Questions and Answers as of 10 August 2020

1. It appears by the 11x17 drawings provided that only 8 selected areas of pavement & the associated drain piping is the total scope of work for this project and that the full size drawings are for reference only. The site drawings are for reference and provide a good indicator, but all work will need to be done according to the actual site conditions and the SOW.

2. Page 3 of the Solicitation states to “adjust” the drain piping and install 6” concrete pavement. The drawings seem to indicate “all new” drain tile and the pavement thicknesses to be 7” and 8”. The site drawings are for reference only to match existing conditions as far as slope/layout/markings, location of inlets etc. The new concrete and trench drains are to be installed per the SOW items 2, 3, and 4 with new trench drains to be installed and sloped to drain to the existing inlets and new 6” concrete to be installed over subgrade that will have to be worked to provide proper slope to prevent ponding and match exisiting drainage to existing inlets.

3. I do not see a “Statement of Work” or Scope of Work” document defining the actual scope of work. Please Clarify this project’s scope of work. The Statement of Work is Attachment 1.

4. Page 1 of the solicitation states the project completion to be 100 calendar days after “NTP”. Page 3 says completion is 90 days after “Award”. Project completion will be 100 calendar days after NTP. CO will revise the documentation.

5. Are there any liquidated damages for this project? No liquidated damages are being included at this point.

6. Is the project completion time for all 8 areas? Yes

7. Is a Bid Bond Required? If so, what is the required form and amount? Yes. I used the wrong clause, 3.4.1-4 will be replaced with 3.4.1-1 in the RFP, here is the wording that will be included the revised RFP:

3.4.1-1 PROPOSAL GUARANTEE (JAN 2017)

(a) Offerors must furnish a proposal guarantee in the form of a proposal bond, a postal money order, a certified or cashier's check, an irrevocable letter of credit, or United States bonds or notes with a maturity of less than five years.

(b) The required amount of the proposal guarantee is 20% proposal amount..

(c) The Contracting Officer will return proposal guarantees, other than proposal bonds:

(1) To unsuccessful offerors as soon as possible after an award decision is made; and

(2) To the successful offeror after it signs the contract and submits acceptable bonds required under the contract.

(d) If the successful offeror fails to sign the contract or submit the required bonds within the time specified by the Contracting Officer, the contract may be terminated for default.

(e) If the contract is terminated for default, the offeror is liable for any cost of acquiring the work in excess of its proposed price, and the guarantee is available to offset the difference. However, the guarantee is not an exclusive remedy

8. What forms are required to be submitted with the bid? The specific items necessary aren’t in a condensed list; they are noted throughout the RFP, the Offers clause at 3.2.2.3-20 states this.

9. What are the requirements for similar project experience to be submitted with the bid and how many projects are required? See Section L.4 – Instructions for Preparation and Submission of Proposals

10. There is nowhere to list the price breakdowns for the 8 areas of the project. As long as pricing is broken out by the 8 sections, pricing can be submitted however the vendor would like to present it.

11. Will the successful contractor be awarded all 8 areas or can only some of the areas be awarded? We intend to award 1 contract for all 8 areas; this information can be found in section L.3 (a) and 3.2.4-1

12. Is this project tax exempt? If so, will the government provide an tax exemption certificate? We don’t have a tax exempt certification for this project.

13. Are any new gate bumps required? If so, how many and where is the gate bump detail? No gate bumps. Make sure to maintain existing clearance under gates so gaps do not get any larger between new pavement and gates.

14. Is full time supervision by the prime contractor required at any time work is being performed? Yes, a prime contractor superintendent is required to be onsite any time work is being performed on this project.

15. Are there any specific traffic control requirements? Must allow continuous entry into and out of facility and access to parking for facility employees as this is a 24/7/365 facility. Vendor plan will be discussed with on-site personnel during site visit after award of project.

16. Is striping or other pavement markings required? Yes please see Item 7 in SOW.

17. Are parking bumpers required? No parking bumpers as there are none now.

18. Are Handicap Signs or other permanent signs required? No signage, just pavement markings.

19. Will the contractor be responsible for any building permit or other fees? Federal owned property is usually exempt from building permitting fees, but CO will investigate this further.

20. Are there any site grading requirements for this project? Grade/add subgrade as required in Items 2, 3 in SOW to have proper drainage/slope on new concrete surfaces.

21. Is erosion control required? If so, what are the requirements? This will be dependent on contractor work, if pavement is removed and left open while rain is expected, provide necessary containment and control measures to keep soil from running into drains or across other existing pavement.

22. Will the contractor be required to adjust or replace any drainage inlets or other utilities? Adjust the new trench drains to drain to and connect into existing collection boxes.
