Site Visit Questions and Answers as of 5/30/2019 Site visit questions pertaining to the HVAC Replacement located at the San Antonio International Airport in San Antonio, TX. Solicitation # 6973GH-19-R-00136.
1. As per the contingency plan, there will need to be a redundant temporary unit. The demo drawings supplied state that one unit listed in the temporary air conditioning unit schedule (AHU-T) can be fed from the building MDPE panel as depicted in the drawings. Can you please provide clarification on where the redundant temporary unit power supply can be fed for the 72 hr. run time required, before existing air conditioning units can be removed?
A cutover will have to be performed to provide and install a new breaker into MDPE to feed the temporary AHU-T.
1. Will we need to have a backup generator in place for possible power supply interruptions to the temporary air conditioning units, or does the building generator cover the MDPE panel?
The building E/G covers the MDPE panel.
1. Have heat load calculations been calculated to ensure that the proposed (2) 25 ton replacement air conditioning package units will be sufficient?
Heat load calculations were calculated for the building and equipment loads.
1. Will we be allowed to alter the existing wall penetrations where the current ductwork occupies the space, or will the new ductwork need to be sized according to the existing openings?
Modifications to the wall penetrations can be made as needed, as long as there is a submittal with approved shop drawings.
1. Drawings, SATA-D-ASR-M005 calls- for an electromechanical control system with digital thermostats and a HVAC control panel with manual switching. Specifications call for a full DDC control system. Which item does the FAA require?
Provide a HVAC control panel with primary/backup functioning as per drawing M005.
1. Sequences reference an economizer function. Drawing do not show outside air intake at units with F1 outside Air filter. Also, the schedule references fiberglass filters for return air only. Is an outside air damper/section required and where is F1 located?
There will not be a requirement for an economizer function.
1. Specification references Seismic qualifications Certification described in spec section 23 05 48. Will you please provide the spec section?
Installation shall meet requirements for seismic zone 0.
1. Specification calls for aluminum plate fin/copper tube coils. Is microchannel acceptable? Also, each coil is called to have a baked phenolic coating. Would any other coating methods be acceptable?
Microchannel is not acceptable. Other coating methods may be acceptable as long as they are “or equal” to baked phenolic coating.
1. Spec section 2.2C calls for an inner wall while Spec section 2.2D accepts an inner liner. Which takes precedence?
Which specification? Need more info.
1. Will we need to provide a backup temporary AHU(s)?
Yes
1. From the photos I took (see pictures on page 2 and 3) it appears there is available space to add a few breakers with some limitations pic #1 shows 3 prepared spaces with a max breaker size of 100amps, Please confirm these spaces can be used?
There are spaces in both panels (for both the HVAC units and controls). The contractor shall provide and install new breakers that are sized appropriately for the equipment.
1. Follow up to the previous question does the panel have the available capacity to add the new loads?
11. I need all the electrical characteristics for the temp units as well as the new ones.
11. Pic #2 has two different designations “Panel EPA” and on a different label “Panel MDPE” Please advise.
MDPE
1. Specification Section 23 09 23 Instrumentation and Controls for HVAC – does not call out any Manufacturers (JCI, Siemens, Andover, etc). Do you know if they have a preferred manufacturer for the DDC controls scope?
Not any preferred manufacturer.
1. There is existing equipment and controls, do you know what manufacturer’s controls are currently installed?
Field verify during pre-bid site visit.
1. Is the above project sales-tax exempt on equipment & material being used?
Contractor’s responsibility to verify state tax exemption status.
1. Are we able to work 10 hours for 4 days instead of 8 hours for 5 days.
More than likely. Can be discussed at preconstruction meeting.
1. On the site-walk discussion we were told 2 TEMP HVAC are required. Please confirm?
Yes.
1. Can we use our working employee as a Project Manager/Superintendent for the above project?
Provide on-site supervision as required per the contract.
1. Any LEAD/ASBESTOS involved in the project?
FAA will verify and notify prior to NTP.
1. Does ASR/ARSR is responsible for the permits?
FAA is not responsible for any permits.
1. Does ASR/ARSR will provide the storage room for the units?
FAA will not provide secured storage on site.
1. Does ASR/ARSR will provide the rooms for project meetings?
It may be possible to have weekly meetings with the SSC over at the ATCT. This must be confirmed with them at least one week in advance. This does not include general contractor/subcontractor only meetings.
