About this file

This document is a Request for Information (RFI) for Solicitation 6973GH-26-R-00017, which involves installing air curtains at the Albuquerque Air Route Traffic Control Center (ZAB ARTCC). The RFI seeks clarification on several technical and logistical aspects of the project, including CAT5 cable routing, security equipment relocation, fire suppression system considerations, BACnet system integration, project start timing, and electrical panel connection points. The project is funded under the Infrastructure Investment and Jobs Act (IIJA) and is a competitive Firm Fixed-Price (FFP) contract with a NAICS code of 238210 and a business size standard of $19M in average annual receipts.

Key project details include the installation location at 8000 Louisiana Blvd NE, Albuquerque, NM 87109, with specific considerations for site access and work timing. The solicitation notes several moratorium periods during the project, including Thanksgiving (November 22-December 1, 2025), a hard moratorium (November 26-28, 2025), and Christmas/New Year period (December 20, 2025-January 5, 2026). Contractors must be registered in the System for Award Management (SAM) and the FAA reserves the right to review program eligibility and communicate with offerors during the solicitation process. The proposal due date was extended from 10/24/2025 to 10/29/2025 per Amendment 0001.

RFI /CLARIFICATIONS

6973GH-26-R-00017- ZAB ARTCC Install Air Curtains

1. CAT5 Cable Routing and Distances During the site walk we took approximate measurements for the CAT5 runs at each location. There was uncertainty regarding the final routing and termination points. The on-site electrician mentioned the possibility of routing to the server room in the upstairs back area, though this was only an assumption. Please confirm the intended routing path and final termination location for the CAT5 runs. We have scheduled a site visit with the Siemens tech rep for next Tuesday and will forward our response at that time.

2. Security Equipment at Location 3 We observed key card and/or security control hardware above the door at Location 3 that will need to be relocated to accommodate the air curtain installation. Please confirm whether the contractor is responsible for this relocation or if it will be handled by FAA security or another entity. The contractor will relocate the security hardware and the FAA security contractor will make the final wiring connection.

3. Fire Suppression Interference at Location 2 At Location 3 there is a fire sprinkler line running on the front of the drywall beam at the location of the proposed air curtain (#2). Please confirm whether the contractor is expected to modify and reroute this system or if this will be coordinated through FAA’s fire protection vendor. We have verified that there will be no interference with the fire sprinkler line.

4. BACnet System Management and Coordination Please confirm that Schneider is the controls vendor responsible for FAA’s BACnet network at the ARTCC. If so, how should the CAT5 handoff be completed; are we to coordinate directly with Schneider, or will they be brought in by FAA for integration after installation? Will clarify on Tuesday after meeting with Schneider.

5. Project Start Timing Please confirm FAA’s anticipated start window following award and any access or mobilization requirements we should plan for. A listing of all workers must be provided prior to beginning work. Upcoming moratoriums are Thanksgiving: November 22, 2025 @ 0000Z to December 1, 2025 @ 0800Z Hard Moratorium: November 26, 2025 @ 0000Z to November 28, 2025 @ 0000Z: Christmas New Year: December 20, 2025 @ 0000Z to January 5, 2026 @ 0800Z. A start date will be determined based on date bids are received and contractor’s proposed schedule.

6. Electrical Panel Handoff Locations At Location 2 (and 3) there was discussion about panel capacity and routing. The on-site personnel noted that one of the panels at the originally proposed location may already be full, and there was another electrical box in a nearby room that we were not allowed to access during the walk. Please confirm which panels should be used for tie-in at each location, or whether FAA will provide direction after award once access to restricted areas is available. Power for Location 3 is available from panel B120AB which is approximately 90 feet from the air curtain. Power for Location 2 is located inside the Control Room at a distance of approximately 90 feet.
