7. Q: The RFQ states on page 1 of the SF33 that the solicitation is due 03/24/2022, but SAM.gov uses 04/01/2022 as a due date. Which is correct?
A: 1 APRIL 2022 at 1 PM CDT
8. Q: PWS Section 1.5.3.1 (page 11) states that “Attachment 1” will be provided with historical or estimated level of effort. When will the Government be providing this information?
A: The following language will be removed from the Performance Work Statement for para
1.5.3.1 “Attachment l outlines both historical and future estimated levels of support that may be required during the course of this contract. However, the levels of support and skills utilized may change anytime during contract performance. This information does not constitute a guarantee to the Contractor that these levels of efforts will be ordered during the life of this contract.”
9. Q: Section H.2 DIRECT HOURLY LABOR RATE (pg. 14 of RFQ) states that an attachment titled “Negotiated Direct Hourly Labor Rates” must be submitted as part of our proposal. Where can this document be found?
A: SHOULD BE INCLUDED IN SCHEDULE B
10. Q: There are numerous references to direct and indirect costs but Schedule B is for a Labor Hours & FFP hybrid contract. Please clarify.
A: ALL COSTS SHOULD BE INCLUDED IN SCHEDULE B
11. Q: We recommend the Government provide a one-month FFP ramp for the Program Manager/Site Supervisor as a separate optional CLIN. We anticipate the level of effort under the monthly PM/SS CLIN 0001 to be lower for each month of the contract than in the initial phase-in period. Will the Government modify the pricing schedule?
A: NO
12. Q: We have inferred from the solicitation’s 1880 hours reference that each labor category will require an FTE. However, the PM/SS is also required to perform Contract Administration Services (PWS Section 1.5.1.3). The monthly FFP rate would be impacted by this position sharing the responsibilities of two labor categories. Can the Government provide a level of effort percentage for the Program Manager/Site Supervisor’s management duties compared to their contract administration duties?
A: Program Manager/Site Supervisor is one in the same as far as position requirement; it is up to each vendor to provide the necessary information to satisfy the requirement
13. Q: It appears the Government wants pricing in multiple areas - Section L.3 subsection (d)(pg. 55 of the RFQ) states that Section B must be completed and submitted with Volume I. But Section B does not contain fillable fields other than Schedule B as an attachment. In what volume should Schedule B be submitted?
A: VOLUME I
14. Q: Section L, Subfactor 1.1: Program Management/Supervision Plan (RFQ pg. 56) states that our response must provide a plan to meet the requirements outlined in paragraph L.4. There is no paragraph by that number. To what PWS requirements does this statement in Subfactor 1.1 refer?
A: 1.5.1 – 1.5.1.2
15. Q: The only volume given a page limit within Section L is Technical Proposal - Volume II in L.3 subsection (e)(3) on page 55 of the RFQ. What are the page limits for Volumes III – Cost/Price and Volume IV – Past Performance?
A: VOLUME III SHOULD INCLUDE NO MORE THAN 10 PAGES AND VOLUME IV SHOULD
INCLUDE NO MORE THAN 10 PAGES
16. Q: The Past Performance Questionnaire (PPQ) format referenced in Section L.2 (pg. 56 of the RFQ, FACTOR 3: Past Performance) has not been provided nor listed within Section J as the solicitation states. Will the Government be amending the solicitation to remove the requirement for PPQ submissions as part of the Past Performance volume?
A: NO…THE PROPOSAL WILL INCLUDE PPQ SUBMISSIONS
17. Q: Section L.2 (b) (pg. 54 of the RFQ) lists key personnel resumes as one of four evaluation factors, but Section M – Evaluation Factors for Award does not include resumes as a dedicated evaluation factor, instead including it as a component of Sub-Factor 1.1 (page 62). Please clarify the evaluation importance of the key personnel resume.
A: KEY PERSONNEL RESUME IS REQUIRED
18. Q: Section M.3 EVALUATION FACTORS (pg. 63 of RFQ) requests totals for each CLIN, and total number of labor hours, plus total proposed price as part of FACTOR 2: Cost/Price. There are not columns for these totals within the Schedule B pricing spreadsheet. How does the Government intend for offerors to respond to Section M.3’s price submission requirements?

However, PWS section 5.7 states that our training program must be included in the Staffing Plan CDRL A0002. RFQ pg. 56 states the Staffing Plan is part of Sub-Factor 1.1: Program Management/Supervision Plan. To comply with the Government’s request on RFQ pg. 55 to provide separate and complete responses to each of the three evaluation factors, which section and evaluation factor should contain our training program?
A: Training will be evaluated as part of Subfactor 1.1.

A: NO
28. Q: When will the Government publish responses to vendor questions?
