Airport Traffic Control Tower Design Initiative

Questions and Responses Set 2 January 11, 2022

Q1. Is the 440sf octogonal control cab a standard size for every height tower? Or does it vary with tower height?

R1. The cab size will be the same for every ATCT. 440sf and octagonal control cab was referenced for scale only.

Q2. Is there a recommendation for what level the mechanical room, electrical room, equipment room, and dedicated office space should be located on? Are they preferred on the ground floor or closer to the control cab? Are there space requirements or sizes for these rooms?

Q2. The office, mechanical, and electrical equipment rooms will be sized as needed based on code requirements. The NAS equipment room should be near the control cab. A more detailed owners program of requirements will be provided during Phase 3.

Q3. Can we include a proposal cover, or will that be included in the page limits?

R3. A proposal cover may be included in the proposal and will not be counted towards the page limitation.

Q4. Can our header and footer go outside of the 1-inch page margins?

R4. Per Attachment J1 – Phase I RFI – FAA ATCT Design Competition, the margins must be 1 – inch all around.

Q5. Can we include a divider or tab between the two sections? Will that count against our page count?

R5. Dividers or tabs can be included and will not count against page limitation.

Q6. It’s assumed that through the innovations we determine, there will be a need to update the design standards. Is the updating of these standards a part of this process or will it be part of a separate contract?

R6. A more detailed owners program of requirements will be provided during Phase 3. Our intent is to follow the codes to the greatest extent possible.

Q7. Is commissioning of the tower included in the 12-month timeframe for construction?

R7. No, the 12 month period is intended as an example of rapid construction and would not include the commissioning period. Faster is better.

Q8. Does selection for any further step in this proposal process preclude the team from pursuing any implementation of these towers in the future?

R8. As a general matter, the FAA follows AMS Guidance Section T.3.8.2.A.18.b.2, which provides that “No construction contract may be awarded to the firm that designed the project, unless the project is being solicited and awarded as a design-build.” Relative to any future construction contracts not solicited and awarded as design-build (which decisions will be made on a case-by-case basis at the FAA’s discretion), such guidance is expected to be followed unless it is found that a rational basis exists for alternative action, i.e. that a deviation from guidance clearly enhances one or more factors of cost, schedule, requirements, or benefits; or that circumstances otherwise clearly show that a deviation from guidance is required. A rational basis determination must also include an analysis of the potential conflicts of interest and any measures being taken to reduce or eliminate them (see AMS Guidance Section T3.1.7:

Unequal access to information/competitive advantage; biased ground rules; impaired objectivity).

Q9. I am reaching out to inquire regarding the deadline for the Phase 1. Currently, the proposals are due by 19th Jan’22. But due to ongoing challenges with the pandemic, I wanted to understand whether there is consideration for possible extension of the due date. I would greatly appreciate if you could let me know your thoughts on this sooner as we are fast approach the original due date.

R9. The proposal due date remains unchanged. Proposals must be submitted on January 19, 2022 to participate in the competition.

Q10. In addition to the query in my earlier email, could you please clarify whether we could add front and back cover (with image and company logo, address, contact info) to the proposal. This would them make the total page count to 12. I would greatly appreciate your prompt response to this clarification.

R10. A front and back cover is permissible and will not be counted towards the page limitation.

Q11. Will errors and omissions and liability insurance, or any other, be applicable for this project?

R11. Please ensure that you are reviewing the SIR in its entirety. Please AMS clauses 3.4.1-12 and 3.4.1- 13.

Q12. I downloaded information from the website and I believe I have applied for the SAM number etc.

Would you be able to guide me on how to proceed for submission? Am I still able to enter?

R12. Offeror may submit proposal up until January 19, 2022 by 1500 EST. All proposals must be received by then to participate in the competition. After receiving your DUNs number, download all documents pertaining to this requirement from SAM.gov at the link below. Please ensure you view all the changes that has been made on the posting. Refer to the SIR and attachment J1 for instructions on what will be required to submit a proposal. Offeror’s must complete section K in SIR, sign the SIR and return the SIR with the complete proposal. Refer to attachment J1 to build proposal based on the information provided.

Submission must be electronic and can be utilize Word Processor or Adobe.
