About this file

This is a Request for Information (RFI) answer sheet for solicitation 6973GH-25-R-00054 regarding HVAC unit replacement and roof repairs at the Lawrence Municipal Airport Air Traffic Control Tower facility. The document contains 31 questions and answers across general, mechanical, electrical, and civil categories.

Key details include: asbestos presence in the building, FAA-provided escorts required but no PIV badges needed, an FAA Form 7460-1 obstruction evaluation approval requirement, and specifications for temporary HVAC cooling using MERV8 filters. The electrical scope confirms reuse of existing 125A rated feeder lines. Civil work includes facade coating above and below cab windows and above the catwalk, with requirements to match existing colors and recaulk all seams. Notable limitations include no backup plan if roof coating doesn't flash overnight, and requirements that all materials must be delivered before Notice to Proceed (NTP) will be issued. The document also clarifies that ductwork must follow SMACNA standards and provides specific anchoring requirements for vibration isolation curbs using 1/4" self-drilling screws.

RFI Answer Sheet

6973GH-25-R-00054 LWD HVAC IIJA

General

1. Please confirm if taxes should be carried in proposals?

The FAA is tax exempt but that tax exemption can generally not be forwarded for purchases made by contractors.

2. Please confirm if any state, local, and/or Federal permits will be required on this project?

An obstruction evaluation 7460-1 approval by the FAA is required.

3. Please confirm if there are any known hazardous materials?

There is asbestos in the building

4. Is the parking lot within the fence line acceptable for a crane?

Yes

5. Will there be any requirement for personnel to have an escort? Is the FAA providing escorts?

FAA will provide escorts

6. Will all personnel on site be required to have a FAA PIV badge?

No

7. Will a dumpster be acceptable in the parking lot?

Inside the fence. If needed outside the fence, the airport sponsor must approve.

8. What area will be allowed for laydown areas and how large?

Anywhere within the fence is acceptable. Grass area is not easily accessed by vehicle.

Need airport sponsor approval for outside the fence area.

9. Will work be allowed in all areas at a time or is there a requirement for phasing work; i.e.

multiple mobilizations for the same trade.

Yes

10. Are there available as-builts for the facility showing elec circuits, mechanical controls etc...

No

11. Will hot work permits be required? If so through who?

No

12. Will welding or cutting work be required to be done after hours?

If an ultrasonic seam welder is used, this work needs to be coordinated, since they interfere with air to ground radios. Can’t answer not knowing the extent of noise or vibration that is anticipated.

13. Will access to the roof through the hatch be allowed during the 6AM-11PM timeframe?

Yes

14. Will NTP be issued after long lead time items equipment delivery?

NTP will not be issues until all materials are delivered and there will be no work stoppage for lead times after the NTP is issued.

15. Please confirm if there are any nominated/required subcontractors.

No

16. Please confirm if awarded contractor is required to have full-time badged escorts.

No

Mechanical

17. The specifications call for 16 GA duct. the 16 Ga would need to be welded and is usually used in Commercial Kitchens, Can we price the project with a thinner gauge Duct Material?

All ductwork shall be constructed and installed per SMACNA

18. Are there specific criteria for acceptable indoor temperature and air quality during the temporary cooling and heating period?

Reference M001 Sequence of operations for heating and cooling requirements. D002 provided schedule for temporary cooling of Cab and indicates a MERV8 filter.

19. Can you confirm if existing diffusers are compatible with the proposed 8" insulated flex duct? Should we plan for any modifications?

Existing flex duct is 8”

20. Are there specific anchoring requirements for the new vibration isolation curb that are not detailed in the current drawings?

Per drawing S001 note 3, VIBRATION CURB TO ROOF STEEL PLATE FRAMING TO BE

ATTACHED WITH TEKS HEXHEAD 1/4" DIA. SELF DRILL SELF TAP SCREWS 1"

LENGTH WITH STANDARD WASHERS. PRE-DRILL HOLES IN STEEL PLATE AND USE

TOTAL OF SIX (6) SCREWS, THREE (3) ON TWO SIDES AS SHOWN ON DRAWING.

Curb must be installed per Manufacturer’s instructions

21. Please confirm there is no need for a curb adaptor.

New curb specified in drawing M004 Note 1.

Electrical

22. Please confirm that we are using the existing feeder line to the 27 kw roof unit.

Per E002 Note 1, Reuse conduit, conductors, and breakers 1,3,5 (Panel MDP) from existing HVAC unit for the new roof top package unit, match new unit’s electrical requirements to existing units MOP and MCA.

23. For the temporary HVAC solution, will the existing power circuits be sufficient, or is there a need for additional power provisions?

The exiting feed to the rooftop is rated at 125A, we anticipated the Temp unit at 100 A

Civil

24. Will the government confirm if roof coating will not flash overnight is there a backup plan?

There is no backup plan

25. During the site walk it was confirmed that the grates that go around the tower are welded in place. The section that the Government would like patched and coated, is in these areas. Please confirm if the Government would like the welds cut and then welded back down when completed?

Yes

26. Is there a specific color requirement for the new elastomeric coating to match the existing roofing?

Match the existing as best as possible.

27. Is the roof currently under warranty and if so, with who?

No

28. What is meant by all the way down the facade? If we are coating the entire tower envelope, additionally is the metal a manufacturer coated i.e. Kynar? This is mentioned on Detail 1, on dwg C001. Would the Tower, Link, and Base Building be coated as well?

The only façade getting coated is on the cab above and below the cab windows and above the catwalk.

29. If we open up the roof and there is more ISO that is saturated than is specified will this be covered via Change Order? It mentions that this inspection was completed almost 2-years ago, and the roof conditions may have worsened. There is/was no way to determine the extent of the damage from the plans and during the site visit, the roof was covered in snow.

Yes

30. Do we need to remove the cap metal and re-install? This may not be required per the mfr. installation requirements.

If the manufacturer will give the 20 year warranty then the cap can stay.

31. The SOW requires states:

“3. Use same roofing system over upper parapet roof wall and down the façade of the control tower, continue on, and the lower parapet roof wall. During the application process, carefully remove and re-install the lightning protection system to the catwalk.

4. There are areas that will require grinding away rust to prepare metal for adhesion to a sound substrate. This would include railings on catwalk and cab roof, siding, and other areas where the liquid membranewill be applied. Replace existing caulk joints with Sikaflex 1A sealant or equal. Prime all steel with Sika EP Primer or equal and let cure. Apply Sika 641 resin base coat or equal. Install Reemat Premium set in a wet base coat of Sika Roof Pro 641 resin base coat or equal and let cure. Apply Sika Roof Pro 641 Resin topcoat or equal.

The drawings direct covering with the Sika system the siding and window trim/frame. While at the Beverly and Norwood airports both of those elements were in very, very poor conditions and needed to be addressed, at the Lawrence airport (as shown in the attached picture above) are in great condition and same goes for the window caulking. Please review the attached and clarify if the FAA intends to apply such coating in perfectly looking surfaces.

See RFI number 27. Recaulking of all seams in the façade above and below the cab windows is required, but not the cab glass.
