SECTION 1.0 GENERAL PROJECT INFORMATION

1.1 PROJECT SCOPE.

There are two sites, SPS (33°58'50.42"N 98°40’13.69"W) and SPSA (33°59'3.49"N 98°40'16.92"W);

SPSA will be a complete demolition and retirement of service, while SPS will be a renovation/improvements and repairs. There are two buildings, which have asbestos, in SPSA that will be demolished along with three existing towers. All tower material and foundation material will have to be hauled off. In addition, any fences or material on site will be discarded and the site will be returned to pre-existing conditions to match surrounding farmland.

In site SPS we will demolish four antenna towers and their foundations, as well as the roof in the existing building. We will keep the existing walls and building foundation for this site and will refurbish the site once the new roof is placed. A total of 5 antenna towers and the respective foundations will be constructed in this site.

These specifications, along with the accompanying drawings, describe the requirements for the re-cabling of an existing Federal Aviation Administration (FAA) Remote Communications Air/Ground (RCAG) in Wichita Falls, Texas, contractor will comply with all procedures, and regulations of the city if you will be using a hydrant as a water source.

SECTION 2.0 PROJECT SAFETY INFORMATION

2.1 GENERAL

i) The FAA, before installation, must approve all materials used.

ii) Contractor will stage work in a manner that minimizes SPS & SPSA outage time.

iii) All shutdowns and cutovers shall be coordinated with and scheduled by local FAA Air Traffic

Management with 30 days of anticipation.

iv) Protection of work is essential. Contractor shall not leave roof open to elements and will have enough tarp on hand to prevent water from entering building. Building roof will remain covered at all times.

v) Contractor shall repair any damage done by him to any entity, at his cost. Contractor shall be covered by minimum locallyrequired liability.

vi) Contractor must provide FAA with a safety and security plan before work begins.

(1) Due to the remote location of this facility, extra precautions shall be established. Plan will include procedures for accident prevention, emergency procedures, phone number & map to nearest emergency medical facility.

vii) Contractor's Superintendent shall be present at the work site during all times work is performed.

Superintendent shall carry a cell phone and be prepared to make and receive calls to & from the FAA at all times while on work site.

The potential for risks, hazards, and safety issues may arise during normal construction and installation that takes place in a live FAA environment. Safety is the responsibility of all personnel on site. The developing of safe work practices is essential to the skills required to successfully complete this project. Personnel are to be aware of potentially unsafe conditions, report and/or correct potential hazards, and use appropriate safety equipment. There should be periodic safety meetings with all site personnel. If the installation cannot proceed because of some safety hazard or obstacle, notify the TOR immediately.

Risks include: Climbing and fall hazards; damage to subsurface utilities and cabling; working on and around “live” equipment: radios, radar, navigation aids; electrical hazards; remoteness of facility; access to several sites through Aircraft Operations Areas. There is the risk of site access cancellations due to last-minute site contingencies. When these instances occur, the installation team will contact the Systems/ Project Engineer to minimize schedule impact and revise their schedules accordingly.

2.2 SAFETY EQUIPMENT

Safety equipment will be used whenever applicable to the job. The following list is the minimum safety equipment required for this installation.

First Aid Kit - All personnel should know the location of the First Aid Kit on site. A quick check of the contents is to be made to insure an adequate kit is available.

Safety Belt/Harness - The safety belt/harness is to be used at all times when climbing and working on towers. Precaution should be taken to examine the belt/harness prior to use. It is the user’s responsibility to ensure that all buckles, straps, and lanyards are in good repair.

Hard Hats - All personnel on site are to be advised when overhead work is being performed.

Hard hats are required and must be worn while any overhead work is in progress.

Ear Plugs - Ear plugs or ear protection of some form is to be used when tools, machinery, or other devices present a noise hazard.

Safety Glasses - Some form of OSHA approved eye protection must be used at all times when operating tools or equipment where the possibility of eye injury is present.

Safety-Toe Footwear - Any employee who is exposed to hazards from heavy rolling or falling objects is required to wear Safety-Toe Footwear.
