About this file
This document is a Questions and Answers (Q&A) sheet for Solicitation 6973GH-25-R-00105, addressing a Federal Aviation Administration (FAA) project to refurbish the Women's Restroom and Men's Shower Area at the ZSU Combined En Route Radar Approach Control (CERAP) facility in San Juan, Puerto Rico. The Q&A clarifies two key points: first, contractors may submit alternate tile and grout combinations for review, and second, all electrical work must comply with FAA standard FAA-C-1217H Chg 2 for Electrical Work, Premises Wiring.
The related solicitation details include a competitive, firm fixed-price contract set aside for small businesses, with proposals due by March 19, 2025, at 3:00 PM Central Time. A mandatory site visit is scheduled for March 5, 2025, from 10:00-11:00 AM. Bidders must submit a completed Statement of Interest and Response (SIR) document, including pricing information, representations and certifications, and an experience form demonstrating commercial restroom renovation projects valued at or over $60,000 completed within the last three years. The FAA intends to award the contract to the lowest-priced, eligible offeror and reserves the right to cancel the requirement at any time.

6973GH-25-R-00105
ZSU CRTB, Restroom Refurbish and Men’s Shower Area
Q1. New tiles will create a mismatch in floor levels, what is the consideration for this ? Apart from the Threshold.
A. Yes, we are aware that the new wall tile will be different from the floor tile remaining in the Women’s Bathroom and Men’s Shower area. We have included our proposed tile and grout type & color on figure 12 (page 15) of the Women’s Bathroom SOW. Contractor may submit alternate combinations to the FAA for review.
Q2. Are there any specific FAA specific standards for electrical work?
Yes, all electrical work shall comply with FAA standard FAA-C-1217H Chg 2 – Electrical Work, Premises Wiring. You may request a copy of the standard from the Contracting Officer.
FAA-C-1217H is incorporated by reference in the Cafeteria Refurbish SOW in Paragraph 1.j) Paragraph 1.l) of the Women’s Restroom SOW shall be amended to include a reference to the FAA-C-1217H and shall now read as follows:
Installation of new electrical outlet under lavatories and remount all other electrical switches and outlets. All electrical work shall be completed in accordance with FAA standard FAA-C-1217H Chg 2 – Electrical Work, Premises Wiring. Coordinate all electrical work with the FAA COR.
