Background

• The FAA has more than 100 aging control towers at regional and municipal airports across the United States that will eventually need to be replaced.

Procurement Goal

• The goal of the nationwide solicitation is to develop a standardized design for towers that will:

– Meet operational and cost requirements

– Maximize energy efficiency

– Be easy to modify according to height needs

– Be rapidly constructed

Tower Design Specifications The design must meet the following requirement:

1. Support an ATCT with a range of between 60 feet Above Ground Level (AGL) (cab floor) to 119 ft AGL (cab floor).

2. Enable a cost-efficient construction approach and/or enable an innovative approach that supports high throughput construction at multiple sites across the U.S. and U.S. Territories, both urban and rural.

3. Include one elevator, a mechanical floor, an electrical floor, an equipment room, and one dedicated office space. The elevator shall not service the top two floors.

4. Support a control cab.

5. Minimize the physical footprint of the facility.

6. Be well suited for the climate for multiple environments and be adaptable for seismic, high wind and hurricane, and different foundation types.

7. Incorporate sustainability considerations (i.e., increase efficiency, optimize performance, eliminate unnecessary use of resources, ensure the health of occupants, protect the environment, generate cost savings, and mitigate risks to assets).

8. Be aesthetically pleasing.

Procurement Process

• Screening Information Request (SIR)

Stage Process

Phase I Request for Information (RFI) SIR: Offerors must submit an innovative design concept and execution approach that facilitates the rapid deployment of the new ATCT across the US; up to 15 successful Offerors will be selected to participate in Phase II

Phase II Request for Qualifications (RFQ) SIR: Offerors must submit financial capability and past performance / corporate experience of the proposed teaming arranging; up to 6 successful Offerors will be selected to participate in Phase III

Phase III Request for Offerors (RFO) SIR: Offerors must submit a 10% design as well as a conceptual construction/deployment plan for multiple towers, a cost proposal to advance the design to ~50% - 80%; one or more successful Offerors may be selected for an award; however, the FAA may decide not to award any winner in Phase III

• Evaluation Scoring Criteria

– Phase I: The highest 15 scores will be selected to participate in Phase II; scores from this phase will receive a weight of 70%

– Phase II: Scores from this phase will receive a weight of 30%, Phase I and II combined highest six scoring Offerors will be selected to participate in Phase III

– Phase III: The highest score(s) may be selected for award

• Contract Award

– One or more Offerors may be selected for award

– The FAA may decided to not award to any Offerors

– The FAA intends to execute purchase orders for $100,000 with each of the unsuccessful, pre-qualified offerors that are selected to participate in Phase III of the solicitation process, and submit complete design packages / proposals per solicitation requirements, but ultimately are not awarded the resultant contract. Said purchase orders will be executed at the completion of Phase III

– In order to receive an award, Offerors must be registered for SAM.gov
