MARAD Lifeboat and Davit Feasibility Study (REV -)

Marine Systems Corporation 1 February 16, 2023

1.0 EXECUTIVE SUMMARY:

The T/S State of Michigan’s (TSSoMi) current living spaces are insufficient for instructors/staff members. The ship would like to add a minimum of four (4) to six (6) staterooms on the 02 Level, aft of existing superstructure from frame 42 to frame 73, continuing from the existing staterooms.

Each new stateroom shall have an individual sanitary space, along with similar furnishings and functioning as the same as existing staterooms forward on the same deck.

Two stateroom arrangement upgrade options will be explored. One of the options is to utilize T/S General Rudder’s master conversion plan to be applied on the TSSoMi, the second option is a Marine Systems Corporation (MSCorp) proposed arrangement, similar to the arrangement proposed during the July 2022 shipcheck discussion with the ship’s force.

3.0 INTRODUCTION

3.1 Purpose

The purpose of this feasibility study is to provide the TSSoMi with options for a new additional stateroom for staff members. The ship carries a crew of 12 personnel, currently the crew’s berthing only has enough for 8 personnel, the additional crew utilizes cadet’s berthing space, thus leaving 9 to 10 cadets with no berthing onboard. The vessel requires a minimum of four (4) additional berthing spaces, but desires a maximum of six (6) additional berthing spaces.

3.2 Background

Originally the USNS Persistent (T-AGOS-6), the vessel was ultimately transferred become a US Maritime Administration (MARAD) asset, then it was overhauled to suit the freshwater environment and function as a training ship to The Great Lakes Maritime Academy, and renamed to T/S State of Michigan. The vessel is now operated by academy for educating future mariners, homeport is Traverse City, Michigan. The ship’s characteristics are shown below.

4.0 INITIAL T/S GENERAL RUDDER BERTHING STUDY MASTER CONVERSION

PLAN:

4.1 Berthing Upgrade on TSGR:

The proposed stateroom addition is to be on the 02 Level (Upper Level) from frame 44 to frame

73. An initial berthing expansion study was accomplished for T/S General Rudder (TSGR) in 2013, Reference (1). The TSGR is a sister ship to TSSoMi, the master conversion plan was intended to be applied to both ships.

On the TSGR Master Conversion Plan, only the berthing space and the Navigation Laboratory (NavLab) shall be applicable on the TSSoMi. The reason for this is that the TSSoMi already has the class room on the 01 level, thus no additional classroom conversion is required. The TSGR master conversion plan proposed to add (5) five 2-person staterooms with a new common lounge and convert an existing office on the starboard side from frame 22-30 to be a single guest stateroom. This would increase the ship’s crew capacity with an additional 10 personnel and 1 guest. The existing rescue boat on the TSGR is to be shifted forward to provide additional deck space for the new berthing space expansion. However, the TSSoMi plans to upgrade the existing slewing davit and rescue boat with an A-frame style davit and a new fast rescue boat. The new rescue boat and davit overall size is longer than the rescue boat shown on the TSGR’s master plan.

There is an existing twelve-inch high-top onboard the TSGR’s 02 level, this high-top is located at frame 54. This structural difference does limit the arrangement of the berthing spaces to forward and aft of frame 54. The TSSoMi does not have this high-top, thus the TSSoMi has more flexibility in the stateroom arrangements.

Marine Systems Corporation 3 February 16, 2023

Prior to presentation of any potential arrangements for the berthing upgrade, the existing configuration on the 02 level is shown in Figure 1. This figure also identifies items that would require to be removed and/or relocated, regardless of which option would ultimately best fit for the TSSoMi.

4.1.1 Existing Structure & Modification Required for All Options:

4.1.1.1 Bolted Equipment Removal Panel:

An existing 11 feet-6 inches by 6 feet bolted equipment removal panel (BERP), with an 8-inch-high coaming, located on the starboard side shall not be obstructed. Any additional structure or deckhouse erected shall provide the same equipment’s access path to the machinery space below. If the new deckhouse is to enclose the existing BERP, the existing raised BERP shall be removed and relocated to top of the new deck house and a new BERP shall be fabricated and installed in its existing location. A flush BERP is proposed at the 02 level to prevent becoming a tripping hazard. See Figure 2 for existing ladder and the BERP located on the 02 level.

