Question: Who needs to fill out the customer Satisfaction Survey?

Response: Customer Satisfaction Surveys must come from the offeror’s customer, supplying a rating of the performance they have experienced with the offeror.

Question: Could you provide to me what the previous awarded amount was?

Response: See the Incumbent Contract Information above.

Question: What is the maximum monetary threshold for this project?

Response: There is no maximum monetary threshold for this project. This is a competitive action.

Question: Is there a current incumbent, if so what is the award number?

Response: See the Incumbent Contract Information above.

Question: How would you like the proposal submitted?

Response: See SA52 SUBMISSION DATE AND PLACE

Question: How much is the current monthly contract value for each of the three sites?

Response: Individual site information is not authorized for release, only the total contract value (base plus options).

Question: What is the current amount for the base year and all of the option years for all locations?

Response: See the Incumbent Contract Information above.

Question: Has the previous scope of work for each building remained the same, decreased, or increased compared to the new solicitation?

Response: Cleaning waste bins is added to the scope of work since the previous contract.

Question: How many janitorial employees are working at each building currently?

Response: There is one primary at each site and one PIV badged backup.

Question: We know that the funds are not available currently. Would the contract be awarded regardless of the fund allocation and the winning bidder be informed when the funds come through?

Response: Funds will be made available before performance begins.

Question: How many days a week is the service to be provided for each location? Is it just Monday through Friday or all seven days? I believe the contract states seven days a week including holidays but during the tour we were told that they thought it was only a Monday through Friday service. There were already dumpsters there when we did the walk through.

Response: CKB ATCT and MGW ATCT are 7 days a week including holidays. CKB SSC is Monday through Friday and does not including holidays. The SOW has been updated to reflect this corrected information.

Question: How many waste bins are located at the facilities?

Response: These are approximate numbers for each site to include recycle bins. CKB ATCT – 37; CKB SSC – 29; MGW ATCT – 14. Approximate total is 80 bins.

Question: Do you have any imagery of the locations of outside trash collection points?

Response: Not at this time.

Question: There is verbiage regarding industry standard cleaning solutions. Do you have an approved list of cleaning products?

Response: No, the Contractor must provide Safety Data Sheets of any chemicals brought onto the site or stored onsite.

Question: How many restrooms are there in total in all three facilities?

Response: See SOW Section 13.

Question: How many employees, patrons, guests, etc. use the facilities on an average day? Week?

Months?

Response: FAA employees at each site on an average day. CKB ATCT 20; CKB SSC 14; MGW ATCT

6. Guests are not routine and cannot be calculated. (These numbers are approximate and are subject to change)

Question: How are supplies validated? Since it is mentioned in the scope of work that certain kinds of cleaning supplies have to be used, which are environmentally friendly, etc. The question is - is there an available guide that suggests what supplies to buy so that we are sure we are buying the right products.

Because environmentally friendly cleaning products are more expensive and we dont want to be buying the wrong products or costing for them, for that matter.

Response: Refer to AMS Clause 3.6.3-14 USE OF ENVIRONMENTALLY PREFERABLE

PRODUCTS (JAN 2020)

Question: Are we free to purchase from whomever we choose or are there preferred or approved vendors we must use for supply purchases?

Response: Refer to AMS Clause 3.6.4-2 Buy American Act - Supplies (July 2023)

Question: Per the Statement of Work document Pg. 3 Section 3a. & 3b. there is no Dumpster or Trash collection point located at Morgantown ATCT. For this location where does trash and debris from janitorial services get disposed of?

Response: MGW uses the airport dumpster.

Question: Is there a minimum and/ or maximum staffing requirement for the contract?

Response: There is no minimum or maximum.

Question: We would like to specify “All Waste Bins" from section 5b. Refers to every and any waste bin in the facility not just the areas listed on the Facility sheet in Section 13.

Response: The waste bins in the areas identified in Section 13.

Question: Does Section 13 list every single room and area at each facility that would need janitorial cleaning services?

Response: Yes

Question: Is there an available copy of the cleaning checklist that will be submitted to the COR?

Response: Yes and will be shared with the awardee.

Question: Will the contractor be provided with a storage location at each facility? Specifically, will the contractor have access and the ability to stock a supply closet or area?

Response: Each site has a small janitorial closet for storage of supplies and equipment. They are identified in the SOW.

Question: Can equipment be left on site in a supply area?

Response: Yes, as long it can safely be stored in the janitorial closet. FAA is not responsible for these items.

Question: On pg 4. Section 5 it lists the daily tasks one being to vacuum all carpeting. In section 13 the floor frequency chart it lists in numerous places Carpet and then 5 or 7 days for frequency. What needs to be done to the carpets every 5 to 7 days, if they are being vacuumed daily? On pg 4., Section 6 it does not specifically discuss services for carpeting.

Response: Section 5 states vacuuming daily but each site’s specific requirement lists it in Section 13. (I.e.

CKB ATCT vacuuming the TRACON 7 days a week but the Admin office 5 days (M-F))

Question: Will the contractor staff be responsible for responding to spills, complaints, and or requests by staff, employees, personnel or guests of the locations?

Response: This question is vague. Direction must only be taken from CO/COR.

Question: Does the COR or government entity providing the contract prefer an employee to be present at all times or can the employees work until the task is complete and then leave?

Response: The hours for the services to be performed are listed in the SOW Section 13. Tasks must be complete during those hours. When tasks are completed, they can leave.

Question: Are there any special insurance or licensing qualifications that need to be considered when bidding this contract?

Response: See Block 10 of solicitation document and see 3.4.1-12 INSURANCE (OCT 2019), Question: Is there a site map available for each facility? Can we have a copy?

Response: Site maps or site drawings are not available.

Question: Is there a list of commercial-grade and or approved equipment? Is such a list furnishable prior to submitting a bid?

Response: Government does not have a list of commercial grade equipment.

Question: Page 3 Section 4 discusses special precautions. Are there any special times or windows that we should take into consideration? For example, flight traffic is low at night so a specific area at CKB ATCT is only able to be cleaned at 7 pm or later.

Response: The times for the services to be performed are listed in SOW Section 13 for each site.

Question: For Contract submission: In the solicitation package it mentions -Past experience and the Past performance (customer satisfaction survey). Do you need both for the solicitation submission?

Response: Yes, see SA51 SUBMISSION OF OFFER - SERVICES

Question: In the CLIN for quote submission - Clarksburg System Support Center (CKB SSC) Proposed Monthly/Extended Amount: What does extended amount mean?

Response: The extended amount is the annual rate (monthly rate x 12 = extended amount)

Question: The two big dumpsters that we have to provide (2, and 3 cu yards) for Clarksburg. Do they have to be emptied out by us as per the schedule mentioned in the scope of work?

Also, is there a large dumpster in Morgantown that needs to be emptied out weekly too? Is there one or two or more?

Response: It is the awarded contractor’s responsibility to provide a dumpster at CKB ATCT and CKB SSC and to have the dumpsters emptied as indicated in the SOW. Each of these sites are at different locations, there will be a dumpster at each location. MGW does not require a dumpster or emptying. See revised SOW.
