1) Question: Can the FAA provide the bidders list?

Answer: No, a bidders list will not be provided.

2) Question: Does FAA require the completed lift installation to be inspected by a certified

Qualified Elevator Inspector (Q.E.I.)?

Answer: Yes.

3) Question: Would companies with less than 50 employees be exempt from 3.6.2‐24 Affirmative

Action Compliance Requirements for Construction (Jan 2019)? A written affirmative action plan is not required for companies with 50 or fewer employees, so we are requesting this clarification.

Answer: Contract Clause 3.6.2‐24 is required for every construction contract in excess of

$10,000.

4) Question: Regarding Section 14200 2.2.F Door operation and clear opening width “delayed action door closer that remain open for 20 seconds minimum”: this can only be accomplished with power door operators (no door closer as specified). Does FAA want lift system to include power door operators for both doors?

Answer: No, the FAA does not want lift system to include power door operators for both doors.

Delete the requirement for door closers and for the door to remain open for a minimum of 20 seconds from the specifications.

5) Question: Regarding Section 14200 2.2.G Drive System. Would FAA allow substitution to hydraulic drive system? The hydraulic drive system provides for a built in emergency raising and lowering with a built in battery backup system to satisfy 2.2.K Emergency Operation. The hydraulic drive system eliminates need for an autolube canister that needs to be replaced annually or semi‐annually on screw drive models which costs approx. $300 for each replacement grease canister. The hydraulic drive system provides for built in illumination on platform stop switch to satisfy 2.2.J.b. The hydraulic model utilizes 3 gallons of hydraulic fluid that never needs replacement and is in a sealed container inside the mast, has quieter operation than screw drive, and requires much less service and maintenance. It also has a built in oil recovery system so in the event a jack seal leaks there is a collection reservoir to prevent any fluid from spilling outside the contained lift system. In our 20+ years of experience servicing and installing platform lifts we have found the hydraulic models to be far more reliable than comparable screw drive systems. Additionally, the 3 major lift manufacturers no longer manufacture a screw drive model that will travel in excess of 120” vertically.

Answer: Yes, the FAA will allow a substitute hydraulic drive system as long as it meets the contract requirements.

6) Question: Regarding Section 14200 2.2.K Emergency operation: ‘provide manual operation to raise or lower unit to a landing in case of malfunction or power loss”. A18.1‐2017 Safety standard for Platforms Lifts 2.10.10 Manual Operation states “Means shall be provided to permit lift or authorized personnel to raise or lower the platform manually in the event of power failure, unless standby (emergency) power complying with para 2.12 is provided. The means to raise or lower the platform shall be capable of moving the platform to a landing and of being accessed and operated without working directly above the platform.” This section will be satisfied with the auxiliary battery power system in addition to a manual pressure relief system that serves to lower the platform from the outside as a backup lowering system. Would FAA accept hydraulic drive system to satisfy this requirement as lift safety code allows it?

Answer: Delete “raise or” from verbiage. Delete the requirement to be able to raise the lift in case of power failure, and retain the requirement to be able to manually lower the lift in case of power failure.

7) Question: Regarding Section 14200 2.2.B. 2 & 3 Acceptable Manufacturer. Would FAA permit

Garaventa Lift as an acceptable manufacturer? Garaventa Lift is a Canadian based company that complies with the Buy American Act and has been an approved manufacturer for many prior government contracts we have been involved with. The manufacturer’s letter regarding compliance with the Buy American Act is attached below for your review. The other U.S. based manufacturers are, in our opinion, not as desireable for the FAA due to their lesser quality of workmanship and in our 20+ years of servicing and installing this type of equipment. Symmetry has an Alaskan dealer who is no longer in business and we can’t contact. Ameriglide has not responded to our inquiry for quote. Handi‐Lift has no dealers in Alaska. Harmar has a lift available, but we recently replaced a Harmar vertical platform lift for a customer due to repeated service issues and we are not amenable to installing one for another customer. Our supplier for the past 20 years has been Garaventa Lift and they have proven to be a reliable, cost effective solution for our customer and we can responsibly stand behind their product.

Answer: No, Garaventa Lift would not be an acceptable manufacturer. Buy American Act is not applicable to this contract. See Contract Clause 3.6.4‐5 Buy American – Steel and Manufactured project (Jan 2022)

8) Question: What Warranty Term is contract is calling for the vertical platform lift? 14200 1.6.A

Warranty states “Warranty Period: Four years from date of substantial completion” but 013513‐

15 Project Procedures 1.25.B states “one year construction warranty”.

Answer: Provide a one‐year construction installation warranty and a four‐year manufacturer’s lift warranty.

9) Question: We are requesting FAA allow a substitution to satisfy Section 144200 2.2.3

Acceptable Manufacturer.

Please consider allowing a “Genesis” model lift manufactured by Garaventa Lift. The hydraulic model is the only option because they no longer manufacture a screw drive unit that can accommodate the vertical travel this project requires. None of the 3 major, reliable lift manufacturers no longer manufacture a screw drive model that will travel in excess of 120” vertically.

Garaventa Lift is a Canadian based company that complies with the Buy American Act and has been an approved manufacturer for many prior government contracts we have been involved with. The manufacturer’s letter regarding compliance with the Buy American Act is attached below for your review. Our supplier for the past 20 years has been

Garaventa Lift and they have proven to be a reliable, cost effective solution for our customer and we can responsibly stand behind their product.

Answer: Garaventa Lift is not an acceptable manufacturer.

10) Question: will contractor and subcontractors be allowed to use existing restroom facilities onsite at the FAA building? Project Procedures 1.13.C Utilities – Sanitary Facilities states “the contractor will provide their own sanitary facilities, including temporary toilets, wash facilities….use of existing facilities within the building is not permitted” but the Covid procedures

1.3.B allow use of restrooms after coordinating with COR.

Answer: Yes, contractors and subcontractors will be allowed to use existing restroom facilities in the FAA building.