4.1.1.2 Ladder Modifications:

There are three exterior inclined ladders that provide direct access to the 02 Level. The inclined ladder located at centerline, about frame 45, is for access from the 02 level to the bridge deck, shall be removed in way of the new deckhouse. This ladder is shown in Figure 2. New access to the deckhouse at 03 level shall be provided on the port side, above the existing inclined ladder from frame 46 to frame 49, which provides access from the 02 level to 01 level.

The starboard side inclined ladder on the 02 Level, at about frame 78 which provides access to the 01 Level, to the encapsulated life rafts at stern. In order to provide maximum working space for the rescue boat operations, this starboard inclined ladder shall remain in its current location, as it does not impede with deck operations on 01 & 02 levels.

4.1.1.3 Rescue Boat Upgrade:

An existing fast rescue boat, located further outboard on the starboard side shall also be taken into consideration on the total available space. A feasibility study of the rescue boat upgrade was completed prior to this berthing space upgrade. The ship has selected the A- Frame style davit with a fast rescue boat, both manufactured by Palfinger, see reference (2). The new deckhouse arrangement and design considerations shall not encroach space required for rescue boat deck operations.

4.1.1.4 Aft Mast Structure Modification:

An existing aft mast with support structure, an inclined ladder to access the mast is located on centerline at frame 73, this mast shall be modified in accordance to the new deckhouse installation. The mast may be built into the deckhouse side or shortened on top of the new deckhouse. The mast and its support will require additional engineering analysis as the current mast configuration vibrates while the ship is underway. See Figure 3 for existing aft mast. As noted by the ship’s force, the vibration from the mast has caused windows in the space below to shatter. The current mast to deck connection configuration is a

Marine Systems Corporation 4 February 16, 2023 bolted connection with a 3 inches thick neoprene in between. The ship would need the mast to be removable for training purpose. The mast connection shall be redesigned to reduce vibration to the new superstructure for the berthing upgrade.

4.1.1.5 Rails & Stanchion Modifications:

Existing rails and stanchion in way of new deck house installation shall be removed and scrapped. The existing rails and stanchions forward of the new fast rescue boat and davit shall be removed and relocated aft by approximately twelve inches to provide sufficient passage space between the transverse bulkhead at frame 45 and the existing railing.

Current clearance is only 24 inches, it does not meet the minimum for exterior passage requirement of 36 inches. The aft transverse rails and stanchions can remain as is.

New rails and stanchions shall be provided on the new 03 level deck deckhouse.

4.1.1.6 Miscellaneous Removal/Relocations:

Existing paint lockers located on the port side near frame 44 shall be removed and relocated to 01 level. The existing vent located on the port side at about frame 55 shall be removed and rerouted outboard in way of new stateroom upgrade.

4.1.2 New Modification Required:

4.1.2.1 BERP:

For Option 1, TSGR plans to remove the existing 02 level BERP and relocate it to top of the new deckhouse. Install a new longitudinal bulkhead at centerline, to expand the machinery access trunk/stair tower from 01 to 02 level.

Option 2, proposed for the TSSoMi also plans to remove the existing 02 level BERP and relocates it to top of the new deckhouse. However, a new flush type BERP of the same size shall be fabricated and installed at the vacated BERP opening on the 02 level. A flush style BERP is desired to reduce tripping hazard as the area will become passage for access to the new berthing area from forward section of the deckhouse.

4.1.2.2 Ladder Modifications:

The TSGR master plan adds two (2) new inclined ladders. One new inclined ladder is in the expanded machinery access trunk to provide additional access from the 02 level down to the 01 level.

The second inclined ladder, to be located exterior outboard of the new TSGR deckhouse to provide access from the 02 level up to the new deckhouse at 03 level.

Option 2, proposed specifically for TSSoMi will add only one new set of inclined ladders.

