INTRODUCTION:
The Federal Aviation Administration (FAA), EnRoute and Terminal Facilities Programs have a requirement for design and construction to replace the Fire Detection and Annunciation System (FDaAS) at numerous facilities throughout the United States.
The purpose of this Screening Information Request is to request specific information necessary for the FAA to determine which vendors meet the FAA’s minimum qualification requirements for this solicitation. The FAA is looking for a contractor that can ensure the long-term continuous availability of Fire Detection and Annunciation systems for standardization throughout the FAA Facilities. The Request for Offer (RFO) will be issued to the prequalified contractors (short-list) which is limited to the highest scoring six (6) or fewer if six contractors do not meet the requirements of the SIR in late January 2019.
Electronic standard design plans, specifications and other documents will be issued to the prequalified contractors at the RFO stage. Contract award is anticipated to be made in late April 2019.
SCOPE OF WORK:
The scope of work described below is representative, but not all-inclusive, of the type of services anticipated to be provided under this contract. The FAA may issue tasks encompassing any or all of the services detailed in this Statement of Work (SOW). Specific services will be identified and ordered through Task Orders under this contract.
The work shall include all labor, materials, equipment, services, and facilities necessary for design and construction to replace the Fire Detection and Annunciation Systems in the FAA EnRoute, Terminal, and other facilities as listed in Section H.

This may require, among other adaptations, working during non-standard business hours or using non-standard techniques to eliminate noise, obstructions to visibility from ATCTs, and shut down of equipment essential to operations. The continued operation of all equipment in the NAS and the safety of life and property are paramount considerations in all work conducted under this contract.
The performance period for this contract will be a 5-year base period of performance, with five
(5) 2-year option periods, for a total period of performance of fifteen (15) years.
Estimated average of individual task orders is $3 million - $5 million per site location.

EVALUATION FACTORS:
Responses to this SIR will be evaluated on three (3) main factors, which are listed below.
Offerors that receive a “Fail” rating on the first factor will not be considered any further and as such will not be eligible to receive the RFO in Phase II. Offerers that receive a “Pass” rating will be considered further under factors 2 and 3. Any offeror receiving less than an “Acceptable” rating in any of the factors 2 and 3 will not be eligible to receive the RFO.
Factor 1 - Financial Capability (No weight - Pass/Fail only)
This factor will be evaluated on a “Pass/Fail” rating basis. Only those Offerors who are determined to be financially responsible or receive a “Pass” rating will be further evaluated under factors 2 and 3. Offerors that receive a “Fail” rating on Factor 1 will not be considered any further and as such will not be eligible to receive the RFO in Phase II.

Outstanding – 5 points Acceptable – 3 points Unacceptable – 0 point
Ratings for each factor will be weighted and computed to establish an overall score for the technical proposal.
Rating Definition
Outstanding (5 points)
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh weaknesses. Risk of unsuccessful performance is very low.
Acceptable (3 points)
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Unacceptable (0 point)
Proposal does not meet requirements and contains one or more deficiencies.
Proposal is unawardable.
The Offeror’s total score will equate to the following final ratings:
Rating Score Outstanding 90 – 100 Acceptable 70 - 89 Unacceptable < 70
