Q&A Sheet
Solicitation 6973GH-22-Q-00003
Nogales, AZ Generator Installs
Q. Attachments 5 and 6 show a dual genset configuration, but the SOW and the drawings only call for one genset per site. Why are these attachments included? GOV is only calling for 1 gen set.
A. The attachments were a part of the manufacturers documentation.
Q. The genset spec sheet (Attachment 3) shows several available optional features. Are any of these optional features included on the Government furnished gensets?
A. Automatic Start/Stop Control. No other optional features are known.
Q. All generator outputs are through electrical outlets. Is the contractor expected to use plug-in cords to connect the genset to the automatic transfer switch?
A. Genset is expected to be hard wired. No plug in connections.
Q. Please confirm the requirement in Section 9.0, Period of Performance, that all work will be completed within 45 days of NTP. Will NTP be issued after the Site Survey is completed and approved? Given the current material logistical and labor challenges (delays in obtaining materials, supply chain issues, labor shortages, etc.) 45 calendar days to complete the work is close to being unreasonable. Could consideration be given to extend the construction period of performance to a minimum of 120 calendar days.
A. Usually, the NTP is given prior to work starting. The NTP will be issued once Contractor has notified the FAA that all materials are in hand and they are ready to start work. POP will be updated to reflect that performance must be completed within 60 days of NTP.
Q. What are the materials submittal requirements for the contract? Although the Gen Sets and Tanks are GFE, contractor furnished materials will include the Automatic Transfer Switches, disconnects, conduit, wiring, concrete, CMU block, and other project materials which typically would be reviewed and approved as part of the Project Quality Control submittal process.
A. Yes prior to the contractor making any purchases on the above listed materials, the specifications of each should be submitted to the government for a review and approval of these items and materials.
Q. Could you please confirm the system startup, commissioning, and testing requirements for the new Gen Set and fuel tanks. Detailed startup and commissioning requirements are generally provided by the Government on these types of emergency backup generator projects.
A. Generator system, fuel tanks and ATS will be required to be tested after installation. This process will be discussed after award has been granted.
Q. Please confirm system operational and maintenance training requirements for Government facility operations and maintenance personnel on the new system. If none, please confirm.
A. Contractor personnel shall have the appropriate certifications for construction, installation, and operations of all equipment in SOW.
Q. Is the Contractor required to provide completely full fuel tanks as part of the installation, or is a minimum amount of fuel needed to system operational startup and testing, and the Government will complete the fuel fill at system turnover?
A. Contractor is expected to fill the units with fuel
Q. Please provide additional detailed design requirements for the Concrete Pad and CMU block screen walls (specifications, installation details such as reinforcement, stab thickness, finish, etc.). If not available, will engineered drawings for the concrete pads and CMU block screen walls be required for submission prior to installation work.
A. See attachment 6973GH-22-Q-00003_Attachment_13_Install_Details
Q. There are construction requirements noted on the Project Drawings that are not listed in the Statement of Work. For example, Project Drawings show new fencing and security barriers, bollards. SOW.
A. The fencing and bollards are not part of this project.
Q. Could you confirm what/if any state, and local jurisdiction permits will be required (i.e.
construction permits, local or State Air Quality permits, fuel system operating permits, etc.)
A. All applicable local, state, and federal construction, safety, and environmental permits will be required to be obtained by the contractor. This process will be discussed with the contractor after the award has been granted.
Q. Is the perimeter fencing shown on the drawings to be furnished and installed by others? If not, please provide detailed specifications on the type, gates, posts etc., and installation drawings.
A. Fence and bollard installation are not part of this project.
Q. Are there access roads to each site and are they capable of supporting a loaded concrete truck?

Q. Are electrical line, load, and generator circuits to be buried, to what depth of trench, and can PVC be utilized.
A. Buried at a minimum of 2', PVC is permitted.
Q. Are bidders responsible for the initial fill of the diesel tanks?
A. Yes this will be a contractor responsibility.

A. Fuel tanks specs will be provided after award has been granted. Fuel line details in attachment 6973GH-22-Q-00003_Attachment_13_Install_Details. More will be provided after award has been granted.
Q. Would you consider extending the schedule - as stated in the question, the POP is not enough, as there is a 3,000 PSI, 28 day concrete testing provision that would impact schedule, section 6 on sheet notes.
A. POP will be updated to reflect that performance must be completed within 60 days of NTP.
Q. SOW 5.0 Objectives states that Contractor would be responsible for Real Estate and Environmental permits and fees, in CBP/FAA section states that the CBP/FAA would aid in the permits. To what extend will CBP/FAA to help with the acquisition of permits?
