3. Usually there is a spec. section 019100 and/or 230800 that list out commissioning requirements.
Neither of those sections are there. In addition, in section 230900 (page 50), it refers to the FAA’s commissioning agent.
Could you please confirm if the FAA is supplying their own CA? Or if the GC is to include commissioning?
Answer: The FAA will provide the Commissioning Agent as mentioned in 23 09 00 1.1 D.4, and the Contractor will be required to support the Commissioning effort with the service representatives and startup/programming personnel required elsewhere in Specification Section 23 09 00.
4. Please refer to the Solicitation, Offer and Award form, item 11. As a result of Covid, materials and equipment are currently experiencing extended lead (fabrication and shipping) times. As such, we suggest you extend the performance time after NTP from 180 days to 270 days. First, the units alone could take up to 150 days to ship and then the sequence calls for completion of work on each unit before starting the next.
Answer: The FAA is aware of material delays and a NTP will be issued accordingly. This will be coordinated with the successful Offeror.
5. Reference is made to CSS 01 14 00, 1.3 D. Please clarify if all workers must be U.S. citizens or if being a resident of the country is sufficient to work in the facility.
Answer: Refer to AMS Clause: 3.6.2-41 EMPLOYMENT ELIGIBILITY VERIFICATION (OCT 2019) and AMS Clause 3.14-3 FOREIGN NATIONALS AS CONTRACTOR EMPLOYEES (JAN 2019) which states
“(b) Each contractor or subcontractor employee under this contract having access to FAA facilities, sensitive information, or resources must be a citizen of the United States, or a foreign national who has been lawfully admitted for permanent residence as evidenced by Alien Registration Receipt Card Form I-151, or who presents other evidence from the U.S. Citizenship and Immigration Service that employment must not affect his/her immigration status.”
