Question 1:

Note 7 on sheet M101 refers to sheet M901. Is there an additional sheet originally intended and/or omitted from the solicitation package regarding DDC/BMS controls?

Answer: This is a typo. M901 should read M601.

Question 2:

Reference is given to DDC/BMS controls, the solicitation shows existing site (DDC/BMS) conditions outside of contract performance on sheet M604. Is the integration, between the systems the responsibility of Government personnel and/or an owners preferred vendor?

Answer: Contractor is responsible for providing new control devices and supporting materials for the AHUs as called for in the design package and integrating those new devices into the existing DDC/BMS.

M604 contains sequences of operation for various equipment. Contractor is responsible for programming Sequences of Operations for AHUs 510, 515, and 520 into the DDC/BMS.

Sequences for CRAC-1, SF-1, SF-2, EF-1, and EF-2 are for reference only while incorporating AHUs 510, 515, and 520 into the DDC/BMS. The sequences for CRAC-1, SF-1, SF-2, EF-1, and EF- 2 are existing, but interdependent on the sequences for AHUs 510, 515, and 520 and must be properly functioning in collaboration with those AHUs for acceptance of the controls to be given.

Question 3:

Is the existing controls on-site open or proprietary?

Answer: Existing controls on site are BACNET Protocol via StruxureWare by Schneider electric.

Controls subcontractor must be certified to work on this system.

Question 4:

Do you have any other contact info we can use given the limited time before the quote submission for Schneider?

Answer: The information provided in the specification (Contact information and name) was provided by Schneider Electric. See question 3 for subcontractor requirements.

Question 5:

Is the Government amenable to a solution which would provide temporary facilities to reduce time for on-site construction activities?

Answer: The Government will consider proposals that may reduce construction time and/or improve Operational Risk Management considerations.

Question 6:

Equipment manufacturer’s require a full flush of the chilled water loop for startup and warranty purposes on new equipment. Such is not provided in the contract drawings. Is a flush of the loop anticipated or required for this project, and if so, what is the volume of the loop for estimation purposes? FYI, without a flush, Trane’s standardized nomenclature would appear to void warranties, especially where water quality/chemical makeup is not part and parcel to the solicitation documents.

Answer: Specification section 23 21 13 Hydronic Piping discusses flushing requirements.
