Questions and Answers Replacement of Antenna Towers

Pittsburgh RCAG & RTR, Pittsburgh, PA

697DCK-18-R-00090

February 21, 2018

RCAG Location:

Q1. How much area of asphalt repair do we need to perform for the underground coax raceway to the shelter?

A1. 60sf

Q2. On the floor plan drawing it shows a different shelter than what is existing. Does this matter for the coax raceways to the shelter?

A2. If there are any differences in the floor plan it shouldn’t affect the coax raceway to the shelter.

Q3. Do the existing tower foundations need removed?

A3. The existing tower foundation will remain on site.

Q4. The existing towers have tower lighting on them. I do not see anywhere that the new towers will be having tower lighting installed. Please advise if there will be new tower lighting installed on the new towers and if so where please supply a drawing of this installation.

A4. There are no plans to install lights on the new towers.

Q5. When removing the existing towers is any of the existing antennas and coax to be saved?

A5. The FAA will be responsible for removing the existing antenna. The contractor will be responsible for disposing the existing coax.

Q6. Per Drawings RCAG Pitts - "Layout and New Tower", states, "Contractor must remove the existing Four Antenna Towers, including the Three Guy Anchors per tower." Are we to remove the base foundations too? Are we to remove all concrete 1' below grade?

A6. The base foundations will remain, and do not need to be removed 1’ below grade. Only the guy anchors will be removed.

Q7. Per Drawings RCAG Pitts - "Layout and New Tower", states, "Contractor must remove the existing Four Antenna Towers, including the Three Guy Anchors per tower." Confirming that we are to remove ONLY the (3) guy anchor foundations per each of the four guyed towers -for a Total of (12) foundations, NOT the (4) base foundations too? How far below grade?

A7. Only remove the guy anchor foundations. The base foundations will remain as they and do not need to be brought below grade.

Q8. I have a question for the Pittsburg RCAG Site if I may. Will the FAA be able to relocate frequencies on the two existing towers, that are closest to two the new towers, over to the other existing towers to facilitate installation of the two new towers. If frequencies can be moved we can demo those towers and not risk hitting guy wires with equipment or concrete trucks.

A8. The existing towers cannot be removed prior to installation of the new towers.

Q9. Section 26 10 2.1.12 for the RCAG site provides specs for Government furnished surge arrestors at the panel and at the service. Is the contractor responsible for installing these surge arrestors? Section 26 10 2.1.12 for the RTR site does not include this information. Please confirm this work is not applicable to this site.

A9. The contractor is not responsible for installing surge arrestors.

RTR Location:

Q1. Do the existing tower foundations need removed?

A2. The existing tower foundations will remain.

Q2. The existing towers have tower lighting on them. I do not see anywhere that the new towers will be having tower lighting installed. Please advise if there will be new tower lighting installed on the new towers and if so where please supply a drawing of this installation.

A2. There is no lighting on the new towers.

Q3. When removing the existing towers is any of the existing antennas and coax to be saved?

A3. The FAA will be responsible for removing the existing antennas. The contractor will be responsible for disposing the existing coax.

Q4. Per Drawings RTR Pitts - Drawing "Layout and New Tower"

Are we to remove the base and/or guy anchor foundations for the RTR guyed towers that we are to demo? There is no mention, as in the RCAG Drawings. If so, are they all to be removed 1' below grade?

A4. The base foundations will remain, and do not need to be removed 1’ below grade. Only the guy anchors will be removed.

Q5. Per Drawings RTR Pitts - Drawing "Layout and New Tower"

Confirming that we are NOT to remove any of the (4) base foundations on the four free-standing towers we are to remove

A5. Only remove the guy anchor foundations. The base foundations will remain as they and do not need to be brought below grade.

RCAG & RTR Locations:

Q1. The drawings do not show any entry into the shelters from the new external mounted junct5ion box. Do we need to install any raceways from into the shelter form the new junction boxes? If so how many and what size?

A1. The contractor will need drill a 4” hole into the shelter wall behind each box, but is not responsible for raceways into the shelter.

