SECTION M - EVALUATION FACTORS FOR AWARD
SO-M-1 AWARD
This is a competitive negotiated procurement, available on a Tiered Evaluation. A Firm-Fixed Price (FFP) contract will be awarded the Offeror whose proposal is rated Acceptable for Factor 1 (Business Proposal), Factor 2 (Technical Proposal) and Factor 3 (Past Performance), and is the lowest total price Offeror that is deemed fair and reasonable.
SO-M-2 EVALUATION CRITERIA
Offers are required to submit a Business Proposal and Technical Proposal as discussed herein. Proposals will be technically evaluated as either “Acceptable” or “Unacceptable” based on the following criteria.
Any proposal determined to be “Unacceptable” will render the entire proposal to be unacceptable and therefore rejected from further consideration. One-on-one discussions may be held at the option of the FAA, with one or more offers, as determined necessary by the Contracting Officer, to clarify statements, resolve issues and omissions, etc.
FACTOR 1: BUSINESS PROPOSAL
The Offeror must submit completed copies of the following documents as listed in Section L:
i. SF1442, Solicitation, Offer, and Award (2 pages) with the “Offer” portion completed, and, if applicable, all SF30s, Amendment of Solicitation/Modification of Contract acknowledged.
ii. Section B, Supplies/Services & Price/Cost, Price Breakdown.

Unacceptable – The proposal does NOT include all required submittals listed in Factor 1 and/or the FAA determines the submittals NOT to be accurate and/or complete.
FACTOR 2: TECHNICAL PROPOSAL
The Offeror must submit a capability statement that demonstrates the ability to perform the work described in the Statement of Work (Attachment J-1). In addition to a Capability Statement the Offorer must submit the documents below:

ii. Statement of Understanding: The Offeror must submit a brief statement demonstrating the understanding of the objectives in Statement of Work. The Offorer should not repeat or summarize the requirements in Statement of Work, but rather a statement of the Offeror’s understanding of the work.
i. Quality Control: The plan should address how the project's quality, timeliness and budget will be tracked and controlled, and the method of reporting to the FAA.
No pricing information in the Technical proposal.
Rating Description
Acceptable – The proposal includes all required submittals listed in Factor 2, and the FAA determines the submittals to be accurate and complete.
Unacceptable – The proposal does NOT include all required submittals listed in Factor 2 and/or the FAA determines the submittals NOT to be accurate and/or complete.
FACTOR 3: PAST PERFORMANCE
Past performance will be evaluated based on Past Performance Survey (s)(Attachment J-3) submitted for similar projects in scope and size within the past five years. Offerors must submit at least one Past
Performance Survey (Attachment J-3). The Past Performance Survey must be completed by the customer. Offerors will be evaluated on effective management, timeliness of performance, quality of service and customer satisfaction. If a major subcontractor will perform critical aspects of the contract, please submit at least one Past Performance Survey (Attachment J-3) for that subcontractor. The FAA reserves the right to contact POC listed in the survey and apply its findings in the final determination.
Rating Description
Acceptable – References provide information that the Offeror maintains a record of effective management, timeliness of performance, quality of service, and customer satisfaction.
Unacceptable – References provide information that the Offeror has demonstrated an objectionable record regarding effective management, timeliness of performance, quality of service, and customer satisfaction.
