Questions Responses

Page 6 of the SOW mentions “On site space for the contractor’s office trailer, a storage container and a dumpster behind the building adjacent to the utility yard will be assigned by FAA”. Can you clarify if this statement pertains to the general contractor or the audio-visual contractor? Typically, an AV vendor would not bring a contractor’s trailer and will need to prepare accordingly if onsite storage and dumpsters are required.

This contract will be awarded to one contractor, that contractor may subcontract to whomever they see fit, that also abides by the criterion outlined in the SOW.

Page 8 of the SOW mentions “The Contractor shall provide electrical work to power the new projectors.” Can you clarify who is providing power? Is it the FAA’s desire to have the AV Vendor subcontract an electrician to install the new circuits?

The electrical work is part of the SOW, so it must be completed as part of this effort, and will be the responsibility of the contractor who is awarded this contract.

Page 9 of the SOW mentions “All power wiring shall be installed in conduit to match existing.” Can you clarify who is providing conduit? Is it the FAA’s desire to have the AV Vendor subcontract an electrician to install the new conduit?

The electrical work is part of the SOW, so it must be completed as part of this effort, and will be the responsibility of the contractor who is awarded this contract.

Page 103 of the SOW mentions “Contractor must remove any existing infrastructure to include conduit, power, and communications cabling used for existing projector system, that is not reused to install (6) new projectors, (6) new projector lifts, (6) new projection screens.” Please clarify if this statement pertains to the general contractor or the audio-visual contractor?

This work is part of the SOW, so it must be completed as part of this effort, and will be the responsibility of the contractor who is awarded this contract.

Page 6 of the SOW states “The basis of design product is the Barco Transform N CMS Platform”. Is the Barco CMS software and hardware existing, provided by the AV contractor, or provided by others?

The Barco CMS software and hardware are not existing and will be the responsibility of the contractor who is awarded this contract.

Page 6 of the SOW states “The basis of design product is the Barco Transform N CMS Platform”. Is the AV contractor responsible for providing the server and all other hardware to support the CMS deployment?

The server and all other hardware to support the CMS deployment are all part of this SOW and part of this effort and will be the responsibility of the contractor who is awarded this contract.

Page 6 of the SOW states “The basis of design product is the Barco Transform N CMS Platform”. Is the AV contractor responsible for the setup, configuration, and user training for the CMS software deployment?

The setup, configuration and user training to support the CMS deployment are all part of this SOW and part of this effort and will be the responsibility of the contractor who is awarded this contract.

Page 3 s1.1(6) of the SOW states “FAA will schedule a Pre bid Meeting for Contractors at the project site.” Will an in-person pre-bid meeting be held prior to the bid due date?

On Dec 1st FAA had a virtual bid-walk at 0900 EST.

Page 4 s1.3(3) of the SOW states “Construction in other areas may be completed between the hours of 7:00 AM and 6:00 PM if coordinated and approved by the FAA.” Is work only performed in Equipment Room 1400 included in the 7:00 AM to 6:00 PM time window, or does it fall into the same overnight working hours as the Operations Room?

The contractor can perform work in room 1400 between the hours of 0700 – 1800 as long as it does not affect operations. If the work would affect any of the surrounding equipment that work would need to be performed at night.

For the AV contractor to provide an accurate cutover plan and to address the phased approach guidelines in the RFP, additional information is needed from the FAA, including workflow, mission critical sources, and the functional needs that should always be accessible during the cutover period. Additionally, the use case for the 4 projectors that are required to be operational during the cutover period needs to be defined. This will help in determining the cutover plan to the new NVMS. Is additional information regarding these items available or will the AV contractor be able to coordinate these details with the FAA upon contract award?

Coordination with FAA will be available and required in order to successfully coordinate the cutover while maintaining operations.

Page 9 s3.1(4) of the SOW states “Fiber optic cabling exists between the Purelink matrix switch and the connected locations throughout the building. The AV Contractor shall re use fiber optic cable where possible. For bidding purposes, should the AV contractor assume all existing fiber optic cabling will be long enough to be re-routed to the new AV equipment rack supplied with the new NVMS system?

Yes, but also assume a new fiber patch will need to be made from existing fiber patch panel to new equipment rack location.

Page 9 s3.1(4) of the SOW states "Contractor shall re use existing blue Category cabling which runs between workstation consoles in the Operations Room and a patch panel in the adjacent equipment room”. Will the blue category cabling be used to support the encoder side of the

NVMS?

yes

For bidding purposes, out of the 48 input sources connected to the NVMS, how many are in the Operations Room and how many are in the Equipment Room, virtual, or elsewhere?

