ATTACHMENT 2- LABOR CATEGORY DESCRIPTIONS

The following are the labor category descriptions and minimum requirements regarding skill levels, education and experience identified by the government as necessary for the performance of this contract. Relevant experience is experience directly reflecting the work, task or project within the indicated required experience for each labor category below. The nature of the activities, analyses and work products must be very similar or identical to those of the intended project.

1. Key Personnel Description

a. Program Manager (PM)– (Must be an employee of the Prime Contractor)

A Ph.D. with a minimal of 5 years of relevant work experience, a Master’s degree with a minimal of 10 years of relevant work experience, or a Bachelor’s degree with a minimal of 15 years of relevant work experience is required. The degree must be in Engineering, Mathematics, Science, or Information Technology (IT) from a college or university accredited by an acceding body recognized by the U.S. Department of Education. The relevant work experience must be in demonstrating ability to lead and direct efforts using appropriate management skills including but not limited to, project management, technical leadership, quality assurance, performance evaluation, change management principles, and decision oriented recommendations. The Program manager must have experience as a Program Manager and must show experience in at least five (5) of the following areas:

Strategy development, UAS operational use cases

Development of Air Traffic Control UAS use cases, Operational concept development, Requirements analysis.

Unmanned aircraft performance and limitations

Remote pilot station functions and allocation of functions between aircraft and remote pilot stations

UAS management concepts and functions

The Program Manager must provide overall management of contract personnel working in a technical environment on individual DOs. The PM must be knowledgeable in Government contracts and design standards, planning tools (i.e., work breakdown structures, Gantt charts, critical path analyses, etc.), and report development. The PM must be able to both manage the contract requirements and serve as communications bridge between their company and the FAA.

The PM must be able to work effectively in a fast paced, demanding environment. Duties will include, but not limited to, the following:

• Plan, organize, oversee and control all contract activities with ACO/COR

• Accountable for project scope, timeline, budget, staffing and contract deliverables

• Must be employed by the prime contractor

b. Principal Systems Engineer-(Must be an employee of the Prime Contractor)

A Ph.D. with a minimal of 5 years of relevant work experience, a Master’s degree with a minimal of 10 years of relevant work experience, or a Bachelor’s degree with a minimal of 15 years of relevant work experience is required. The degree must be in Engineering from a college or university accredited by an acceding body recognized by the U.S. Department of Education.

The relevant work experience must include all the following:

experience in systems engineering of air traffic management systems developing related products, including whitepapers, Concepts of Operation, Shortfall Analyses, and

Enterprise Architecture Products;

experience using air traffic architecture operational views to validate new air traffic concepts or changes to existing concepts with Subject Matter Experts;

experience with Unmanned Aircraft Systems, including UAS operational use cases, unmanned aircraft performance and limitations, remote pilot station functions and allocation of functions between aircraft and remote pilot station, and familiarity with

Unmanned Traffic Management concepts and functions;

developed at least three air traffic management system architectures;

The following relevant work experience is desirable but not mandatory:

a certification as an Enterprise Architect;

experience as an air traffic controller;

Knowledge of Acquisition Management System procedures

The Principle Systems Engineer must be able to provide technical oversight over their company and any sub-contractors as it pertains to executing tasks on this contract. They must also be able to work effectively in a fast paced, demanding environment. Duties will include, but not limited to, the following:

Reviewing technical products for accuracy and consistency

Plan, develop and lead major systems engineering projects

Develop, configure and oversee the upgrade, enhancements and fixes of air traffic systems

Note: The minimum requirements regarding skill levels, education and experience for the

Labor Categories outlined in Sections 2-5 below will be utilized for resume approvals in contract administration and will not be evaluated as part of the Offerors proposal. Only the resumes for the Key Personnel positions outlined in Section 1 above will be evaluated as part of the Offerors proposal.

2. Management Series Description

Management covers program and project management functions. The Program and Task

Managers provides project management functions including technical leadership, quality assurance and decision oriented recommendations.

a. Deputy Program Manager –

A Ph.D. with a minimal of 2 years of relevant work experience, a Master’s degree with a minimal of 7 years of relevant work experience, or a Bachelor’s degree with a minimal of 12 years of relevant work experience is required. The degree must be in Engineering, Mathematics, Science, or Information Technology (IT) from a college or university accredited by an acceding body recognized by the U.S. Department of Education. The relevant work experience must be in demonstrating ability to lead and direct efforts using appropriate management skills including but not limited to, project management, technical leadership, quality assurance, performance evaluation, change management principles, and decision oriented recommendations. The Deputy Program Manager must have experience as a Program

Manager, Project Manager, or Task Lead for UAS projects involving some of the following:

Strategy development, UAS operational use cases

Development of Air Traffic Control UAS use cases, Operational concept development, Requirements analysis.

