Q. Will the controls on this be done by Schneider or will this be Johnson controls? I don’t see a specification for the controls either.
A. Controls will be done by Schneider separately from the contract in our phase 2 BACNET upgrade, however SE will need to be collaborated with to hook the new units up successfully
Q. Define what is meant by “collaborate”? Will the FAA have the contract with Schneider or do we need to include that price in our cost? The way I interpret this the FAA will have Schneider’s contract.
A. To make it clearer the controls should be in place prior to this project. However, the bidders should be aware that there will be SE costs associated with the work due to disconnecting the old units from SE and reconnecting the new units and ensuring they function properly by Schneider in our BAS.
The controls will be installed under a different contract. HOWEVER, Schneider electric will need to be consulted during the install of the new air handlers due to the need to disconnect the new controls from the old units, and reconnect the new units to those controls, and to ensure they communicate properly.
QUESTIONS:
| 1. | Drawing D101, Sheet note #4 states that install must be completed and AHU commissioned prior to shut down of the next AHU. Will the contractor be responsible for hiring a 3rd party commissioning agent for all new equipment that is to be installed or will the FAA provide the commissioning agent? |
| 2. | Drawing E609-1, Sheet note #6 is referencing drawings E009-2 & E009-3 for equipment cutover plan and schedule. The drawings referenced are not included in the bid documents. Please provide the referenced drawings. |
| 3. | What type of temporary cooling will be required for the replacement of AHU-1? What size of area needs to be cooled and what type of equipment is located in the area? Please advise. |
| 4. | Drawing M101, Sheet note #3 states to adjust & reinforce the raised floor system. Is it known that the existing raised flooring system will not support the new AHU’s? Will engineering need to be provided by the contractor to determine if the existing floor is capable of supporting the new AHU’s? Please advise. If this requires replacing the existing flooring system will that be done by a change order? |
| 5. | Can the FAA please specify work hours for this project and specify what items will be required to be completed during night shift? |
| 6. | Can the replacement of the AHU’s in the basement Auto wing be done at the same time as the 1st floor AHU’s since they are serving different zones? Or will they all have to be done sequentially? For example, can AHU-10 be replaced at the same time as AHU-5? Please advise. |
| 7. | In putting together a schedule for this project we do not think this project can be completed in the time provided unless two or more units can be changed at the same time or more time is provided to do this work. Please advise. At least 3 weeks per CRAC unit. Period of Performance extended to 210 calendar days. |
ANSWERS:
| 1. | “commissioned” means to have this equipment signed off by the manufacturer, by either a manufacturer authorized installer or the manufacturer if an authorized dealer is not available. Does not need a 3rd party to commission. However, commissioning a unit does not mean it has been Accepted by the FAA, and it is not a CAI. |
| 2. | Drawing E609 is for reference only. The “Cutover plan” is no more than the contractors plan for AHU demo and install, and the schedule is the responsibility of the bidding contractor as well. |
| 3. | No temporary cooling is required for AHU-1. Unit can be down for a matter of weeks in the spring time and the other units can cover for it. |
| 4. | The units will be mounted to the floor below the raised floor. The raised floor will need modification pertaining to the different sized units. The raised floor may need tiles added, or cut to fit around the new units/stands. Extra stringers/floor stands may be required to ensure the floor is sturdy around the new units. |
| 5. | TYP Work hours are to be between 0600-1630 Monday-Thursday. Night work (2145-0615) may be necessary for any large electrical outages. |
| 6. | AHU 1-5, and AHU 6-10 can be worked on simultaneously(one from each set at a time). For this to occur however, two supers/oversight will need to be onsite to oversee each location, and ample mechanical coverage to ensure work is done safely. |
| 7. | ***THIS GOES WITH ABOVE QUESTION, WILL ANSWER TOMORROW*** |
AHU-2 (United CoolAir Model VSCW7G4T)
1. Does the unit cabinet need to be painted? Cabinet does not need to be painted
2. Return air configuration? Do you want the return air in the front or back of the unit (see attached drawings) Return air is preferred in the front for maintenance purposes
3. Do you want the unit supplied with a return air grille? 3. A return air “guard” would be preferred, over the filters. But we don’t require a grille. No ducting should be required either for return air
4. Does unit require a special type of insulation (Foil, Foam, double wall)? Unit only requires insulation if required by manufacturer. Duct insulation shall be replaced (as necessary from demo) with similar insulation, blancket fiber or jacketed fiber should suffice, should appear similar to existing
5. Hot Water Coil (1 row or 2 row)? Meet the heating required in the schedule. If a 1 row can meet this that will be accepted.
6. Chilled and Hot Water control valves? Provided by United CoolAir or Others? If United Cool Air (2 Way or 3 Way)? Valve acquisition determined by bidder, ensure it functions with DDCP(any 0-5V, 0-10v, or 4-20ma should suffice), 2 way valve shall be used.
7. Unit Microprocessor Control (Basic, Standard, or Premium)? If supplied with card, requirements would be setpoint adjustment, and SA temp, cooling/heating valve duty feedback, and fan start feedback required
8. BMS Serial Communications Card? BacNET (MS/TP or IP), ModBus, LonWorks. Serial interface shall be bacnet IP. Direct integration to SE AS-B/P is also accepted
9. Wall or Duct Sensors (Temperature or Humidity) Wall sensor for space T/H, and a duct detector for supply air T/H
10. Does this unit need a Steam Canister Humidifier? Humidifier not required for AHU
EF-3
1. Model number listed is not clear. Model number used for basis of design, and is not limited to this model is Chicago blower: 330
2. Is this a utility set exhaust fan? Essentially it is a utility set EF
3. If so what arrangement (CW/CCW) CCW
4. Discharge position (Upblast, Horizontal, etc…) 45deg between up and horiz.
Ef-205
EF-205
1. Model number listed is not clear. Model number used for basis of design, and is not limited to this model is ACME: 39LF-08
2. What type of fan is this? Similar to EF-3, except CW rotation with upblast