Q2. Are we installing and devices in the junction boxes at the shelter or top of the tower?

A2. The contractor will not be responsible for installing devices inside the junction boxes.

Q3. Are we installing any coax connectors on the newly installed coax?

A3. The FAA will install the coax connectors.

Q4. I’m working on some of the paperwork that will need to be turned in with our bid on the above project and I just have a question. I’m new to this part of the contracting work, so I just want to make sure I get it right. On the previous bid solicitation that I’m working from for reference, sections 17 & 18 do not have any information filled it, but it certainly appears to me that both of those sections *should* have information in them as indicated, except 18 that may or may not information if there are no pre-bid amendments. If you could just confirm this for me so I can be sure to get it correct for you, I would greatly appreciate it. I would not want a bid to be rejected because it wasn’t filled out properly.

A4. Block 13d shows 60 days and as stated in block 17 you can insert any number equal to or greater than the minimum requirements stated in item 13d. Failure to insert any number means the offer accepts the minimum in item 13D, which is 60. In addition, the amounts is your price for completing this work.

Block 18 shall be completed when amendments are issued. All amendments will be posted on the faaco.faa.gov website for this solicitation.

Q5. So sorry for all of the questions. We downloaded the Attachment 5 mentioned above with the bid documents. We normally don’t see these, so we definitely wanted to make sure we take care of this correctly. Is this something we need to send out to previous Contracting Officers we have done with? And if so, how many? And I’m assuming they can just forward the filled out form to you via e-mail as listed on page 2?

We do have a Past Performance spreadsheet that we keep updated as jobs are completed that lists the type of work that was performed along with the Contracting Officer contact information if any of that would be helpful as well.

Just let me know how we need to proceed.

A5. You are required to send the past performance surveys to current or present client who can evaluate your work on projects that you have performed or performing for them.

Section L, Paragraph SO-L-1 Offer Submission Documents, Paragraph 2(c) Technical Proposal, List of References states that “List shall include no less than three (3) references….) which indicates that a prudent contractor will at least try to get past performance reviews from these clients.

In addition, previous completed past performance surveys, questionnaires, CCASS or others are acceptable as long as they are the same or similar size and scope requirements of this project.

Q6. Per Sir 697DCK-18-R-00090_Final -16Jan18 - Pg 37

Are there foundations we are to construct for any shelters? There is no mention in the other drawings, or other docs.

A6. No foundations will need to be constructed for shelters.

Q7. Does the FAA have any objection spending the two week waiting period between new towers being erected and the demo of the old towers on one site be spent working at the other site, and vise- versa?

A7. That can be done if we have enough people to be at both sites. At this time it is unknown if this will be possible.

Q8. Existing Towers at both locations have lighting kits on them, we do not see any additional conduits for powering lights. Will the new towers have FAA lighting and is this something we need to consider in our bid?

A8. The new towers will not have lighting.

Q9. Would precast interlocking foundations at grade be considered if they meet the same loading factors.

A9. They can be used if approved by the tower manufacturer.

Q10. Have you considered precast trench ways (like Trenwa) instead of conduit? Although conduit is less expensive precast or fiberglass trench ways install easier and offer you the ability to remove, replace, add, or upgrade any coax line at any time provided you use a wave guide up the tower versus conduit. The big concern is in the event of a damaged cable it will most likely be difficult or impossible to remove just one cable and replace it. The entire bundle will need to be removed and if they are already terminated the terminations will need to be removed leaving quite a bit of work and potentially damaging other cables in the process.

A10. PVC conduit is required.

Q11. Will As-Built drawings of the existing underground utilities and counterpoise be available to the successful bidder?

A11. There will be no as-built drawings of the underground utilities.

Q12. Section 13 10 00 Antenna Towers, Page 1, Paragraph 1.2 Submittals: “Full tower erection drawings are provided in the invitation for bid set of drawings”. Please note that in our review of the drawing we do not see that this information was provided. Can it be provided in an Amendment?

A12. The tower erection drawings are not available at this time. The drawings will be provided prior to the start of construction.