Unmanned aircraft performance and limitations

Remote pilot station functions and allocation of functions between aircraft and remote pilot stations

UAS management concepts and functions

The Deputy Program Manager must assist Program Manager in overall management of contract personnel working in a technical environment on individual DOs. The Deputy PM must be knowledgeable in Government contracts and design standards, planning tools (i.e., work breakdown structures, Gantt charts, critical path analyses, etc.), and report development. The

Deputy PM must be able to both manage the contract requirements and have the authority to serve as communications bridge between their company and the FAA. The Deputy PM must be able to work effectively in a fast paced, demanding environment. Duties will include, but not limited to, the following:

• Plan, organize, oversee and control designated contract activities with ACO/COR

• Accountable for project scope, timeline, budget, staffing and contract deliverables

b. Task Manager –

A Bachelor’s degree specializing in Engineering, Mathematics, Science, or Information

Technology (IT) from a college or university accredited by an accrediting body recognized by the U.S. Department of Education is required. Must have a minimum of 5 years of demonstrated ability to lead and direct efforts using appropriate management skills including but not limited to, project management, technical leadership, quality assurance, and decision oriented recommendations. The Task Manager duties will include but are not limited to:

• Lead team(s) on projects or significant segments of large complex projects,

• Analyzes new and complex project related problems and creates innovative solutions

• Prepares long and short-range plans and directs resources

• Oversees all aspects of the project lifecycle

• Identifies and solves project issues.

• Reviews status reports of team members across project and addresses issues as appropriate

3. Scientist/Engineer Series Description

This series covers engineers, professional licensed engineers, scientists, and NAS systems analysts. The series is intended to provide services in support of NAS systems and business oriented IT systems. The series is also intended to provide engineering service in support of Air

Transportation Support activities for operational locations including facility maintenance, modification and remediation as well as various levels of equipment repair. R&D support service resources may also be required from this labor category series. Logistic support elements that require engineering will also be staffed within these categories series. The work required from this series primarily includes developing systems engineering artifacts such as but not limited to:

Concept of Operations, Verification Requirements Traceability Matrixes, Functional

Requirements Documents, and Operational Services and Environment Definitions.

Qualifications:

For Engineer 1-6, a Bachelor of Science degree in Engineering, Math, Science, or IT from a college or university accredited by an acceding body recognized by the U.S. Department of

Education is required.

When supporting tasks that are Air Traffic Operations, Air Traffic Safety System, Air Traffic

Management, Air Traffic Operations Training, Air Traffic Safety System Training, or Air Traffic

Management Training, any combination of degree and relevant experience will be considered if the relevant experience requirement is satisfied.

(3) Engineer 6 - required degree + 15 relevant years

(4) Engineer 5 - required degree + 10 relevant years

(5) Engineer 4 - required degree + 8 relevant years

(6) Engineer 3 - required degree + 5 relevant years

(7) Engineer 2 - required degree + 3 relevant years

(8) Engineer 1 - required degree + 1 relevant year

4. Systems Analyst Series Description

This series provides computer engineering and computer systems analysis which includes computer science and software engineering. The work required from this series includes database related workflow or administrative system work such as but not limited to: data entry, analysis and reporting, as well as querying and managing databases.

For Analyst 1-6, a Bachelor of Science degree in Engineering, Math, Science, or IT from a college or university accredited by an acceding body recognized by the U.S. Department of

Education is required. When supporting tasks that are Air Traffic Operations, Air Traffic Safety

System, Air Traffic Management, Air Traffic Operations Training, Air Traffic Safety System

Training, or Air Traffic Management Training, any combination of degree and relevant experience will be considered if the relevant experience requirement is satisfied.

(9) Analyst 6 - required degree + 15 relevant years

(10) Analyst 5 - required degree + 10 relevant years

(11) Analyst 4 - required degree + 8 relevant years

(12) Analyst 3 - required degree + 5 relevant years

(13) Analyst 2 - required degree + 3 relevant years

(14) Analyst 1 - required degree + 1 relevant year

5. Operations/Specialty Series Description

This series specialty provides subject matter expertise in Program Management, Specialty

Engineering, or Air Traffic Control operations, procedures or concept development and analysis.

Specialized expertise with progressive and intensive experience in an applicable field of study and specialization with demonstrated performance in the field of expertise. SME’s with any combination of advanced degree(s), applicable publications in professional journals and relevant experience will be considered. The work required from this series primarily focuses on specialized input into engineering artifacts and providing a unique operational perspective in order to validate concepts and requirements.

(15) ATC Certified Professional Controller (CPC) – ATC certification + 10 relevant years

(16) SME – Bachelor of Science degree in Engineering, Math, Science or IT + 25 relevant years.
