same address (2821 Aviation Way). Please advise that we will need updated square footage on the correct building with updated fixture counts.
Response: The modular building is 1500 square feet with 3 faucets and sinks, and 2 toilets. It includes 9 windows.
14. Question: How many people (approximately) work on site each day within these buildings?
(Info is needed to help calculate supply orders for soap, paper towels, etc.
Response: There are 20 employees on site daily.
15. Question: Regarding the hours of work specified, are there any flexibility or exceptions for cleaning schedules, especially concerning the restricted cleaning times in break rooms?
Response: No regarding Meal break times set for staff
16. Question: For the janitorial supplies and materials to be furnished by the contractor, can you specify any preferred brands or suppliers, or will the contractor have full discretion if they meet the quality standards?
Response: Brand types are at the contractor’s discretion as long as they meet quality standards and not have a strong odor.
17. Question: With regards to utilities, since no water is available at the remote facilities and the contractor must transport water, can you provide more information on the location and access to these remote facilities?
Response: The only remote locations that will be accessed are the stair well and anywhere that water is not easily accessible from the janitorial closets.
18. Question: In relation to the hazardous substances notification requirement, could you elaborate on the procedure for submitting Material Safety Data Sheets (MSDS) and the expected turnaround time for approval by the facility manager?
Response: They can be emailed to the COR and they will be forwarded to the Facility Manager and it will be an estimated 3 business days in response.
19. Question: What is the duration of the background check process, and how quickly can one expect to receive a badge?
Response: After receipt of all documentation required, the process lasts approximately 4 weeks.
20. Question: At what intervals do you conduct re-investigations or background checks on employees?
Response: Background checks are done at contract award and when a new contract employee is brought on board.
21. Question: What actions are taken if an employee does not return their badge?
Response: The badge is deactivated, and the security office is notified of their refusal to return it.
22. Question: SOW Section 5 states “Since there is no water available at the remote facilities, the contractor will have to provide containers to transport water to those facilities.” Yet there are only 2 facilities identified in the SOW, the Air Traffic Control Tower and Technical Operations and AT building located across the street from the Air Traffic Control Tower. None of which are listed as remote. Please clarify if water needs to be transported.
Response: To clarify, stairwells in the ATCT is a remote location.
23. Question: Based on the task listing and frequency, this is mostly a 5 day a week requirement.
The only requirements outside of the 5D work week are 1) gather and dispose of trash 6 days a week and 2) Clear snow/debris from sidewalk 7 days per week. Very limited requirement outside of a normal work week. However, the CLINS in the SF1449 state services are to be provided 7 days a week. Yet it is not listed in the task and frequency charts in the SOW. Please clarify if the frequency is 7 days a week or 5 days a week.
Response: Not all services must be performed 7 days a week; however, we require a safe environment. The removal of debris from the sidewalks is important, so, if the Frequency Chart references 7 days, it had been determined that is what the facility needs.
24. Question: Clauses SA51 and SA56 of the solicitation states, “Provide a list of at least three (3) projects within the past five (5) years similar in scope of work to be done.” Since we are a present contractor for the FAA located in West Columbia SC can we use FAA West Columbia location as a reference to fulfill this part of the solicitation?
Response: Yes, your contract can be used to fulfil this requirement; information on this contract must still be included in your narrative.
25. Question: When is the deadline for bid submittal?
Response: The due date for receipt of offers has been extended; the due date is now Monday, February 26, 2024, at 15:00 ET.
26. Question: In clause SA51 of the solicitation, it states " d) Certification from Small Business Administration". Since we are registered with SAMS as a small business, will this serve as a certification?
27. Response: Yes, your registration in SAM.GOV will qualify.
28. Question: Are background checks required for all employees? If so, does the vendor incur this cost or the FAA?
Response: Yes, all employees under janitorial contracts are required to submit to the background check.
29. Question: If background checks are required, to what extent do these background checks look for?
Response: The Tier 1 background check is a low-risk background check; there is no cost incurred to the awardee. Fingerprinting for Criminal background checks and employment background checks are included in this type of check.
30. Question: What are some disqualifying factors found during a background check?
Response: Criminal records are reviewed for the last 7 years, and factors depend on severity of the charge, however the FAA utilizes the whole person concept for the review.
31. Question: Could you provide further details on the security requirements mentioned, particularly the process for signing in and out of buildings, and any specific identification or clearance needed for janitorial staff?
Response: Please review the SIR, and in particular clause 3.14-2 CONTRACTOR PERSONNEL SUITABILITY REQUIREMENTS, for information on security requirements, etc.
