About this file

This document provides an amendment to questions and answers regarding a federal solicitation for human factors research in support of air traffic control tasks and traffic management simulation. The amendment updates the performance-based payments tab of the contract to reflect that training will be required between 260 to 520 days from award. It also clarifies that there is no separate travel performance-based payment, as the not-to-exceed estimate for travel expenses covers costs for required training. The related federal contract opportunity seeks proposals for a high-fidelity, web-based interactive simulation platform to support scenario development for air traffic control and traffic management coordination training. Offerors must submit proposals electronically to the Federal Aviation Administration contracting officer no later than August 19, 2021. The requirement is set aside for small businesses offering customer computer programming services.

1. According to the newly provided Questions and Answers, should the number of Days under “Column C” of the Performance Based Payments tab be 520 Days for Training instead of 260 Days? Training will be required as specified by the FAA, anywhere between 260 and 520 days from time of award. The government expects the first training session to occur at the time the simulation tool is delivered and for further training to be provided up to a year after that delivery. The number of seats at each training session is TBD but for estimation purposes in this contract, the total number of training sessions has been capped at 4 and the total number of seats has been capped at 16. Potential travel to these training sessions has been included in the not to exceed travel estimate.
