Summary of Vendor Questions for Solicitation 697DCK-24-R-00017 (Ogden, UT janitorial services) Answers in blue.

1) On the scope of work for the Ogden Air Traffic Control Tower, it first says, "All services (except tower cab window washing and shade cleaning) shall be performed on a one-shift basis four (4) days a week…” However, in a different location, it says "Services shall be performed on a one-shift basis quarterly.” Please clarify

One FOS is for the Tower Cab and 5th floor ONLY (5th floor is included as it houses the restrooms and breakroom, used 7days per week), That space is occupied 7 days per week and requires 7 day per week cleaning. The other FOS is for Administrative Areas ONLY, the manager’s offices (4th Floor) and entry way (1st floor). Please see both updated FOS attached to amendment.

2) Do you have the square footage of the two areas at the Air Traffic Control Tower in Ogden, UT. The Scope of work says "approximately 1,400 square feet of floor space on six floors,” is this 1,400 square ft total? Or 1,400 sq ft on each floor?

There are 1400 SF of floor space on each floor.

3) The SOW lists service as 4 days per week. Attachment_2_FOS lists several services as 7 days per week. Please clarify.

FOS are clarified in updated documents- please see attached.

4) The SOW does not list the frequency for strip and wax. However, Attachment_2_FOS lists stripping and waxing as (2) times per year. Will the government confirm which document is correct?

The SOW and both FOS have been updated for accuracy- please see attached documents.

5) There are other periodic tasks not listed on the PWS that are in Attachment_2_FOS, such as venetian blinds. Will the government please confirm if all tasks and frequencies listed in Attachment_2_FOS will be considered required?

The updated SOWs and FOS should be in agreement.

6) On the scope of work for the Ogden Air Traffic Control Tower, it first says, "All services (except tower cab window washing and shade cleaning) shall be performed on a one-shift basis four (4) days a week…” However, in a different location, it says "Services shall be performed on a one-shift basis quarterly.” Please clarify.

The “one-shift basis quarterly” is under the section for tower cab shade cleaning and refers only to that service.

7) Could we email our Janitorial company past performance references that we have worked with in the past for our company questionnaire?

Past performance references should be summarized as per the instructions in Section L, SA 51, Submission of Offer- Services and included in proposal package.

Customer satisfaction surveys may be sent either from the reference directly or from the offeror with the proposal package.

8) Can you please advise if this is a set-aside, 8(a) or other?

This is a tiered proposal, with 8(a) companies as the top tier. Please see Section M of the solicitation, SA 56 Evaluation Factors for Award- Services.

9) What are the procedures for Questions and Answers, is there a due date?

All due dates were provided on the procurement schedule attachment to the solicitation.

10) The solicitation on Sam.gov listed a site visit date of Dec. 19 but in Section L the date for registration was Dec. 21. Has the site visit for this requirement taken place? If so, will there be another site visit?

The due date for registration was incorrect in Section L. However, SAM and the procurement schedule had the correct date. The site visit was held on that date and the FAA does not have any other site visits scheduled. Attendance at the site visit is not required to provide a proposal.

11) Should pricing be based on the SCA WD included in the solicitation or EO 14026?

Please use the SCA WD for all benefits requirements. EO14026’s minimum wage requirement of $17.20 per hour for all federal contractor employees is higher than the SCA WD and should be the minimum wage paid to employees.
