About this file

This document is a Memorandum for Record responding to site visit questions for a federal contract opportunity to replace exterior emergency stairs at the Salt Lake City Air Route Traffic Control Center. The memorandum, issued by Raymond A. Lena, FAA Contracting Officer, provides detailed clarifications for potential bidders on the Request for Proposal (RFP) 6973GH-25-R-00116, including specifications on pricing requirements, structural modifications, electrical considerations, and project expectations.

Key details include guidance on pricing breakdowns (requiring separation of labor, material, equipment, overhead, and profit costs), structural requirements (reusing existing foundations and steel supports with galvanization), electrical work (lightning protection ground bonding system), and confirmation of site-specific conditions. The proposal due date has been extended to 18 April 2025 at 12:00pm MT, with the project being a small business set-aside for industrial building construction under NAICS Code 236210, with an estimated project magnitude between $50,000 and $100,000. Bidders are instructed to submit past performance surveys and carefully review Section L (Instructions) and Section M (Evaluation Criteria).

MEMORANDUM FOR RECORD

FROM: RAYMOND A. LENA

Contracting Officer

AAQ-710, FAA

SUBJECT: Response to Site Visit Questions: Request for Proposal - 6973GH-25-R-00116 ZLC CTRB, Control Room Emergency Stairs

The purpose of this memorandum is to formally document the government’s response to all questions received resultant to the ZLC site visit on 11 March 2025.

1. General - Regarding the Pricing Requirements. Is there a specific Line-Item breakdown that the FAA would want the Bidding Contractors to use? Or as each Bidding Contractor prefers? This is mentioned in Section L.It is my recommendation that the Bidding Contractor provide a breakdown of a minimum demonstrating; Labor Costs, Material Costs, Equipment Costs, Overhead Expenses, Profit Margin (Mark-up on Materials, labor and overhead), Contingency.

“L.2 VOLUME I: FACTOR I: PRICE PROPOSAL Offerors must provide a price proposal that includes separate pricing for each line item, as well as, a total overall price. The proposal must breakout and include costs for all labor, materials, to include unit rates and quantity/hours, equipment, transportation, insurance, licenses, permits, fees, overhead, profit, and supervision necessary to perform all work in accordance with Statement of Work (Attachment J-1) and Wage Determination (Attachment J-2). Please Page 41 submit the Price Proposal in excel format. Any omission of any required pricing information constitutes incomplete pricing and therefore, unreasonable pricing.”

2. Structural - It was indicated that the Bidding Contractors should plan on cutting the existing “C” Channel at the existing wall and incorporate and tie-into. This statement is correct. This was discussed during the job walk.

3. Electrical – Regarding he LPS. Is this a simple remove and reinstall OR will the system need to be recertified? LPGBS (Lightning protection ground bonding system) needs to be bonded correctly to the new stair system. FAA prefers exothermic weld vs. Mechanical.

4. Structural – It was discussed during the site visit that the Bidding Contractors shall re-use the existing foundation and footings. Per IBC, so long as there is no evidence of

Raymond A Lena Cross-Out settlement this should be grandfathered in. Please note that the Bidding Contractors did not dig around or remove rocks to expose the footings. With that said the replacement stairs should weigh less than the existing stairs. What was the original intent be the FAA regarding the footings so that all Bidding Contractors are bidding according to the intent of the solicitation? Footings appear to be in good condition and can be reused for the project.

5. Structural – The plans were called out to replace like for like essentially, yet references were made to match the adjacent stairway. Please note that the existing has three horizontal rails, when the adjacent stairway has 5. What was/is the direction of the FAA regarding the horizontal rails? FAA would like to match the adjacent stairway with 5 rail.

6. Structural – Does the FAA need/want the new stairway to be painted OR galvanized? Per Specification Section 055119-METAL GRATING STAIRS, PART 2- PRODUCTS, 2.1 PERFORMANCE REQUIREMENTS,G. Steel Tubing for Railings:

ASTM A 500/A 500M (cold formed) or ASTM A 513/A 513M. 1. Provided galvanized finish for exterior installations where indicated., I. Provide galvanized finish for exterior installations and where indicated. 2.6 FABRICATION OF STEEL-FRAMED STAIRS, B. STAIR FRAMING: 1. c. Finish: Galvanized, 2. b. Finish: Galvanzied

7. Windows – Does the FAA expect any of these windows to be tempered glass? Not applicable to stair project.

8. During the site visit, the FAA rep mentioned that the existing steel C channels supporting the 2nd floor landing and steel I-beam columns could be re-furbished and re-used to support the new stair system. Please confirm. This statement is correct. This was discussed during the job walk. If contractor re-uses the beams and columns, they are required to galvanize.

9. If existing structural steel support members are allowed to be re-used to support new stairs and landing, please advise if the existing structural members should be painted or galvanized? The specification call for a Galvanized finish.

10. During the site visit, it was noted that existing heating elements should be removed, and electrical lines capped off at the junction box right below the landing of the stairs. Please confirm. FAA will disconnect the electrical at the junction box. Anything past the Jbox will need to be removed by contractor.

11. During the site visit, it was noted that existing electrical counterpoise connections are to be connected to the new stair system. Please confirm. LPGBS (Lightning protection ground bonding system) needs to be bonded correctly to the new stair system. FAA prefers exothermic weld vs. Mechanical.

12. Please confirm that employees that work inside the building on the 2nd floor have other means of egress during the removal and replacement of this exterior set of stairs. It was discussed during the bid walk that an alternate means of egress will be available while work on this project is being performed.

These are the only questions received. No further questions will be answered in the preproposal phase of this effort.

To allow for ample time to propose, proposal due date is hereby extended until 18 Apr 25 at 12:00pm MT.

As a reminder, please pay special attention to the Instructions for Preparation and Submission (Section L) and Evaluation Criteria (Section M) and respond accordingly, ensuring that past performance surveys are submitted to the Contracting Officer.