The proposed inclined ladder located at about frame 45, at the location of the BERP will not be feasible, this will be discussed further in depth in section 6.2.

4.2 TSGR Master Plan Berthing Upgrade on TSSoMi:

4.2.1 Berthing Arrangement:

The master conversion plan was intended to be applied to both ships; initial option shall utilize the master plan’s arrangement for fit and function aboard the TSSoMi’s 02-level deck. Figure 5 exhibits the TSGR’s plan on TSSoMi as Option 1, with the five (5) new addition staterooms, lounge and space reserved for a fan room. The forward space at frame 22, starboard side on the TSSoMi is not converted as shown on the conversion plan as the space is already a stateroom.

The proposed master plan was designed for 2 occupancies in each stateroom, although it is not desired by the TSSoMi, this can be easily changed into single occupancy by removing additional chair, desk and wardrobe, the double berth shall be changed to single berth. This would only provide five (5) additional personnel berthing spaces.

The proposed five (5) staterooms would fit on the available deck space on the 02 level aboard TSSoMi, which does meet the requirements set forth in the Statement of Work, however, this option is not the optimal fit and function due to the following factors. The ship has intended to replace the existing rescue boat on the starboard side with the proposed new fast rescue boat and davit, Reference (2), with the new proposed fast rescue boat, there will only be approximately 29” of space in between the new deckhouse bulkhead to the stern of the fast rescue boat. This space is insufficient clearance for a stretcher to be carried off the ship in case of emergency, the minimum

Marine Systems Corporation 8 February 16, 2023 should be 32”-36” of clear space. The space between the deckhouse and the handrails aft of the fast rescue boat is sufficient for passage, at 36” wide, but does not provide any additional space to perform emergency medical applications nor provide any space for cadets to muster and space for training purposes.

4.2.2 New Ladder Install:

The proposed new ladder in the expanded machinery access trunk/stair tower is shown to have the same inclination as the existing ladders. This arrangement will not work as the landing space at 01 level at the bottom of the ladder has only approximately 24” of clearance, the landing space will be further reduced when required insulation is installed. The minimum passage for interior spaces shall be no less than 28”. Figure 4 is the profile view of the TSGR master conversion plan with notation of existing bulkhead and marked up with dimension of approximate landing space, the view is cropped for easy viewing.

The master plan also proposed a new door to be located at frame 45, centerline of the ship, as shown in its current location, this door will not be able to be fully opened to 90° of door swing to allow full access from the 01 level down to the machinery space. This door can only open to approximately 69°, which may cause interference personnel for moving larger equipment through the door if the door cannot be fully opened.

5.0 NAVIGATION LABORATORY INSTALLATION:

The TSGR master conversion plan also includes a new Navigation Laboratory (NavLab) to be installed on the 03 Level, aft of the pilot house, from frame 28 to frame 43. The purpose of this new NavLab is to provide additional spaces for up to 6 cadets for training.

The bulkheads of the NavLab shall be in line with existing pilot house bulkhead breadth to frame

36. The longitudinal bulkheads aft of frame 36 shall be reduced to 5’-2” port and starboard due to existing vents and uptakes. Figure 6 shows the existing equipment located in the area of the proposed NavLab and identifies removal and/or relocations required.

The following items must be removed and/or relocated in way of the new NavLab:

5.1 Existing Structure & Modification Required:

5.1.1 Ladder Modifications:

The vertical ladder located at frame 29 that provides access from the 03 level to the top of the pilothouse shall be removed and scraped.

5.1.2 Battery Stowage Boxes:

The gyro, general alarm and miscellaneous equipment battery stowage boxes shall be removed and relocated in way of the NavLab, these battery stowage boxes can be relocated to outboard of the pilot house bulkhead, port side. See Figure 7 for proposed relocated location.

5.1.3 Pyrotechnical Locker:

The exisitng pyrotechnical locker located aft of the pilot house shall be relocated. This locker stows essential flares for signals and/or illumination, therefore, the location of this locker shall be in close proximately of the pilot house. The porposed location is to be on the startboard side of the exisitng pilot house bulkhead. See Figure 7 for proposed location. The passage between the relcoated locker and the outboard handrail has been reduced to 31” of clearance.