Q13. Where are the towers currently located and are they available for viewing?

A13. The towers have not been fabricated yet.

Q14. I noticed that the wage scale for the Pittsburg RTR-RCAG project is the Building scale.

Should we be using the Highway scale? Let me know.

A14. No, towers are a structure.

Q15. Underground Locates – Is the Contractor responsible for completing underground locates at each site – or will that be completed before the Contractor arrives on site?

A15. The FAA will locate the existing coax cable. All other underground cable will be the responsibility of the contractor.

Q16. Coax Connectors – Are these to be provided and installed by the Contractor? If they are, what connector type do you require?

A16. The FAA will provide and install the coax connectors.

Q17. Coax – Should the Contractor sweep each coax line – and provide a copy of the sweep report?

Existing Towers and Foundations –

A17. The FAA will locate the coax line

Q18. Existing Towers – Is the contractor to recycle the removed tower material – or turn it over to the FAA?

A18. The contractor will recycle the removed tower material.

Q19. Existing tower foundations – Is the Contractor responsible for removing the existing tower foundations? If we are – how deep should the existing concrete be removed?

A19. The existing tower foundation will remain in place.

Q20. The Government Furnished Material lists that were provided for each site show the estimated cost for each of the Government furnished materials. Are we to include these prices in our bid price?

A20. No, the GFM price is not to be included in your pricing and that is the cost if you have to replace it because of damages done by you.

Q21. Since this is a federal project, will this project be exempt from all building permits or will this project still be subject to any local permits that would be required?

A21. No, contractor is responsible for all Federal, State, Local, County and all other applicable taxes and permits required for this project.

Q22. The SIR breaks out the required submissions for the Business Proposal in section “SO-L01 Offer Submission Documents”. Item “a” lists the Solicitation, Offer, and Award with the “Offer” portion completed. Does the “Offer” portion also include the break down of the pricing on the “Continuation Sheet” on page 3 of 39 of the SIR or is only the lump sum price in the “Offer” section required?

A22. A lump sum price for each line items (0001 through 0006).

Q23. “Construction Cost Estimate Breakdown” documents were included with this solicitation for each site. Do these need to be completed and turned in with the bid? These are not listed as items that need to be submitted in the “SO-L01 Offer Submission Documents” section.

A23. Complete the Cost Estimate Breakdown and submit them with your price proposal.

Q24. Are the tower drawings available for this project?

A24. The tower drawings are not available at this time. The drawings will be provided prior to construction.

Q25. Does Section 3.3.3.3-15 Authorized Negotiators in Section L of the SIR need to filled out and submitted with the bid? This is not listed as an item that needs to be submitted in the “SO- L01 Offer Submission Documents” section.

A25. Complete Section 3.3.3.3-15 Authorized Negotiators in Section L and submit it with your price proposal.

Q26. Does the “Attachment 5 – Past Performance Survey” need to be used when submitting references for the requirement in the Technical Proposal?

A26. See response for A5 in RCAG & RTR Locations above.

Q27. Section 26 10 2.1.10.G for RCAG and RTR specs gives specs on obstruction lighting.

a. Is the contractor responsible for furnishing the tower lighting?

b. Is the contractor responsible for installing the tower lighting?

A27. Obstruction lights will not be installed on the new towers.

Q28. If contractor is responsible for installing the tower lighting, can the details of the lighting conductor/conduit be provided between beacon and electric panel?

A28. Lighting is not being installed.

Q29. Section 26 10 1.1.A.1 for RCAG and RTR, which is the summary of the Electrical Work spec, says that this section includes “Installation of the Service Power to the new building.” Is the contractor responsible for this work? If so, can the details of the installation be provided?

A29. A service power panel is not being installed.

Q30. The tower foundation drawing shown in section detail 3/S001 for both sites states “(16) #8 x 13’-6” GR60 Horizontal Bars…” Based on the other drawings and the information in the SOW, these foundations are 17’-6” square. Please confirm that it is intended to use #8 x 13’-6” bars for a 17’-6” square foundation.

A30. The bars should be 17’-0”
