ZAN Earthquake Damage Repair Project

RFO Questions & Answers

1) Question: Can scaffolding and/or man-lift be used in the control room F02 for overhead work?

Answer: Small mobile scaffolding or manual man-lifts can be used provided they do not exceed 200 psf on the floor tiles. Powered man-lifts are not allowed on the raised floor.

Movement alarms must be disabled.

2) Question: A201, Sheet Note 5 calls to patch and repair approximately 20% of the room’s ceiling system. Please clarify that this is to incorporate both grid and ACT.

Answer: Yes it covers both grid repair and tile replacement on all sheets.

3) Question: A201, Sheet Note 4 says to verify that quantity of o-rings to be replaced in room F01. Please provide a quantity for estimating purposes.

Answer: Approximately 13

4) Question: A202, General Note D. Please provide quantity of existing sprinkler heads.

Answer: Approximately 111

5) Question: A203, Sheet Note 2. No quantity or measurements are given. Please provide quantity for ceiling repairs at this location.

Answer: Approximately 100 full or partial tiles.

6) Question: Please confirm that all AWPs are onsite for re-installation.

Answer: All acoustic wall panels are on site.

7) Question: Existing exit signs are on the ceiling of the second floor. Are these to be removed and reinstalled in the new ceiling? If so, please provide as-builts showing quantity.

Answer: There are no exit signs in the area where the ceiling is to be replaced. Nor are any located in damaged tiles that need to be replaced in the other areas.

8) Question: Existing fire alarm devices are on the ceiling of the second floor. Are these to be removed and reinstalled in the new ceiling? If so, please provide as-builts showing quantity.

Answer: Yes they will need to be reinstalled. Fire alarm devices are currently being replaced at this time so “as-builts” of the new installation are not yet available. There are approximately 24 ceiling mounted fire alarm devices scheduled to be installed in the area where the ceilings are being replaced. As-builts can be provided once the current installation work is completed.

RFO Questions & Answers

9) Question: Can light fixture seismic wires be secured to the pan deck structure of the ceiling?

Answer: Yes, in the lower sections of the pan only.

10) Question: Section 01 14 00 – 1.1/E states that work is to be performed during normal working hours of M-F 8AM – 5PM. Section 01 14 00 – 1.2/C states that it is anticipated that work will be phased and conducted during off hours and/or weekends. Please advise which work schedule is required for construction work.

Answer: The intent is for the bulk of work on the 2nd floor and the exterior work to be during “normal working hours”, the work in the Control Room will need to be coordinated with Air Traffic Operations and generally will need to be done during off hours. The most recent work in that area was restricted to 9:00 PM to 5:00 AM.

11) Question: Is the contractor going to have access to the entire site once the Notice to Proceed is issued? If not, please provide a construction phasing plan detailing when access to each area will be given.

Answer: The contractor will provide the FAA with a project schedule with proposed scheduling / phasing of work for approval. Once approved, the contractor will be expected to progress with their work as laid out in the approved schedule. The contractor will also provide an updated 3-week look ahead at weekly progress meetings so ongoing work can be coordinated with the facility. A minimum of one (1) weeks’ notice is required to begin work in a new area so any occupants can be notified and relocated, if possible and necessary.

12) Question: MOA requires additional permitting fees for secured facilities. Should the contractor include the fee for secured facility access in bid?

Answer: This is a Federal facility located on Federal reservation (Joint Base Elmendorf- Richardson) so Municipality of Anchorage (MOA) permits and associated fees do not apply.

Reference Section H of the Contract Documents, specifically H001 STATE REGULATION OF

FEDERAL CONSTRUCTION PROJECTS.

13) Question: Are sprinkler as-built drawings available? If so, please provide.

Answer: We can provide reflected ceiling plans indicating the general location of the sprinkler heads if the quantities given are not sufficient for bidding purposes.

RFO Questions & Answers

14) Question: Please advise if recycling of all materials is required for this job.

Answer: See Contract Clause 3.6.3-22 Construction Waste Management for details regarding requirements for recycling requirements.

15) Question: Contract Clause 3.2.2.3-71 states that work must commence 5 days after Notice to Proceed (NTP) is issued and complete within 168 days. Is there a projected NTP date?

Should the contractor assume Substantial Completion date is 24 weeks following the anticipated NTP?

Answer: See Contract Clause B002 Period of Performance for estimated contract timelines (page 6 of the RFO). The FAA estimates 8 weeks for the submittal process. A notice to proceed for the onsite work will be issued once the submittal process is complete, all materials are ordered, and confirmation of any long lead material orders (if any) have been taken into consideration. These timelines are estimates only. The contractor’s final approved schedule will dictate official period of performance for onsite work.

16) FAA Drawing/Specification Revision: Sheet A202, Demolition Note 1 and Sheet Note 1 pertaining to replacing the ceiling system (grid & tile) apply to Rooms 204, 205, 206, 207, 208, 209, 210, 211, 212, 213 & 214. The ceiling grid system in all other areas shall be repaired and missing tiles replaced (approximately 100 full or partial tiles) as described in Sheet Note 2 on sheet A203.

17) Question: Section H 3.8.2-17 Key Personnel & Facilities (d) specify for key personnel under contract is to include Site Safety & Health Officer (SSHO) and Quality Control Officer (QCO).

If qualified, can the Site Superintendent serve the roles of SSHO and QCO?

Answer: Page 54 of the RFO under Criterion #2, states: “**Note: SSHO & QCO positions may be held by the same person, however, neither can be performed by the superintendent.

Superintendent, SSHO, and QCO must be onsite at all times while work is being performed.**

18) Question: Specification section 23 05 00 1.6.B specifies to refer to section 01 91 13, “General Commissioning Requirements.” Can this spec section be provided as it was not included in the RFO documents?

Answer: Revise this section to read “Coordinate installation, startup, testing and balancing of equipment with the COR and Facility operating personnel to ensure proper operation.”

19) Question: Is owner providing a commissioning agent or is contractor to include costs of 3rd party commissioning agent in proposal price?

Answer: Based on the revised wording above (Question 18 answer), no 3rd party commissioning agent is required.

RFO Questions & Answers

20) Question: How much of the COVID-19 guidelines are we required to follow? Are we required to wear masks on this project?

Answer: The FAA has not yet received official direction to remove COVID-19 requirements from existing contracts, however, they are not being strictly enforced at this time.

Contractors are expected to conduct daily wellness checks of their employees to ensure no worker comes onsite if they are ill. Masks are not required at the facility at this time.

21) Question: How many stories is the building? Is there a 3rd floor above the area this project is located in?

Answer: The building is 3 stories (Basement, 1st & 2nd floor). There is no 3rd floor above the project area.

22) Question: Do the 2’x4’ emergency light fixtures need an emergency ballast?

Answer: No, the fixtures are supplied from a central battery system.

23) Question: Do the 2’x4’ light fixtures need seismic clips to fasten them to the grid or can they just be screwed into the grid?

Answer: Seismic clips are required.

24) Question: Are there any specification requirements for the angle of the seismic wires connecting to the 2’x4’ light fixtures?

Answer: No specific angle requirements.

25) Question: Can eye lag screws be fastened to the underside of the roof deck?

Answer: See answer to question 9 above.

26) Question: Can “MC” type electrical cable be used on this project?

Answer: For fixture whips only as long as the conductors are proper color coded.
