Request for Information:

1. Question: First Article Test (FAT) Requirements: Could you please confirm if a First Article Test is required for this contract? The RFQ mentions the construction of sample cables. We want to clarify if these sample cables will be formally evaluated as a First Article. If so, what specific tests or documentation will the FAA require as part of the FAT approval process?

Answer: Yes, unless you can provide the waiver information in one of the AC0123, then an FAT will be required and tested before the other production units are accepted.

2. Question: Brand Name or Equal Components: The drawings/specifications reference certain brand-name items (e.g., CommScope/Andrew Heliax cable and connectors). Would the FAA accept “brand-name-or-equal” components – for example, equivalent coaxial cable and connectors from another qualified manufacturer – provided they meet or exceed the required specifications and form/fit/function? Or is this requirement considered a closed design where only the exact specified brand/part numbers are acceptable? We want to ensure we source components correctly.

Answer: Cable-must be phase stable cable. Andrew number is listed in drawings for this. Vendors are required to prove with documentation that they used phase stable cabling. Connectors – must be a soldered center pin only.

3. Delivery Location and Packaging Requirements: We see a Delivery Location Code (A6973G4F) in the RFQ. Could you clarify the exact delivery address for the cable kits and whether there are any special packaging or labeling requirements for shipment? We typically individually bag and label each cable and protect connectors with caps for transit – please advise if FAA has any specific packing instructions or if delivery to the Mike Monroney Aeronautical Center in Oklahoma is expected (based on the solicitation details).

4. Question: Our engineer reviewed the drawings available in SAM and would like to request the following documents as well:

Answer: 732662 & 732672 are not relevant as they call out the older style of cables used in the past. Not what we want today. The updated drawings are the current version.

The other three are related to pieces of the cable.

In 230161, there is a note on the last page about the vendor can use heat shrink that is non-adhesive if they choose to. We don’t allow that option
