About this file

This document is a Questions and Answers (Q&A) sheet for Solicitation Number 6973GH-25-R-00100, a Federal Aviation Administration (FAA) project to refurbish the cafeteria at the ZSU Combined EnRoute and Approach Control (CERAP) facility in San Juan, Puerto Rico. The Q&A sheet provides clarifications on various aspects of the project, including door and glass panel replacements, material specifications, asbestos testing, work hours, COVID requirements, staging areas, and electrical work standards. Key details include the requirement for 3/4" plywood in cabinet construction, confirmation of cafeteria dimensions (approximately 24' x 41.0', 970 sf), and the need to replace glass panels on entry doors to meet ADA requirements.

The solicitation has been extended, with proposals now due by March 28, 2025, at 1600 central time, to be submitted via email to Stephen.N.Branch@faa.gov. The project is 100% set aside for small businesses and will be awarded as a firm fixed-price contract. Work is to be performed Monday through Friday from 0700 AM to 0330 PM, with contractors required to obtain daily visitor passes and comply with FAA standard FAA-C-1217H for electrical work. No payment or performance bonds will be required, and COVID requirements will follow CDC recommendations. Q&A Sheet

6973GH-25-R-00100; ZSU Cafeteria Refurbishment

Q1. What insurance will be required and what coverage limits?

A. Solicitation has been amended to add clause AC3212 LIABILITY INSURANCE (JAN 1997) which provides required insurance amounts.

Q2. Can you provide and confirm the dimensions for the two entrance metal door replacements?

A. The dimension of the two cafeteria doors is 83”x 36”. The door frames are made of hollow steel. However, contrary to what the SOW states, the doors are made from wood. It is therefore not necessary to replace the doors. We will instead replace the glass panels in order to meet American with Disability Act requirements. The SOW had been updated to reflect this change. Paragraph 1.o. shall be amended as follows:

1.o) Replace the glass panels on the two 83”x 36” cafeteria entry doors. The existing glass panels are 5 ½” by 29 ½”. Extend the bottom of the glass panel 4” down so that the bottom of the glass panel is not more than 42” above the finished floor.

B. The note on figure 18 shall read as follows:

Figure 18. ZSU CERAP Cafeteria – Replace the glass panels on the two entry doors to the cafeteria. The bottom of the glass panel shall be no higher than 42” above the finished floor elevation to meet Americans with Disabilities Act requirements.

Q3. Are there specific requirements for the type of plywood used in cabinet construction?

Currently, the only option available on the island is 1/2" laminated plywood but 3/4 is specified in drawings. Can we consider using PVC or any other materials as alternatives?

A. 3/4” plywood is standard on all FAA facilities; therefore, it is what is desire for the cafeteria area. If it proves to be impossible to obtain, the successful contractor may submit alternatives for this material. That applies to any other material listed in the SOW.

Q4. Can you confirm the final Cafeteria area measurements?

A. Including the storage room, the cafeteria is approximately 24’ x 41.0’ (970 sf) and the storage room is approximately 12.5’ x 5.5’ (70 sf). The drop ceiling height is 9’4” throughout. Above the ceiling there are approximately 7 ft to the roof structure. Please verify all dimensions.

Q5. The microwaves shown in Figure. ZSU CERAP Cafeteria-Elevation_Microwave Cabinet must be provided?

A. No, the microwave ovens are not part of this solicitation. The existing microwave ovens will be stored by FAA prior to the notice to proceed and reused following the completion of the project.

Q6. Has lead and asbestos testing been conducted in the area prior to any demolition or removal of materials? If the answer is no, should the contractor consider this tests and costs?

A. There have been numerous tests over the years. For purposes of bidding, there is zero lead anywhere in the cafeteria area. Regarding asbestos, EPA/OSHA/PR-DNRA defines Asbestos Containing Material (ACM) as having more than 1% asbestos minerals. The only material found to contain more than 1% asbestos mineral were the 24 square feet of tile/mastic under the sink area. Please refer to figure 7 of the SOW on page 22. That tile/mastic has been recently removed. We also conducted tests on the two types of tiles/mastic left in the work area. There are 320 square feet of 12”x12” beige tile with black/yellow mastic in the old kitchen area. That tile contains 0% asbestos material and can be seen in figure 10 of the SOW on page 25. There are approximately 700 sf of 16”x16” beige tile/yellow mastic that contain less than 1% asbestos minerals. That tile is depicted in figure 12 (page 27). Although that is not considered ACM, Paragraph 1.c of the SOW requires that it be removed states that ALL remaining tiles shall be removed using wet methods to protect employees against the possibly of airborne asbestos particles.

Q7. Are the facilities where the vending machines and other equipment’s to be removed are going to be located close to the construction area?

A. For bidding purposes, we ask the contractor to relocate the vending machines to the hallway in front of the elevator, approximately 90 ft away on the same level. The refrigerators and the ice machine shall also be relocated by the contractor to a location to be determined not more than 100 ft from the existing location. The automated teller machine (ATM), storage cabinets, and existing furniture will be relocated by FAA personnel prior to the start of the project.

B. The ice machine water filter, currently installed on the wall behind the ice machine will need to be relocated by the contractor. See image to the right.

C. SOW Paragraph 1.s. shall be amended to as follows:

a. Relocate vending machines and refrigerators back to the cafeteria. Reinstall the ice maker including its water filter, to its new location by the new sink area.

Coordinate final location with the FAA COR.

Q8. Every working day must a register be made of the personnel who are going to work or are they going to be provided with an access ID?

A. Yes, Contractor will need to furnish the names of each of his/her employees that will be on site each day. Each employee must stop at the guard house with a valid ID to receive a visitor pass to be allowed into the facility.

Q9. What are the hours allowed to work and what days?

A. The General Contractor (GC) shall be expected to work Monday through Friday during the daytime hours of 0700 AM to 0330 PM unless alternatively coordinated in advance with the Contracting Officer’s Representative (COR). (Paragraph 1.u. of the Cafeteria Refurbish

SOW).

Q10. Payment and Performance Bond will be required?

A. No

Q11. What COVID requirements will be required?

A. The FAA follows the recommendations provided by the Centers for Decease Control. There currently exist no special requirements. If requirements are imposed that impact the contractor’s ability to perform the work, it would be considered a modification to the contract.

Q12. Will a staging area be designated?

A. We have not designated a staging area for either one of these projects. The projected location is depicted in the image below. Final location will be determined at the pre-construction conference.

Q13. Will an area be designated to place a dumpster to store garbage?

A. Location of dumpster will be coordinated during the Pre-construction conference. For bidding purposes, you may expect to be able to place a dumpster in the area shown above.

Projected location of staging area and dumpster. Final location to be determined during preconstruction conference.

Q14. Section 8 of the Solicitation, Offer and Award is empty. Where is the proposal sent? The deadline for submitting the proposal is 03/13/2025?

A. Section 8 of the solicitation document should be filled out by the contractor. As stated on the SAM.gov posting and clause 3.2.2.3-20 OFFERS (JAN 2018), all offers should be submitted by email to Stephen.N.Branch@faa.gov. This solicitation has been amended and now proposals are due on or before March 28, 2025 at 1600 central time.

Q15. There are many variables still in considerations. We would like to ask for a time extension for the delivery of the proposal.

A. The solicitation has been extended to 3/28/2025.

Q16. Are there any specific FAA specific standards for electrical work?

A. Yes, all electrical work shall comply with FAA standard FAA-C-1217H Chg 2 – Electrical Work, Premises Wiring.

B. FAA-C-1217H is incorporated by reference in the Cafeteria Refurbish SOW in Paragraph 1.j)
