About this file

This document outlines changes to a statement of work for a federal contract opportunity with the Department of Transportation Federal Aviation Administration Franchise Acquisition Services. The statement of work requires the development of a high-fidelity, cloud-based, web-interactive simulation platform to support training for Traffic Management Coordinators at the Air Traffic Control System Command Center. Key changes include requiring subject matter expertise in traffic management coordination, integrating the simulation with current FAA systems, providing hardware as needed, and updating period of performance and software transfer terms. Offerors must submit proposals by August 19, 2021 for consideration under the set-aside for small businesses to provide these simulation and training support services.

3. 1.3 SCOPE OF WORK:

· Paragraph 1. (Pg. 5)– Removed “without specialized hardware” and added “using FAA Laptops that use Windows operating Systems”.

· Paragraph 2. (Pg. 5) – Added: Scenarios and simulation fidelity “must either be able to integrate with, display, and take input from, the GUI of the system in use” or closely replicate the Graphical User Interface (GUI), display, and functionality of the FAA’s TSD and FSM. Removed: “The current FSM and TSD systems, however, may be replaced after the 2025 time frame. Therefore, to assure the replication of the current system and be forward compatible with a new system, we require that the simulator system must be able to integrate with, display, and take input from, the GUI of the system in use. “

4. 1.3.1 SUPPORT (LABOR):

· a. Added: “The vendor must have at least one Subject Matter Expert (SME) on staff with previous TMC experience at the ATCSCC.”

5. 1.3.2 SUPPORT (TECHNICAL):

· a. FSM Simulation (Pg. 6)- Added: “The vendor provided simulator must either integrate with, display, and take input from, the GUI of the current FSM system or the vendor must provide a high fidelity simulation of the FAA’s FSM.”

· b. TSD Simulation (Pg. 6) – Added: “The vendor provided simulator must either integrate with, display, and take input from, the GUI of the current TSD system or the vendor must provide a high fidelity simulation of the FAA’s TSD.”

· c. Integration with FSM and TSD GUIs- Removed line C. in its entirety. The vendor provided simulator must integrate with, display, and take input from, the GUI of the current FSM/TSD System.

· n. Cloud-Based Access – Added: “The vendor provided simulations must be cloud-based, available from inside the FAA network, such that trainees can access the simulation without specialized hardware using an FAA laptop.”

6. 1.3.3 SUPPORT (TRAINING):

· Updated the total number of personnel for training to 16.

7. 6.1 COMPUTER PROGRAM DELIVERABLES:

· Removed everything from this section besides the first sentence. “While it is expected that the contractor may copyright most or all of its own proprietary software, the contractor must give the Government an unlimited license to use and modify the software as required.”
