1 Introduction

This Statement of Work (SOW) sets forth the requirements for Operations Support and Engineering Services for the AJW-142 National Airway Systems Engineering Air Route Radar Systems (AJW-142), referred to as AJW-142, and it is the intent that similar support efforts will be provided to both organizations in their respective contract work assignments. The Contractor will perform work in support of civilian and military aircraft guidance and surveillance equipment and systems.

The critically important services performed under this contract will augment AJW-142 staff to ensure technical and financial compliance and accountability during the implementation of externally funded homeland security programs and projects.

The support provided by this contract directly aids AJW-142 Managers to effectively administer external technical requirements and inter-agency cost-share funding. Current critical AJW-142 NAS technical operations and financial operations require support to continue building on the recent progress made.

1.1 Background

The mission of AJW-142 is to support the Department of Defense (DoD), the Department of Homeland Security (DHS), and other federal agencies’ tactical homeland defense initiatives with minimal impact to NAS operations and air traffic procedures. 3.10 Task 10 – Transition Support

3.10.1 Phase-In Transition Period

The first 15 calendar days from date of Task Order award constitutes the Phase-In Period. During the Phase-In Period, the Government will be responsible for providing project support services (through the current service provider); however, the Contractor must be responsible for getting personnel in place, and any other actions necessary to assume operational responsibility on the first day of the operational period. Contractor personnel must observe the performance of services defined within this Task Order during the Phase-In Period; however, the Contractor not interrupt any services at any time during this period due to the Contractor’s actions to get personnel, equipment, and procedures in place. The Contractor, jointly with the current services provider (i.e., incumbent), must prepare, certify, and submit a Phase-In Joint Inventory Report for approval by the Government. The inventory must include the same data as required for the incumbent’s Phase-Out inventory, when directed by the COR. The end of this period constitutes the time the Contractor must assume full responsibility for the project support services as defined in this SOW.

3.10.2 Phase-Out Transition Period

The last 15 business days of the Contract must constitute the Phase-Out Period. During this period, personnel of the incoming workforce may observe operations and performance methods of the outgoing Contractor. This must allow for orderly turnover of facilities, equipment, and records and must help to ensure continuity of operations.

The outgoing Contractor must not defer any requirements for the purpose of avoiding responsibility or transferring such responsibility to the succeeding Contractor before the end of the last performance period. The outgoing Contractor must fully cooperate with the succeeding Contractor and the Government so as not to interfere with their work or duties.

3.10.3 Phase-Out Transition Plan

The Contractor must submit a Phase-Out Transition Plan for Government per the Section 4.0 End Results Deliverables for approval that addresses the plans and procedures necessary to ensure continuity of operations to the successor. The Contractor must make available all Contractor equipment, material and services required for the continued performance of the service during the Phase-Out Period.

3.10.4 Phase-Out Execution

The Contractor must provide qualified personnel to execute Phase-Out in accordance with Phase-Out Transition Plan. The Contractor must not disrupt or adversely impact the provision of services and must achieve a smooth and orderly transfer of responsibility to the successor.

3.10.5 Phase-Out Inventory

The Contractor and the successor must conduct a joint inventory of the Government furnished property (GFP). The Contractor must prepare, certify, and submit a Phase-Out Joint Inventory Report for approval by the Government. The inventory must include the same data as required for the Phase-In inventory, when directed by the COR. The Contractor must note all valid discrepancies arising from the inventory. A Government representative will determine the validity of the discrepancy. If it is determined that the Contractor is responsible for the discrepancy due to negligence, the Contractor must correct the discrepancy prior to performance expiration, or the cost of repair must be deducted from the final payment to the Contractor.

At the completion of the last performance period, the Contractor must return the same property or property equal in type, kind, quality, and quantity of items as originally furnished by the Government and accepted by the Contractor. The Contractor must return property no longer required during the execution of the Task Order within ten

(10) business days of the end of its use and the Contractor must document the return to the Government as part of the Contractor’s inventory management. The Contractor must return Government property in the same or better condition as when originally furnished, less normal wear and tear.

4 End Results/Deliverables

This section describes 1) the products and tangible end results that are expected from each task contained in the previous section, 2) the date each deliverable is due, and 3) the Government acceptance criteria. The Contractor must verify that all submitted deliverables conform to applicable FAA policies, standards, and guidelines as listed in Section 2 of this SOW and any specific formatting requirements when directed by the

COR.