5.1.4 Life Vest Locker:

An existing life vest locker located on the aft side of the vent trunk, port side, about frame

36. This locker shall be removed and relocated aft to new deckhouse top aft frame 45.

Actual location can be determined at a later date as the new deckhouse top is very much open.

5.1.5 Pipe Stanchions for Flag Line Securement:

There are two flag line securement stanchions located on both port and starboard side and one securement located on centerline, forward of the existing vertical ladder. These are used to secure the flag lines for ship’s colors and signals. The flag line securements shall be relocated to top of the new NavLab at approximately the same location as the original location.

Marine Systems Corporation 12 February 16, 2023

5.1.6 Vent Trunk:

The existing vent located on the port side, at about frame 35 shall be modified to suit new arrangement for the NavLab.

5.2 New NavLab Installation:

The new NavLab proposed on the TSGR master plan can be installed as shown on the TSSoMi, as the two ships have the same structure at the 03 level. The TSSoMi crew’s main concern is the possibility of decreased visibility from the bridge to aft, with the addition bulkheads of the NavLab.

The captain’s visibility angles have strict rules, noted in United States Coast Guard (USCG) subpart 92.03, that provide guidance for the crew’s field of vision from the bridge forward and out to bridge wings. Permanent obstruction must not exceed 10 degrees each or total more than 20 degrees. The rule did not specify visibility for viewing aft, therefore, in order to provide maximum visibility, the new NavLab shall be outfitted with windows with the same spacing as the rest of the existing pilothouse. See Figure 7.

Two additional doors will also be provided for egress out of the NavLab. One on each port and starboard side. The new NavLab shall be furnished with a new water closet, this is proposed on the starboard side, adjacent to a water closet that serves the pilothouse. The NavLab’s furnishing are to be provided by the ship’s force in accordance to the ship’s need.

Two (2) vertical ladders are proposed for access to the topside of the new NavLab deckhouse. One each on port and starboard side. The location of the vertical ladders shall be located at approximately frame 37, or at a location best suited for ship’s crew. Vertical ladders vice inclined ladders are proposed due to minimum impact of visibility as looking aft out of the NavLab.

6.0 PROPOSED OPTION 2 OF STATEROOM ARRANGEMENTS:

6.1 Berthing Arrangement:

A new arrangement, Option 2 is developed as the new proposal for TSSoMi which provides the maximum six (6) additional staterooms as requested. Two (2) rooms are calculated to be about 147 square feet, one (1) room is 167 square feet and three (3) rooms have 171 square feet. These spaces have similar square footage as the new staterooms propose on the TSGR master conversion plan. Each space is also furnished with individual sanitary space, berth, desk, chair and wardrobe. See Figure 8.

The proposed cleaning gear locker, 02-44-2, with spaces reserved for the HVAC equipment and a new 120-gallon hot water heater to support the additional personnel.

The location of the service sink and the hot water heater can be modified based on the final size of the HVAC equipment. The stacked self-service laundry has its own separate compartment from the cleaning gear locker.

The proposed arrangement has a new outboard longitudinal bulkhead at 6 feet off centerline of the ship, starboard side, from frame 53 to 72. This configuration provides adequate space between the new deckhouse bulkhead and the new proposed A-frame style davit and fast rescue boat. As presented, this would provide approximately 7’-6” of transverse and 18 feet of longitudinal of open deck space for muster, training and rescue boat operations.

6.2 Inclined Ladder:

In accordance to TSGR master conversion plan, a new inclined ladder is proposed at the same location as the BERP. Since Option 2 does not expand the machinery access trunk/stair tower, and a new flush BERP was proposed, the only way to satisfy meeting the TSGR’s proposal, this new ladder would need to be embedded into the new BERP.

