DIVISION 2 – SITE WORK
SECTION 02200 – EXCAVATION AND BACKFILL
PART 1 – GENERAL REQUIREMENTS
1.01 General - The Contractor shall perform and complete all work as necessary for excavation, backfill, compaction, and final grading the work area to the elevations shown on the applicable drawings and as required by this section.
2.01 Excavation
2.01.1 Classification - All material excavated shall be classified as either "unclassified excavation", or “rock excavation”. Frozen conditions shall not constitute a basis for a claim for higher classification of the excavation, nor any additional cost to the Government.
2.01.2 Unclassified excavation - Unclassified excavation shall include all excavation performed under this item using conventional methods.
2.01.3 Rock Excavation - Solid rock, ledge, or other materials that cannot be removed using conventional methods will be considered “rock excavation”. All “rock excavation” will be performed, and payment made, based on the pay limits shown on the drawings.
2.02 Backfill
2.02.1 Satisfactory Materials - Material suitable for all backfill shall be free of sod, clods, stones larger than four (4) inches, organic debris, trash, and frozen material. Only materials suitable for obtaining the degree of compaction specified herein shall be used.
At no time shall frozen material be considered as satisfactory backfill material.
2.02.2 Source of Fill Material - Fill material shall be selected to meet the requirements of paragraph 2.02.1 and the particular fill area for which it is to be used. Fill material shall not be confused with surfacing aggregate. Fill material obtained from approved sources not located on Government-controlled land shall be the Contractor's responsibility. Necessary clearing, grubbing, disposal of debris and drainage of borrow pits shall be considered incidental operations to the borrow excavation and shall be performed by the Contractor. All material stored on site shall either be used as fill material if meeting the requirements of paragraph 2.02.1 or otherwise disposed of by the Contractor.
May 2019 02200-2 Excavation and Backfill

PART 3 – EXECUTION
3.01 Excavation
3.01.1 Drainage - Excavation shall be performed so that the area of the site and the area immediately surrounding the site, which affects operations at the site, will be continually and effectively drained. Water shall not be permitted to accumulate in excavations. Excavations shall be drained by pumping or methods approved by the COR to prevent softening of the excavation bottom, undercutting of footings, or other actions detrimental to proper construction procedure.
The Contractor shall follow all applicable State and EPA guidelines and requirements for the protection of “storm water runoff”. All catch basins shall be protected with silt fabric and hay bails. All water pumped from excavations shall be filtered prior to entering the Airport’s drainage system.
3.01.2 Freezing - When freezing weather is expected, excavations shall be protected from frost in accordance with winter construction standards and as directed by the COR.
3.01.3 Safety and Protection of Work - Sheeting and shoring shall be done as may be necessary for the safety of personnel and for the protection of the work. The manner of bracing excavations shall comply with local regulations and OSHA 29 CFR 1910 and 1926. Grading shall be performed in a manner to ensure proper drainage at all times.

Topsoil, when stored, shall be kept separate from other excavated materials. Topsoil in excess of that required for preparation or repair of new or existing lawn areas, shall be disposed of off the site by the Contractor at no additional cost to the Government.
3.01.5 Utilization of Excavated Materials - All materials not meeting the requirements of paragraph 2.01.1 or all excess materials created as a result of any grading or excavating operations shall be disposed of off the site by the Contractor at no additional cost to the Government. Excavated materials meeting the requirements of paragraph 2.02.1 shall be used in the work, insofar as practicable. All material to be disposed of shall be done in a manner approved by the COR.
May 2019 02200-3 Excavation and Backfill
3.01.6 Inspection of the Excavated Area - When excavations have reached the required depths, the excavated surfaces shall be inspected and approved by the COR before proceeding with further construction in the excavated area.
3.02 Fill and Backfill
3.02.1 Weather Conditions - No fill or backfill operations shall be performed when weather conditions are determined to be inclement by the COR.
3.02.2 Preparation of Surface for Fill - All surfaces designated to receive fill material shall be inspected per paragraph 3.01.6 prior to material placement.
The finished material shall be smooth, compacted and free from irregular surface changes. The degree of finish shall be that of ordinarily obtained from blade-grader operations or, where more suitable, hand raking.
3.02.3 Fill for Open Areas - All open areas to receive seed or sod shall be filled to within four (4) inches of the final grade with materials meeting the requirements of paragraph 2.02.1. The final four (4) inches shall be filled with loam and/or topsoil. Fill beneath this layer shall consist of satisfactory material free of rocks larger than four (4) inches and shall be placed in layers of no greater than eight (8) inches, loose measurement. All layers shall be compacted to 90 percent of maximum density. If requested, at the discretion of the COR, the Contractor shall have a sample of the trench line tested, using Standard ASTM methods, for compacted in place density. The Contractor is responsible for a maximum of one in place test (including reference tests and soil sampling) for every 100 feet of trenching.
3.02.4 Placing of Topsoil - The placing of “topsoil” (i.e. loam or high organic soil) shall meet requirements as defined in Section 02880 Seeding and Mulching.
On areas to receive topsoil, spreading shall not be done when the ground or topsoil is frozen, excessively wet or otherwise in a condition detrimental to the work. Spreading shall be carried on so that turfing operations can proceed with a minimum of soil preparation or tilling. After spreading, any large, stiff clods and hard lumps shall be broken with a pulverizer or by other effective means and all stones and rocks (1 inch or more in diameter), roots, litter or any foreign matter shall be raked up and disposed of by the Contractor.
