About this file
This document is an amendment to a solicitation for the demolition and installation of a tower platform for a VHF Omnidirectional Range navigation aid located in Kimberly, Oregon. The amendment extends the proposal due date from August 9, 2023 to August 14, 2023 at 5:00pm Central Time to allow offerors more time to incorporate answers to contractor questions into their proposals. The answers clarify that GPR is required to locate underground utilities prior to excavation for new tower foundations. Douglas Fir grade #1 is approved for structural wood members rather than pressure treated wood as previously specified. Native soil excavated can remain on site if relocated to an approved disposal area, while all other waste must be removed. The solicitation is issued by the Federal Aviation Administration Southwestern Region for the scope of work to demolish the existing tower and install a new exterior staircase, handrail, and coat exposed wood as part of upgrading tower safety.

Question: Per general note 7 Drawing G003 is GPR required before digging the tower foundations?
Answer: Yes, GPR is required to locate unknown/abandoned items in excavation areas.
Question: What is the type and grade of the wood to be used for the tower platform construction?
G003 note 5 and S001 structural notes 3 states no pressure treated material shall be used. S003 detail 1 calls out for cedar stringers.
Answer: Douglas Fir #1 for structural members.
Pressure treatment has been recently approved by the FAA’s internal engineering group. S003 detail
1 is in error.
Question: At what height from the VOR Building foundation can work take place without turning off the radar? The new platform height is 18’ off the new pad per S001. Can this elevation be stood on with an operational VOR?
Answer: The purpose of the tower replacement is to recreate the functional elevation of the existing tower (18’ from building grade) with the inclusion of an integrated staircase. The VOR can be removed from service during construction that
“may” impede its operation. The VOR will most likely be removed from active service and checked regularly for project interference. The VOR’s will not be adversely affected by persons walking at this elevation and distance from the VOR counterpoise.
Question: The scope of work page 6 states that excavated material can be disposed onsite.
Please confirm that all native material can remain on site.
Answer: Native material can remain on site but must be relocated to an approved area of the FAA property for disposal. All other waste/demolition material must be removed from the site.
All other terms and condition remain unchanged.