See attached matrix for existing source locations. Additional source locations are TBD.

The SOW does not specify requirements for the NVMS to support audio playback. Is the AV contractor expected to provide or interface with any audio equipment within the overall scope of the project?

Audio capability is not required for use inside the operations room, however it may be required for distribution to offices in the future. The networked video management system must be capable of ingesting and distributing audio.

Can you provide the “D” (diameter) of the current screens? -Existing screen dimensions are listed on page 8 of the project scope documents. Existing screen dimensions are listed on page 8 of the project scope documents.

Please state all GFE items to include projectors/lenses, computers, DVD players…? Government Furnished Equipment is listed on page 5 of the project scope documents.

For electrical, where is the panel? Is in the room or down in a closet? Are there enough open circuits? The project scope documents, pages 6 and 7, proposes to run the new electrical circuits from panel board CP12. Referencing Appendix B, page 61 of the project scope documents, panel board CP12 is in the lower right-hand corner of the red rectangle, depicting the equipment room.

Are their currently lifts for the projectors and if they go in a “ceiling cut out” can we get measurements? The existing lifts are Draper. The model number is not known. The ceiling opening is 3' x 3'.

Can we have Visual Solutions quote # AEC JF 15925 D? No, A copy of the quote will not be provided.

Are you open to a Crestron control system (IP)? -Please provide a comparison of the two systems. If the Creston solution is viable and will interoperate with the existing system as the Barco system would, it will be considered.

Please provide a comparison of the two systems. If the Creston solution is viable and will interoperate with the existing system as the Barco system would, it will be considered.

Is video windowing processing intended to be part of this system? If so, please provide makes and models for a complete system. This capability is a requirement for this effort. The government does not have a sole source requirement for the equipment to provide this capability.

SOW states that “The basis of design product is the Barco Transform N CMS platform”. Are we to provide pricing for particular Barco products, or would these be OFE? Please advise. (See section 3.1, parag. 8 – of “SOW” document)

You are to provide pricing for the equipment needed to provide this capability.

Where are the OFE PC workstations located? Will these all be in Equipment Room 1400, or will these located at each end-users designated desk?

This will determine if remote or rack mounted equipment will be needed for pricing.

The video processing equipment will be rack mounted in Equip Rm, 1400, user PCs are located on ops floor.

Are fiber patch panels currently in-place, for all the OFE fiber pulls, to all 38 output destinations of the system? A combination of fiber and copper exist between output destinations and Equip Rm. Any new fiber infrastructure required in your design will be your responsibility and you should reflect in your bid.

Are there Cat patch panels currently in-place, for all the OFE Cat wires, from all 48 source input locations of the system? A combination of fiber and copper exist between source input locations and Equip Rm. Any new copper infrastructure required in your design will be your responsibility and you should reflect in your bid.

Are the new AV equipment intended to be installed in an OFE/Existing equipment rack? If not, please advise. New equipment rack/cabinet(s) is/are required for this effort.

How low will the projector need to be lowered from the ceiling? This will affect the scissor lift pricing. From finished floor to ceiling height in Ops Rm, 1302, is 20’6”, Please review “SOW” Document, Pg. 7, Para 2.2.2.

Are there as-built drawings available for the existing Purelink video matrix system? The reason I ask this is maintaining your existing system while the new one is installed seems to be a real I ask this is maintaining your existing system while the new one is installed seems to be a real concern here, so these would help with planning around keeping the system running while installation is occurring.

Typical drawings of input/outputs exist to show typical connections between users, existing video processing equipment, sources, and outputs.

What is the height of the ceiling where the existing projector lifts are? According to drawings, Rm 1302 Ops Rm height is 20’ 6”, but ceiling height in interstitial space where projectors are operated and maintained will need to be field verified.

Is there a way we could get a manlift in the room somehow? There is space for man lift in Rm 1302, Ops Rm to aid in projector screen installation.

Confirm model number of existing Purelink AV Matrix Purelink MX3600

Confirm maximum resolution of the 36 inputs sources 4K

Are input sources image or video? If video, what is the maximum frame rate (Hz)? Both, upto 120Hz

Maximum number of sources shown simultaneously on any one projector (Multiview)? One per projector for now, but capability to drive more than one image to each projector.

Confirm this requirement is for video only, i.e. no audio. Audio capability is not required for use inside the operations room, however it may be required for distribution to offices in the future. The networked video management system must be capable of ingesting and distributing audio.
