About this file

This document is an amendment to a solicitation for waterproofing and roof upgrades at the Treasure Coast Airport Air Traffic Control Tower in Fort Pierce, Florida. The Federal Aviation Administration is seeking these services. The amendment extends the offer due date from August 8th to December 15th. It also provides an asbestos survey report and answers questions from prospective offerors. Services required include removing and reinstalling portions of the lightning protection system and fire suppression sprinklers as needed. The contractor will also be responsible for eliminating wasp nests before beginning work. No dimensions for metal wall panels are provided, and the FAA does not have as-built drawings from the tower's construction. Power can be run to the roof from inside the cab.

QUESTIONS & ANSWERS:

Question 1: It was stated that during the site visit that asbestos survey reports have been completed over the past couple years. Can these be provided to the contractor?

FAA ANSWER: See attached ACM Survey.

Question 2: There was a significant presence of wasps on the catwalk and the roof. Will the FAA perform pest control prior to the project starting or will it be on the contract to remedy once the project has started?

FAA ANSWER: The contractor will be responsible to eliminate them before they start.

Question 3: Do you have the dimensions of the metal panels above the cab windows? They were inaccessible during the site visit as they were too high to reach without a ladder.

FAA ANSWER: The dimensions of the insulated metal panels are not known. Specification 07 41

00 Metal Wall Panels, 1.3.2 Submittals, calls to, “Submit panel shop drawings consisting of design drawings…”. Also Note 7 on A001 calls for, “Contractor shall submit shop drawings to manufacturer and FAA”.

Question 4: Some of the drawings do not appear to be to scale based off measurements taken during the site visit. Are there As-Builts available as well that could be utilized to validate dimensions?

FAA ANSWER: The FAA does not have shop drawings from the construction of the ATCT.

Question 5: Since there is only one 110-volt receptacle on the roof, is it possible to utilize power sources from inside the cab for additional power capabilities or will generator power have to be utilized?

FAA ANSWER: Yes, an extension cord can be run from inside the cab to the roof for additional

110 V capacity must be removed by the end of each night.

Question 6: There is a fire suppression system installed on the railing of the observation deck.

Is it the responsibility of the contractor to remove and reinstall, or will FAA facilitate that prior to the removal/replacement of the railing?

FAA ANSWER: There is no fire suppression system on the walkway, railing deck. Those are sprinklers used to wash down the windows that the air traffic controllers look through. The contractor is responsible to remove and replace them if necessary to perform their task.

Question 7: There is a lightning protection system installed on the top of the ATC roof and on the observation deck. Is it the responsibility of the contractor to remove and reinstall, or will FAA facilitate that prior to the removal/replacement of the observation deck railing and any areas of work on the rooftop that would require its removal?

FAA ANSWER: There is an extensive network of grounding cables attached to all equipment on top of the roof, and it will be the contractor responsibility to remove and replace it as needed to perform their task.
