About this file

This document contains questions and answers regarding solicitation number 6973GH-22-R-00063 for a photovoltaic system installation project at the Mike Monoroney Aeronautical Center. The base bid requires installation of a PV system with 6 inverters and 2,314 solar modules, while bid option 1 adds 4 additional inverters, 1,560 solar modules, and associated equipment and labor. The ratings of other electrical equipment such as the recombination switchgear, transformer, and 15 kV switch must match what is specified. Alternative transformer proposals and adjustments to past performance requirements will not be considered. Bids are due by May 12, 2022 to the contracting officer's email, and must match the proposer's registered UEI/SAM information.

QUESTIONS AND ANSWERS

PV SYSTEM QUESADA DRIVE WEST

Question #1: Drawing Sheet EP600, Note 4 shows a total of 390 solar modules while Note 9 shows 364 solar modules. Is it the intent that INV-1 will have 364 solar modules while INV-2 to INV-10 shall have 390 solar modules?

Government Response: Yes

Question #2: Assuming the answer to Question 1 above is Yes. Can you confirm if Base Bid with 6 inverters and associated PV panels/equipment will have a total of 364 + (5 x 390) or 2,314 solar modules and Bid Option 1 with 10 inverters with associated PV panels/equipment will have a total of 364 + (9 x 390) or 3,874 modules?

Government Response: Base bid shall have 6 inverters and associated PV panels/equipment with a total of 364 + (5 x 390) or 2,314 solar modules. Bid Option 1 shall have 4 additional inverters (inverters 7 thru 10) with associated PV panels/equipment with a total of (4 x 390) or 1,560 modules. Base bid and option 1 shall have total of 3,874 modules.

Question #3: Can you confirm if Bid Option 1 shall include the price of Base Bid or should it be additive to Base Bid (i.e. should Bid Option 1 include price of 4 additional inverters in addition to 6 inverters already priced in Base Bid)?

Government Response: Bid option 1 shall only include the price for inverters 7 thru 10 and all the associated PV panels/equipment/labor. Reference sheet keynote 22 on sheet EP600.

Question #4: Irrespective of the Base Bid or Bid Option 1, can you confirm if the ratings of all other electrical equipment such as the Recombiner Switchgear, Transformer and the 15 kV switch shall be exactly as specified on Drawing EP600?

Government Response: That is correct.

Question #5: Instead of installing 45 kVA, 12.47 kV-208Y/120V transformer to run the control and communication equipment, would you consider installing 600V-208Y/120V transformer off of 2000A Recombiner Switchboard as an alternative?

Government Response: No

Question #6: For Past Performance projects, would you consider lowering per project value to $3,000,000 instead of $5,000,000 OR at least equivalent to the Contractor’s bid amount for this project?

Government Response: No