In order to provide a new inclined ladder, structural modifications will be required to the BERP for a new 60” by 30” open hatchway. This will now make the BERP non fire zone compliant. If fire zone requirement is to be satisfied, a new companionway (or doghouse) shall be installed on top of the BERP to enclose the new ladder hatchway.

This new companionway will interfere with people accessing the new berthing spaces, when they come through the door from forward deckhouse at frame 45.

Figure 9 depicts the ladders arrangement of the proposed new ladder in the machinery access trunk on the TSSoMi. This elevation view has a typical 5-foot, 9-inch person to display a clear visualization of access. New landing platform at 01 level shall be engineered to be removable.

7.0 ELECTRICAL:

7.1 New NavLab Installation

New LED overhead lighting, Emergency Lighting and 120V receptacles will be installed in the new NavLab and water closet using existing spare Lighting, Emergency Lighting and Receptacle panel circuits. New exterior deck lighting fixtures will be installed using existing spare Emergency Lighting panel circuits.

A new public address (PA System) speaker, new fire alarm system detector and LAN drops will be installed in the NavLab, extending the existing system into this space.

The ships existing gyro, general alarm and miscellaneous electronics equipment battery boxes will be relocated to the outboard Pilot House bulkhead. Associated electrical cabling modifications will be required.

7.2 New Berthing Upgrade

Regardless of which option MARAD selects, the required electrical modifications are basically the same.

New LED overhead lighting, Emergency Lighting, berth lights and 120V receptacles will be installed using existing spare Lighting, Emergency Lighting and Receptacle panel circuits to support the new berthing upgrade arrangement regardless of which option is installed.

New exterior deck lighting fixtures will be installed using existing spare Emergency Lighting panel circuits.

A new 450V and 120V power panel and associated transformer will be installed in the new 02 Level Passageway to provide electrical power to the new HVAC and hot potable water equipment.

New public address (PA System) speakers, fire alarm system detectors and LAN drops will be installed to support the new arrangement, extending the existing system into these spaces.

The ships existing aft mast shall be modified. Existing navigation lighting cables and cellular antenna cables will need to be disconnected and rerouted to suit the modified/relocated mast.

All electrical material associated with the Berthing Upgrade installation and modifications will be a product of the detailed design drawings.

8.0 HVAC & PIPING:

8.1 HVAC/Chilled Water

The following HVAC and chilled water equipment is existing onboard the TS State of Michigan.

Marine Systems Corporation 19 February 16, 2023

2 Chiller Water Plants at 435 ton cooling capacity each (Carrier Transicold Model 90HD08004-0004A, Serial 810000083)

3 Chilled Water Pumps, 2 in use rated at 140 gpm, 53 psi, 7.5 hp, 3 ph, 60 hz, 440 VAC, 10.5 amp, 3450 rpm

7 Cooling Coils throughout vessel, 48 ton cooling load, 148 gpm at 45F o 2-59-4 (Main Control Station) - 5 tons, 4.6 gpm o 2-55-1 (Main Control Station) - 5 tons, 4.4 gpm o 1-71-1 (Classroom) - 10 tons, 37 gpm o 1-68-1 (Classroom) - 10 tons, 37 gpm o 1-36-2 (Living Spaces Main & Focsle Deck) - 7.5 tons, 27.5 gpm o 1-36-4 (Living Spaces Main & Focsle Deck) - 7.5 tons, 27.5 gpm o 02-44-3 (Living Spaces Upper Deck) - 3 tons, 10 gpm

Utilizing the existing chilled water plant/pumps will provide more than enough chilling and pumping capacity if an additional small cooling coil similar to the existing on the Upper Deck were to be added. In order to accomplish the stateroom addition on the Upper Deck, a similar HVAC arrangement to the existing that feeds the 8 current crew staterooms will be installed but kept separate. The following equipment will need to be sized and selected based on heat load calculations for each space during the detailed design phase. The addition of this equipment will inherently increase the electrical load.

Recirculating fan Cooling coil Preheaters and reheaters Exhaust fan, heater, and light units for heads

Regardless of which option MARAD selects, the HVAC/Chilled water modifications remain basically the same. As mentioned above, a significant capacity still remains in the existing chilled water plant so that will be utilized for this stateroom/nav lab addition. The only difference between the options is where the equipment, piping, ductwork will be located which will be a product of the detailed design drawings.

