About this file
This document contains questions and answers related to a federal solicitation for surge protective devices. The Federal Aviation Administration is seeking surge protection devices that can safely dissipate surges up to 200kA per single strike as demonstrated through manufacturer test data. The solicitation number is 6973GH-23-Q-00083 and offers are due by February 20, 2023. Offerors must be registered in the System for Award Management and eligible under the assigned NAICS code of 335999 with a size standard of 500 employees. Any questions must be submitted by email to the contracting officer by February 20th.

QUESTION1 - What is the panel amperage of the facility entrance?
ANSWER 2 - Typically FAA SPD selection is based on the system voltage. The FAA is not clear on the purpose of the requested information on the amperage of the facility entrance. If the amperage is meant for available short circuit current, then the answer is dependent on the size of the transformer that is feeding the facility. In general FAA service entrances can be anywhere from 1600 three phase to amps to 30 amps single phase.
QUESTIONS 2 - what is the surge rating in kA per mode/phase that the facility requires?
ANSWER 2 - In Attachment 1 of this solicitation, the section titled SPD Equipment Performance Data – Surge Current Levels refers to Table 1 in the same document which provides the requested information.
The procurement organization (FAA) is responsible to ensure that testing is performed to ensure that this performance requirement is properly demonstrated.
Therefore, the FAA is requesting that SPD manufacturer must provide test data that show the SPD passes a maximum peak current up to 200kA 8/20 µs transient waveform for any mode of a single strike (the 200kA value cannot be achieved by adding up sequential strikes up to 200kA or by empirical calculation). The SPD must safely dissipate the number and amplitude of surges listed in Attachment 1 Table 1.
QUESTION 3 - On the attached document (page 22-23). Factor-1 “Narrative”, this is a general company capability statement that you are requesting here. In other words, “How” our company is capable of meeting the requirement of this solicitation. Is this correct?
ANSWER 3 - Yes
