About this file
This document is a Request for Information (RFI) issued by the Federal Aviation Administration (FAA) for a turn-key Commercial-off-the-Shelf (COTS) solution to support aircraft tracking, maintenance, repair, and overhaul. The platform must provide the infrastructure for the FAA to manage aircraft maintenance requirements, logistics, purchasing, and regulatory compliance, including Software as a Service (SaaS) and Infrastructure as a Service (IaaS).
The RFI is seeking statements of interest and capabilities from small businesses, including service-disabled veteran-owned small businesses and 8(a) certified firms, to determine if adequate competition exists to set aside the procurement. Interested vendors are required to submit capability statements by July 8, 2024, including details on relevant past contracts, years in business, and SBA 8(a) certification (if applicable). The FAA will not pay for any costs associated with the RFI submission. The resultant contract is anticipated to be a Fixed-Price contract with allowance for labor hour support for potential modifications. The principal NAICS code is 541511 Custom Computer Programming Services with a size standard of $34 million.

Text version
FAA Flight Program Operations requires a turn-key Commercial-off-the-Shelf (COTS) solution for aircraft tracking, maintenance, repair, and overhaul. This platform must provide the infrastructure needed for the FAA to manage the aircraft maintenance requirements, related logistics, purchasing, and regulatory compliance. This requirement includes Software as a Service (SaaS) and Infrastructure as a Service (IaaS). Responses to this Request for Information will be used for informational purposes only. This is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking nor accepting unsolicited proposals.
At this time the nature of the competition has not been determined. The FAA is seeking interest from the small business community for possible set-aside of all or part of the procurement.
Responses are desired from any/all eligible small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. FAA anticipates that any resultant contract will be a Fixed-Price contract and allowance for labor hour support for potential modifications.
The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, in particular service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the required items. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms.
The scope of work consists of providing a response outlining the capabilities specific requirements under the Requirement Specifications and Statement of Work (SOW) attached.
The principle North American Industry Classification System (NAICS) code for this effort is 541511 Custom Computer Programming Services with a size standard of 34 million.
Interested vendors should submit the following documents to the point of contact listed at the bottom of this announcement:
1. Capability Statement - This document is limited to not more than six (6) pages and must identify:
(a) Dollar value and type of contracts where vendor provided similar services.
(b) Number of years in business providing the type of services required of this announcement.
(c) A copy of the vendor's SBA 8(a) Certification Letter, if applicable.
All responses to this RFI must be received by 4:00 p.m. CT on July 8, 2024. All submittals should be submitted in electronic format (email) to: erick.i.martinez-abril@faa.gov. All question should be submitted in writing to: erick.i.martinez-abril@faa.gov no later than July 2, 2024, by 4:00 p.m. CT.
The FAA will not pay for any information received or costs incurred in preparing the response to the RFI. Therefore, any cost associated with the RFI submission is solely at the interested vendors' expense.