8.2 Hot Potable Water

An 80-gallon nominal capacity hot water heater currently serves the existing crew staterooms on the Upper Deck. This hot water heater serves 8 sinks, 8 showers and 1 washing machine.

Below are the specifications:

o 3 ph, 60 hz, 18-amp, 480 VAC, 1 element, 15 kW o 58.13 in tall, 28 in diameter, 35 in back to front (with control panel)

The stateroom expansion would add 5/6 sinks and 5/6 showers (based on arrangement option selected), 1 washing machine, and 1 service sink laundry and the nav lab would add an additional 1 sink. In order to support the additional hot water users a new hot water heater will need to be installed. An 80-gallon hot water heater, similar to what is currently serving the existing crew staterooms will not be sufficient. Therefore, a 120-gallon hot water heater

Marine Systems Corporation 20 February 16, 2023 with a 15kw element is recommended. This will inherently increase the electrical load onboard.

The new hot water piping serving the new staterooms (showers, sinks and washing machine) and nav lab head will be routed to suit the new arrangement. A new connection to the cold-water main will be run to the new hot water heater and then distributed to the hot water users in the stateroom and nav lab.

Regardless of which option MARAD selects, the hot potable water modifications remain basically the same. As mentioned above, a new hot water heater will be utilized for this stateroom/nav lab addition. The only difference between the options is where the equipment and piping will be located which will be a product of the detailed design drawings.

8.3 Cold Potable Water

In order to serve the new staterooms and nav lab head a new cold water line will need to be run from the existing cold potable water system. This connection will be made from the deck below where there is a larger main connection available. The new cold-water piping will be run to serve the users in the 5/6 staterooms (based on option selected), 1 washing machine, 1 service sink and the 1 additional sink in the nav lab head.

Regardless of which option MARAD selects, the cold potable water modifications remain basically the same. The only difference between the options is where the piping will be located which will be a product of the detailed design drawings.

8.4 Flushing Water

In order to serve the new staterooms and nav lab head a new flushing line will need to be run from the existing flushing water system. This connection will be made from the deck below where there is a large main connection available. The new flushing water piping will be run to serve the users in the 5/6 staterooms (based on option selected) and the 1 additional water closet in the nav lab head.

Regardless of which option MARAD selects, the flushing water modifications remain basically the same. The only difference between the options is where the piping will be located which will be a product of the detailed design drawings.

8.5 Plumbing Drains/Vents

New plumbing drains will need to be installed from the water closets, showers, sinks, washing machine, deck drains and service sinks for the new nav lab and staterooms in the overhead of the Upper Deck and Focsle Deck, respectively. The location and routing of these drains will be dependent on the arrangement option selected, underdeck structure, and interferences in the overhead of the aforementioned decks. The plumbing vents for the new drains in these spaces will be round through the deck house exterior bulkheads, similar to how the existing vent lines are run.

Marine Systems Corporation 21 February 16, 2023

Regardless of which option MARAD selects, the plumbing drain/vent modifications remain basically the same. The only difference between the options is where the piping will be located which will be a product of the detailed design drawings.

8.6 Firemain

The extension of the deckhouse on the Upper Deck means that additional fire station(s) will be needed in order to meet current firefighting requirements. This means the existing 3” firemain piping running underneath the Upper Deck will need to be extended to accommodate the installation of additional fire station(s). The existing fire pumps have sufficient capacity to serve the new fire station(s) in accordance with ABS/USCG requirements.

Regardless of which option MARAD selects, the firemain modifications remain basically the same. The only difference between the options is where the fire station(s) and piping will be located which will be a product of the detailed design drawings.

8.7 Ventilation (Upper Deck – Existing)

There are several existing ventilation goosenecks that will need to be modified in order to suit the installation of the new deckhouse extension for the staterooms on the Upper Deck and the nav lab on the Bridge Deck.

