About this file
This is a Questions and Answers document for federal contract 6973GH-26-R-00021 concerning the ZOA ARTCC Replace Security Fence project. The document addresses contractor inquiries raised on 02.09.2026 and 02.19.2026 regarding project execution and compliance requirements.
The Q&A clarifies three primary areas: (1) Licensing Requirements—a CSLB Class B General Building Contractor license is sufficient for manually operated gates, with compliance required under FAA ORDER 1600.69D and FAA-STD-19G for bonding and grounding; (2) Existing Post Removal—existing fence posts must be cut flush with the ground, existing footings left in place, and all debris removed and disposed of by the contractor to prepare for new fence installation; and (3) Grounding Components—while 4/0 copper ground wire must be removed from existing fence posts with pigtails left for future installation, grounding of the fence and gates is explicitly excluded from the contractor's scope of work, as is Perimeter Intrusion Device (PID) wiring reinstallation. The contractor is instructed to hand dig to determine the grounding counterpoise location to avoid damage, as it should not be positioned directly below the fence line.

ZOA ARTCC Replace Security Fence
02.09.2026
1. Licensing Requirements Please confirm whether a specialized CSLB C-13 – Fencing Contractor license is required for this project, or if a CSLB Class B – General Building Contractor license is sufficient?
Answer: FAA ORDER 1600.69D is the security order that covers part of the fencing requirements, as well as FAA-STD-19G for bonding grounding. Depends on if it’s manually operated/mechanized at that point. A CSLB Class B would be sufficient if manually operated gates.

2. Question: It appears the existing curb was installed after the existing fence footings were installed. This would damage the curb when the post footings are pulled. Could the existing post be cut off flush with the ground, and the new post footing be offset in the same line?
Answer: Yes, the existing posts are to be cut off flush with the ground. According to the SOW, existing fence posts must be cut at ground level, and the existing footings are to be left in place. The contractor is responsible for removing and disposing of all debris to prepare for the new fence installation.
3. Question: Does the grounding grid run near the fence line? If so, it will be destroyed when new fence post footings are dug.
Answer: Yes, grounding components are present at the fence line, as the contractor is required to remove 4/0 copper ground wire from the existing fence posts while leaving the "pigtails" for future installation. However, the SOW explicitly states that grounding of the fence and gates is not the responsibility of the fence contractor and is not included in the project's scope of work. Similarly, the re-installation of Perimeter Intrusion Device (PID) wiring is also excluded from this contract. The grounding counterpoise should not be located directly below the fence line, hand dig until the location is determined.
