1.0 Executive Summary: Building Materials Assessment (requirement of EPA 40 CFR 763.85): The facility is a multi-story air control tower for an International airport. There are two attached buildings involved in the inspection (I.e.-The Control Tower, and the Base Building). The control tower has a steel structure with cementitious flooring, and cementitious wall panels adhered to makeup the exterior walls. The interior walls are gypsum board with joint compound applied. Floors are concrete with Vinyl Floor tile, or Carpet applied in office areas. Spray applied Fireproofing is applied to cementitious floor decks. Fiberglass Insulation is applied to thermal systems. The roofs are a combination of membrane roofs and asphalt sheeting applied over bituminous tar and felt. Bituminous roof sealants are applied over the edges of sheet goods and bituminous roof sheathing. Window sealants are generally synthetic silicon or glazing.
2.0 Assessment Methods: Visual and physical assessment was conducted in order to identify each separate Homogeneous Materials suspected of containing asbestos content.
Homogeneous materials were identified by their color, texture, and location on the building.
Sample amounts were determined utilizing AHERA protocol. A total of twenty nine (29) homogeneous materials were identified and a total of forty-six (46) samples were collected.
Of the forty-six samples, seven (7) were held by DDS. Two (2) samples were sent in as a Quality Control samples.
3.0 Homogeneous Materials: The following suspect materials were identified:

ND-No Asbestos Detected. N/A-Not Analyzed. <1% Chrysotile is not considered asbestos containing by EPA regulations; however, it is considered asbestos containing by OSHA
4.0 Analysis: Eight (8) samples were Held by AQA at the request of DDS Environmental, two sample was a QC sample, and one sample was the sealant used by the asbestos inspectors to apply to locations where samples were collected from roofing and windows.
All samples were sent to an NVLAP accredited laboratory for analysis via Polarized Light Microscopy utilizing EPA 600/R-93/116 analytical method. Samples with multiple layers are divided and analyzed as separate layers per EPA protocol. Upon completion of analysis a total of twenty-nine (29) samples were analyzed.
5.0 Findings: Asbestos content was identified in the following Homogeneous Materials:
HM-00; Sample No. ILM-1-10; QC sample, Pre-Cast Coating, <1% Chrysotile, This material was applied to the interior side of the Pre-Cast Slabs that make-up the exterior siding. This material is non-friable and will only be disturbed by cutting or drilling through the Pre-Cast Slabs.
HM-13; Sample No. ILM-1-16; Rm. 104, 12” Vinyl Floor Tile (Non-asbestos) with Black Mastic (<1% Chrysotile). These materials were used to adhere flooring materials.
It should be noted that in an earlier survey completed by Research Management Consultants Inc. (RMCI) in 1992, that the original tan speckled floor tile and associated mastic and the grey speckled floor tile and associated mastic found throughout the facility were found to be asbestos containing. While the current sampling found these materials to be non asbestos containing, previous analysis has confirmed the presence of asbestos. Due to the nature of this type of material, if encountered, they should be considered to be asbestos containing.
While the RMCI survey detailed that all roofing materials (except flashing – 5% Chrysotile) were considered “asbestos containing”, they were not sampled as part of the survey. Instead they were assumed to be asbestos containing to protect the integrity of the roof. This survey sampled the “assumed” materials and were found to be conclusively “non-asbestos” containing.
An additional note is that while the original flashing remains on the base building roof, the asbestos containing flashing from the catwalk and cab roofs have been removed in a project in 2014. Mr. Daniel Dean in the engineering office has the project documentation.
Lead Based Paint
1.0 Executive Summary: Building Materials Assessment: The facility is a multi-story air control tower for an International airport. There are two attached buildings involved in the inspection (I.e.-The Control Tower, and the Base Building). The control tower has a steel structure with cementitious flooring, and cementitious wall panels adhered to makeup the exterior walls. The interior walls are gypsum board with paint or wall coverings applied. Floors are concrete with Vinyl Floor tile, or Carpet applied in office areas. Only the roofs and certain room areas were checked for LBP.
2.0 Assessment Methods: The physical collection of paint chip samples was conducted by scraping paint from surfaces and sealing the paint chip sample in a Ziploc® type bag, labeling the bag with a sample number, and generating a Chain of Custody. The samples were shipped to an ELLAP (Environmental Lead Lab Accreditation Program of the AIHA) Certified Laboratory.
4.0 Analysis: Samples were analyzed via Atomic Absorption Spectrometry (AAS) utilizing NIOSH Analytical method 7082. The results are provided as an attachment to this report. EPA defines Lead Based Paint as any paint, or surface coating that contains lead equal to or exceeding one milligram per square centimeter (1.0 mg/cm2) or 0.5% by weight.
5.0 Findings: Twelve (12) samples were collected for analysis. No Lead Based Paint was identified in any of the samples.
6.0 Additional Information: Renovation activities may be conducted assuring that this report and prior reports are utilized to determine whether Lead Based Paints or Coatings are present on building materials that may be disturbed by renovation activities.
Disclaimer: The following building areas were excluded from the survey:
1. Other building areas within the building’s interior spaces not inspected.
2. Hidden (not visible and/or not physically accessible) areas and/or materials
(I.e.-under debris, hard floor surfaces, in the ground, etc.)
Caveat: AQA will not accept responsibility for omitted, hidden and/or physically inaccessible materials that may be uncovered during relocation activities of the said structure.
6.0 Additional Information: Renovation activities may be conducted assuring that this report and prior reports are utilized to determine whether asbestos content is present within building materials that may be disturbed by renovation activities in room areas where work is planned.
Disclaimer: The following building areas were excluded from the survey:
1. Other building areas within the building’s interior spaces not inspected.
2. The interior of all electrical equipment and conduit;
3. Hidden (not visible and/or not physically accessible) areas and/or materials
(I.e.-under debris, hard floor surfaces, in the ground, etc.)
If additional suspect materials are encountered in areas addressed above, it is a Federal and State requirement that those materials be tested for asbestos content prior to their disturbance if they are likely to be disturbed by demolition or renovation activities.
Caveat: DDS will not accept responsibility for omitted, hidden and/or physically inaccessible materials that may be uncovered during relocation activities of the said structure.
Closing statement: Chain of Custody forms, Laboratory Sample Reports, Photographic log and a diagram are appended. If you have any questions regarding the information provided, please contact DDS Environmental Inc. at (757-563-9595).

EMSL maintains liability limited to cost of analysis . This report relates only to the samples reported and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. Interpretation and use of test results are the responsibility of the client. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government . Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Samples received in good condition unless otherwise noted. Estimated accuracy, precision and uncertainty data available upon request. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Reporting limit is 1%