Replenishment air supply gooseneck located 4” forward of FR 55 on port side 211” off centerline will need to be relocated o Feeds Fan Room 1-67-1 Supply air duct for existing Fan Room 02-42-1 at FR 45 on STBD side will need to be rerouted (exterior aft side of space) Existing exhaust outlet for the dryer in CG Locker 02-41-2 at FR 44 on port side will need to be relocated (exterior aft side of space)

9.0 ROUGH ORDER OF MAGNITUDE MATERIAL REQUIRED

9.1 Berthing Upgrade

A rough order of magnitude of material to accomplish the upgrades was calculated for estimating the weight and stability impact to the ship. The TSGR master conversion plan did not provide materials to be used for construction of the new deckhouse. In accordance to ABS rules for building and classing marine vessels, parts 3, chapter 2, the bulkhead thickness required is calculated to be 0.248 inches; therefore, for weight comparison purpose, the bulkheads are to be 10.2# plate (1/4” thick) and bulkhead stiffeners as 4”x3.25# tees, which are the same proposed materials to be used for the TSSoMi. For initial material calculation, the overhead plating and the overhead stiffener are to be consist of the same material. The final size of the bulkhead stiffener and the overhead stiffeners shall be determined upon final superstructure calculations.

Marine Systems Corporation 22 February 16, 2023

HVAC and electrical materials and weight are not part of this list because as they will be approximately the same and evenly distributed throughout the proposed area regardless of which option is to be installed

Both Option 1 & Option 2’s construction material is listed in Table 1. The amount of plate required to install Option 1, the TSGR master plan is 245 square feet more steel plating than Option 2. This alone adds approximately 2,500 additional pounds. The bulkhead stiffener required for Option 1 is 164 linear feet more than for Option 2, this would increase the weight by about 500 pounds. Weight and lightship impact is calculated and shown in Section 10.

9.2 NavLab Install

A rough order of magnitude of material required to accomplish the installation of the new NavLab is exhibited below, Table 3. the TSGR master conversion plan did not provide the materials to be used. Following requirements set forth by ABS, the materials shall be the same as the stateroom deckhouse installation, utilizing 10.2# plate (1/4”) for bulkheads and deckhouse top, and 4”x3.25# tees bulkheads and overhead stiffeners. The NavLab is to be located on 03 level, this installation will also impact the lightship.

10.0 WEIGHT IMPACTS

10.1 Berthing Upgrade:

The weight and the effect to the lightship of options is listed in Table 4. The latest known lightship characteristic was extracted from Reference (4). The weight impact of both berthing options and the NavLab installed was calculated based on the materials calculation in Section 9.

For Option 1, the TSGR master conversion plan, the weight of structures required is calculated to be 23.9 LT. For Option 2, the total weight is calculated to be 22.37 LT. Option 2 is lighter than Option 1 and it also provides the six (6) desired additional staterooms. The TSGR’s plan is only to add five (5) staterooms, and the weight added is approximately 1.5 LT heavier.

If Option 1 was selected to be installed, the lightship values changed the vertical center of gravity to increase by almost 5 inches, longitudinally aft by 5 inches and transversely shifted toward the centerline of the ship by 7/8 inch. The percent weight change is calculated to be 1.73%, in accordance to Marine Safety Center Technical Note (MTN) 04-95, aggregate of weight change total less than 2% from last known lightship characteristics does not require a complete stability test. However, since HVAC/piping and electrical materials were not included in the initial material weight estimate, and even though they’ll be evenly distributed in the area of modification, they will have effect to the overall weight. With the combined total weight of HVAC/piping, electrical and any additional furnishing not listed will affect the ship’s lightship to over the 2% allowance of change, a complete stability test will be required.

Marine Systems Corporation 25 February 16, 2023

If TSSoMi Option 2 was selected, the change in lightship is approximately the same as Option 1, however, Option 2 is more favorable in the transverse, as the shift in the lightship by approximately 1” to port side. Option 2’s effect on the lightship is less than Option 1’s value, as noted above, HVAC/piping, electrical and any additional items will most likely increase to be more than 2% change, therefore, a complete stability test after the completion of the stateroom installation is required.

