About this file

This is a Questions and Answers document for an Infrastructure Technical/Management Support Services Request for Information (RFI) related to telecommunications services at the FAA's Enterprise Service Center (ESC) located at Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The document addresses 31 questions and answers spanning certification requirements, government-furnished equipment (GFE), contractor equipment, staffing levels, network monitoring tools, and contract structure.

Key clarifications include: CompTIA A+ certification satisfies desktop PC repair requirements; CompTIA Network+ is the correct certification (referenced as NE++); the government will provide one workstation per contractor personnel; contractors must supply only trucks and cell phones, with the government providing all other equipment including fusion splicers and OTDRs; current staffing consists of 13 personnel across multiple telecommunications and network engineering roles; SolarWinds is one of several monitoring tools used; the contract is an Indefinite Delivery Indefinite Quantity (IDIQ) vehicle with specific government needs listed on individual task orders; all work must be performed on-site at MMAC with telework only situational; the government tracks productive hours through the Contract Management Information System (CMIS); estimated annual volumes for FY25 include 3,304 trouble tickets and work requests; and 1,856 productive hours per year applies to all labor categories for pricing purposes unless stated otherwise. The government has not yet decided whether resumes, letters of commitment, or specific personnel evaluation criteria will be required in the final solicitation.

12Many companies are structured with multiple divisions or multiple legal entities that individually perform Prime Contracts but fall under a broader corporate umbrella. Recognizing such corporate structures exist across the industry, the procurement rules and numerous GAO decisions have made clear that procuring agencies may evaluate and credit an offeror with the past performance and corporate experience of sister subsidiary companies where the offeror’s proposal demonstrates that the resources of the sister subsidiary (e.g., workforce, management, facilities, or other resources) will be meaningfully contributed to contract performance. See GM–Bulltrack, B- 414591.6 (Comp. Gen. Oct. 30, 2018) (holding that an agency may properly attribute the experience or past performance of a sister subsidiary), and Iyabak Construction, LLC, B-409196 (Comp. Gen. Feb.6, 2014) (holding that the agency failed to articulate a rational basis for solicitation’s refusal to consider experience and past performance of sister subsidiaries). Would the Government please confirm that the Offeror may cite the prime contract past performance and corporate experience of a sister subsidiary company as prime so long as the Offeror demonstrates how the resources of the sister subsidiary will meaningfully contribute to the performance of the opportunity?GeneralThat would be up to the Contracting Officer that creates the Screening Information Request.
