Amendment 0002
1. The drawings call for new emergency fixtures to replace existing emergency fixtures. The quantities for these E fixtures are not shown on the drawings and we have no way of knowing how many are required.
ANSWER: Please see attached drawing “Existing Lighting Plans” For Emergency battery fixture count and locations, hatched fixtures are EM battery powered. (Note NOT all lighting plans are shown in the drawing and only used for reference, contractor shall field verify existing conditions for accuracy.) For bidding purposes, contractor shall assume 20% of the fixtures will be equipped with EM battery pack.
2. Page 8 states 2x2 fixtures but the pictures show 2x4 in sheetrock ceilings Please clarify ANSWER: These are 2X2 fixtures, the picture was taken from an angle.
3. Can you please specify what electrical prevailing rate should be used. But there seemed to be confusion at the walk thru regarding A vs M rate . FYI This is not M rated work ANSWER: The Department of Labor Wage Determination are attached to the RFO and hereby made a part of the RFO. You are required to pay the rates as spelled out on the Wage Rates. Refer to Section H and J of the RFO
4. Will fixture equals be entertained?
ANSWER: Alternate fixtures will if they meet the specifications.
5. Some area notes call to ‘Provide and install EM battery pack option for fixtures with existing battery pack capability’ – is there a count and/or location of such fixtures or should we use a percentage of 15%?
ANSWER: See question #1
6. Are there any specific FAA approved LED drivers that will not interfere with their electronics?
ANSWER: LED drivers must be rated FCC Title 47 part 15 class b. An example would be eldoLED SOLOdrive drivers.
7. Second floor mezzanine has sheetrock ceilings – the spec fixtures may not work in this space, is there a trim kit specified?
ANSWER: yes, DGA22 can be ordered, see data sheet and notes on the fixture schedule.
8. Garage has significant amount of pallets and equipment throughout the space – who’s responsibility is it to move this equipment?
ANSWER: FAA will move anything in the way for the project to proceed.
9. Are we permitted to submit an alternate type of any fixture?
ANSWER: See question 4
10. It looks like all you are asking for at this time is that the first three pages of the solicitation should be emailed to you on or before 2/28/23 along with the schedule of values? Is this correct.
Answer: Incorrect. Please refer to Section L and M of the RFO for full Business and Technical proposal requirements.
The RFO and all pertained attachments are posted on the Federal Governments official contract opportunity page at https://sam.gov/content/home
11. Is a bid bond needed?
Answer: No, only payment and performance bonds are required
12. They show and walked us in the basement restrooms which have 6” Recessed lights but there are no recessed lights on the fixture schedule, nor do I see the restrooms listed on their list.
Answer: Basement restrooms are not part of the project.
13. Central Computer Complex – According to plan we are not changing all the fixtures in the room is that correct? The drawing has a dotted line along half the room. Has a count of 118, drawing shows 121, but still not entire room, correct? There are an additional 95 fixtures on the drawings, outside of work area.
Answer: Correct, not all fixtures are required to replace in this area, all T12s must be replaced with LED fixtures.
14. How many emergency fixtures are there, as we were not able to identify all or have access to certain rooms? Please provide emergency fixture count for total fixtures.
ANSWER: See question #1
15. What is the square footage of the Floor Tech Ops Office space in the Admin Wing, there are no measurements on the drawings?
Answer: 96’ X 35’ = 3360 ft^2 including the LAN Room C127 and Mechanical C129
16. In the Admin Wing, Tech Ops Office are rooms C127 and C129 included as not included in Table 4 for the fixtures?
Answer: Room C127 is referred as Storage C12 in Table 4. C129 does not require a fixture replacement.
17. From the Table 4 – Storage C12 is not on drawing? Please advise location
Answer: Storage C12 is room C127, next to the Tech Ops Offices.
https://sam.gov/content/home
18. Table 1 – Existing operations wing 2nd floor light fixtures all Rooms labeled M161- M168, but are not labeled on the drawings, is this the same area as the At Room Ready Rooms A-F on drawing, please clarify?
Answer: correct, Oceanic Conference rm is M161+M162, A is M163, B is M164 and so on.
19. SOW page 11 Tech area C119 – Type C or Type G?
Answer: Type C or approved equivalent
20. SOW page 13 mentions 20 Surface mounted fixtures – what type of fixture is to replace these?
Answer: Type C or approved equivalent
21. SOW page 11 shows office C130 has 130 4x2 & 2x2 – how many of each type?
Answer: C130 has 46 fixtures, 43 or them are 4x2, 3 are 2x2.
22. How many drywall ceiling adapter kits are required for the hard ceilings mentioned on SOW page 8?
Answer: The Mezzanine area is located on the second floor of the Operations and Control Wing. 63 + 57 = 120 approximately.
23. Would the agency consider an approved equal from Satco lighting instead of Lithonia?
Answer: refer to Question #4.
24. What NYS Prevailing Wage Rate is being utilized on the project? Is this a "Maintenance" Wage Rate or an "A" Construction Wage Rate?
Answer: Refer to Question #3
25. Regarding the Emergency Lights spelled out in the Bid documents is Not specific at All.
There is No Way to know which existing lights are in fact EM Lights and how many there are. The way its currently constructed there will be a change order during the job to rectify the emergency light counts and areas required.
26. Option would be to include a percentage of the Lighting Package as EM so say 600 lights total at 10% EM Lights would = 60 EM Lights assumed as an example. This would still likely incur a change order due to the counts being off still.
27. The Admin Wing Basement calls for type C/D fixtures, assuming there are in fact NO Type "D" in the basement Admin area. Also, we would like an overall total count on the type "D" fixtures just for Clarity.
Answer: Table 3 shows there are 2 1x2 fixtures which are to replace with Type D. There are also 1X2 fixtures in the Annex building (1) and PSB (2). Overall total is 5. See photo 10 for a typical 1X2 fixture.
28. The Tech Area C119 the Area calls for (20) 2x4 Fixtures in the Sheetrock Ceiling area of both tech offices, We feel that 1x4 Surface mount fixtures "Type C" would be best in this area.
Answer: This is Correct. Tech Supply Area fixtures shall be replaced with Type C.
29. The Admin Wing Calls for (20) Incandescent fixtures and calls for replacement with LED of the same wattage, But NO fixtures are spelled out to Supply and install, we would like clarification on a fixture Type and think that even a simple replacement of the existing Incandescent bulbs to a New LED Par 30-38 Type Bulb Replacement that Suffices the No Interference Spec would be sufficient assuming the existing fixture All work.
Answer: These are to be replaced with Type C 1X4 surface mounted fixtures. Submittals shall be submitted for alternatives and they will be approved if the specifications are met.
30. The Support Wing A115 Mechanical Room calls for New Type C Fixtures. This room is currently piped and wired Utilizing the Existing fixtures as a Raceway to carry power to each light in the room. The way that it's currently installed the New "Type C" lights May Not match up exactly dimensionally to the existing fixtures. This would mean that additional Conduit and wiring would be needed to complete the existing wiring back to a working manner. Please advise on how to approach.
Answer: The contractor shall provide all labor, equipment, and supplies necessary to complete the installation. Modification of conduits and wiring shall be coordinated and approved by the COR before proceeding. The contractor may also submit an alternative LED fixture that match up the dimensions of the existing fixtures.