10.2 NavLab Install:

The NavLab installation weight is calculated separately to provide the ship the flexibility of choice to be install or not, in accordance to ship’s individual needs. Table 4 also provided the weight and lightship effect of the NavLab installed. By installing the NavLab alone would raise the vertical center of gravity by approximately 1-7/8 inch. The longitudinal center of gravity would shift aft by approximately 5 inches also, there will be no change of transverse center of gravity as the NavLab is located on centerline.

The NavLab weight impact is also examined when combined with deckhouse installation options’ weight impact. If the NavLab is installed in conjunction with Option 1 or 2, the vertical center of gravity will rise by approximately 6-5/8 inches, longitudinal and transverse change by approximately 3-3/4 inches. The change in lightship from installing deckhouse option with the NavLab increases to 2.18% & 2.06% in change, respectively. A complete stability test will be required.

10.3 Berthing Upgrade with Fast Rescue Boat and Davit:

It is the ship desire to upgrade the existing slewing type davit to a A-frame style davit equipped with a fast rescue boat in conjunction with the berthing space upgrade. The weight and moment impact of the rescue boat and deckhouse installation is shown in Table 5. The existing slewing type davit and rescue boat weight was not known, the weight calculated for the lightship effect was calculated for the installation of the new fast rescue boat and davit.

This additional weight does not include any structural support that maybe required for the new fast rescue boat and davit upgrade. The engineering for new davit structural support has yet to be accomplished. Once that is complete, the weight will be updated accordingly.

Both Option 1 & Option 2 berthing upgrade combined with the fast rescue boat does not provide too much of a difference in lightship for vertical and longitudinal directions. The transverse distance would remain the same if Option 1 is selected and would improve slightly if Option 2 is installed.

The fast rescue boat upgrade combined with the berthing space installation; the weight change will be greater than the 2% of change allowed. If the fast rescue boat is to be installed prior to new stateroom upgrade, the full stability test can be performed after the completion of the new deckhouse.

11.0 RECOMMENDATIONS

MSCorp recommends berthing space arrangement Option 2 as the best option for fit and function for TSSoMi. As shown in Figure 8, this option is recommended due to the maximum staterooms to be provided to better suit the ship’s needs. As oppose to Option 1 which only provides five (5) additional spaces and insufficient work and muster space near the fast rescue boat on the 02 level for training purpose.

Option 2 does not contain a separate lounge area, but was able to provide ample muster and work space around the fast rescue boat. The addition of six (6) personnel does not warrant a new lounge as there’s already an existing lounge (approximately 370 SF) located on the main deck, port side, from frame 14 to frame 29, which is sufficient to provide recreation space for six additional personnel.

Although Option 2 is recommended, the new inclined ladder to be embedded in the BERP is not recommended as it will require significant structural modification to the BERP as well as a new companionway that will interfere with passage for personnel into the new berthing spaces. This proposed inclined ladder was meant to provide a swift access to the 01 level from the new berthing deckhouse, however, an existing inclined ladder near frame 25 would be able to provide access from the 02 level to the 01 level. If seeking a quicker route to 01 level or if in case of emergency, two other egress ladders can also provide expeditious exit from the 02 level via the existing port side ladder at about frame 48 and the existing aft ladder at frame 74. The new proposed inclined ladder to be built in the BERP is not feasible to be installed on the TSSoMi.

At this time, MSCorp will not provide specific recommendation for the NavLab installation. The TSGR master plan of the NavLab can be applied to the TSSoMi, as shown on the master conversion plan, if desired. During the July 2022 shipcheck, a discussion with the ship has concern with lack of staff member to man the space. Therefore, the final decision for this installation shall be at MARAD and the ship’s own discretion of use and need aboard the Training Ship State of Michigan.

A complete full engineering and design for all discipline will be forthcoming once MARAD has selected an option to best suit the ship’s requirement. Final design drawing package shall meet all ABS requirements and approved by ABS.
