About this file
This Statement of Work (SOW) details requirements for sidewalk repair, replacement, and addition at the FAA ZOB-Oberlin Facility in Ohio, built in 1959. The project encompasses five main areas requiring concrete work: Area 1 requires approximately 480 square feet of surface flattening and drainage improvement, 1,846 square feet of concrete replacement, surface drain concrete replacement, and ADA ramp installation. Area 2 calls for 448 square feet of new 6-foot wide driveway with apron. Area 3 needs 160 square feet of new concrete sidewalk. Area 4 requires removal of 456 square feet of existing sidewalk and installation of 798 square feet of new 4-foot wide concrete with ADA ramp. Area 5 involves replacing 60 linear feet of curb/gutter and adding 51 linear feet of new curb/gutter with ADA ramp.
The technical specifications require 4-inch minimum concrete depth over 4-inch aggregate, with 4000 psi 28-day strength concrete containing 6-8% entrained air. Wire mesh reinforcement (6"x6" - 6/6) must be installed at mid-height of slabs. The contractor must protect existing vegetation and ground drains, meet ADA specifications, and provide a 10-year warranty on labor and materials. Work hours are 7 AM to 4 PM Monday-Friday, with 48-hour notice required for work outside normal hours. The facility is secure, requiring contractor personnel to maintain photo identification and submit personal information including social security numbers for site access.

STATEMENT OF WORK
ZOB Sidewalk Repair, Replacement, and Addition
1.0 Background
The FAA ZOB - Oberlin Facility was built in 1959. As such, there are areas where sidewalk has been in place since construction. Over the years, some of the existing sidewalk has been repaired and (or) replaced, however, there are still areas where existing sidewalk need to be replaced because those areas have degraded due to the extreme Northern weather climate and products used to remove ice and snow and poses a safety hazard. The sidewalks have exceeded their life cycle.
There are also areas where new sidewalk is need because of additions to the facility which altered the employee/pedestrian traffic flow. This project will address these issues and create safe walking surfaces with natural traffic flows. This project also addresses issues with accessibility access.
1.1 Scope of Work and Objectives:
The Contractor shall: Provide all labor, tools, equipment, materials and supervision required to:
Area 1: (1) Provide a solution to flatten and properly drain water southward away from the entrance and to prevent water penetration into the basement.
Approximately 480 square feet. Final surface should be non-slip and color should match existing. (2) Remove and replace approximately 1,846 square feet of concrete, running eastward adjacent to main entrance, and southward to match existing. (3) Remove existing concrete around surface drain at flagpole and install new concrete. (4) Install ADA compliant ramp.
Area 2: (1) Install approximately 448 square feet of new concrete for a 6 feet wide driveway, to include a driveway apron. Remove any existing sidewalk that’s in the way to pour one continuous drive/apron.
Area 3: (1) Install approximately 160 square feet of concrete sidewalk.
Area 4: (1) Remove approximately 456 square feet of existing concrete sidewalk and install approximately 798 square feet of new 4 feet wide concrete. (2) Install ADA compliant ramp
Area 5: (1) Remove and replace approximately 60 linear feet of curb/gutter to match existing. (2) pour 51 linear feet of new curb/gutter to match existing. (3) Install ADA compliant ramp
**NOTE: See map for Areas 1-5.
2.0 Requirements:
The Contractor shall:
a. Protect existing foliage, vegetation, and trees.
b. Protect existing ground drains.
a. Repour all concrete to meet ADA specifications.
b. Repair any existing asphalt that was damaged during the project
c. Contractor shall remove and dispose of all concrete and construction related debris.
d. Shall Return all areas to original condition (Clean all debris and waste from site).
e. All concrete poured shall be a minimum of 4” in depth over 4” of aggregate.
c. Backfill all areas adjacent to concrete to match existing edge of existing sidewalks.
2.2 Special Contractor Requirements:
The following is a list of special requirements the Contractor will need to be aware of:
Pre-Construction Meeting – The Contractor is required to attend the pre-construction meeting.
Site Visit – It is strongly recommended that the Contractor make a site visit prior to providing a bid.
Work Schedule – Normal work hours will be from 7 am to 4 pm, Monday through Friday. All work outside of the normal time frame will be coordinated with the FAA Representative. The Contractor shall give a minimum of 48 hours’ notice prior to commencing with work outside of normal work hours.
2.1 Restrictions and Security Concerns:
The Contractor is: Advised that the FAA Facility grounds are part of the secured facility and all personnel, possessions, equipment, materials, vehicles, etc. are subject to inspections at the discretion of the security personnel while on the premises. All Contractor personnel shall maintain on their person, at all times while on the grounds, current photo identification.
The Contractor shall: Provide the FAA Site Representative with a list of the personnel requiring access to the site. This list shall include the employee’s full name, social security number, and the date of birth. It will be necessary to coordinate all activities with the FAA Site Representative to minimize interference with site operations and to account for all personnel in the event of an emergency.
2.3 Final Inspection:
After completion of all contracted work, a final inspection will be held with the SSC Manager and the FAA Site Representative. The inspection shall be conducted in such a manner as to provide a detailed review of all work performed, to ascertain that all contracted work is completed in accordance with the Scope of Work, disturbed areas restored, and installation areas cleared and left in satisfactory condition.
2.4 Responsibility for Damage:
The FAA seeks to avoid any activity by the Contractor that may lead to damage of government property. The Contractor is therefore advised to take all necessary precautions to avoid potentially damaging activities. The Contractor is advised to place special emphasis on avoiding unnecessary contact including jarring, touching, placing tools on, etc. any FAA equipment. In addition, all devices, electrical plugs, equipment, etc. must be safely maintained as damage could reduce the effectiveness of existing air traffic control activities. Any such damage resulting from neglect or unreasonable actions by the Contractor’s personnel shall be repaired or replaced by the Contractor at no additional cost to the government. If the Contractor fails or refuses to make such repairs or replacements, the Contractor shall be liable for the cost, which may be deducted from the contract price.
