This document is a combined synopsis and solicitation from the Department of Transportation Maritime Administration for repair services on the Training Ship State of Michigan. The solicitation seeks quotes for gas free certificates, renewing 700 square feet of flooring, repairing or replacing approximately 100 linear feet of handrails, drawings for installing a rescue boat and davit, refurbishing exhaust piping insulation, replacing expansion valves, conducting vibration and thermographic inspections, and supplemental labor and materials. Quotes are due by April 3, 2023 and award will be made on a lowest price technically acceptable basis to a responsible small business. The work must be completed by September 30, 2023 at the Great Lakes Maritime Academy in Traverse City, Michigan.

69727623Q000008 TS SOMI FY23 Spring Repairs Questions and Responses
1. Question: For vessel drawing updates (General Arrg’t, Electrical One Line and Fire & Safety Plan), will these be furnished in AutoCAD format (versus having to recreate in CAD prior to updating)?
Response: Yes, but not during the solicitation process. Once awarded, the firm contracted will be given the AutoCAD DWGS upon request
2. Question: With 6 staterooms added, is the total capacity on board the vessel increasing? If so this could affect lifesaving, consideration to services such as potable water capacity, MSD unit and sewage capacity.
Response: This solicitation does not mention anything more than the feasibility of the staterooms being added on board.
It does mention that the drawing for the new rescue boat, taking into account the staterooms onboard and plan accordingly.
3. Question: Assume weight estimate task would need to capture all changes taking place on the vessel and not just the item 105. Weights and centers of gravity will need to be, including removals. Most other items appear to be a replace in kind, with the exception of the flooring, so there may not be much here aside from the item 105 changes.
Response: The firm hired for the drawings will make the final determination, however we expect the weight to be too slight to require any changes in the “G” (Center of Gravity), calculations.
4. Question: When was the last time the Fire & Safety Plan was updated? Standard for IMO symbols has changed – will the plan require updating for these as well as the vessel changes?
Response: Fire plan Rev. D, USCG approval Dated March 2023 is onboard, but can be provided upon request.
5. Question: The statement of work calls for two (2) prints of drawings. The statement of work says approved drawings, are these copies just for record or are additional color plots of the Fire & Safety Plan needed for posting onboard the vessel?
Response: Yes, they are copies.
6. Question: The statement of work mentions as reference/enclosures Palfinger drawings/data and also a stateroom feasibility study, but they are not included in the statement of work document.
Is either or both of those items available?
Response: Palfinger’s drawings and Technical Data Sheets are not MARAD’s and therefore MARAD chooses only to reference what Palfinger can provide. MARAD does assume the contractor will be in contact w/Palfinger’s technical division throughout the process.
7. Question: The statement of work document (105, section 5.4) mentions the contractors shall, “Prepare detailed engineering package for both modifications, including but not limited to structural, piping, electrical, HVAC, joiner drawings, and should include detailed bill of materials.” Are full A&D piping drawings expected for these modifications or are diagrammatic arrangements on GA backgrounds (similar to original drawings) sufficient for this plan? Full A&D drawings will significantly increase cost and may require an additional ship check.
Response: See Amendment changes to paragraphs 5.4 & 5.5.
8. Question: Is a firemain drawing available? We are wondering if some modification may be needed based on the additional accommodations.
Response: The Statement of work is to provide AE services for installation of the FRB, not the staterooms. The staterooms should be kept in mind during the design, using the provided Stateroom Feasibility Study conducted by the AE groups, MS Corp.
9. Question: Can we get a latest copy of sewage, potable water and HVAC drawings to confirm what we have on file are accurate? Have there been any other mods drawings done along the way? Bay Engineering did some sewage mods but we are unsure if those were all incorporated.
Response: All ships drawings are being provided; however, FRB installation will affect none of those areas.
10. Question: With regards to the updates for stability:
a. Is a GHS model available? If not we would need to create one. Is the Lines Plan available in
AutoCAD format?
Response: It is MARAD’s opinion, based on numerous studies and information provided by AE firms that did revisions to systems on board this ship and other like ships within MARAD, including a Fast Rescue Boat that the “G” will not be affected. If, however, the AE hired, believes it will, MARAD will provide a pathway to accommodate that detail through a contract MOD and delivery order.
b. For the weight estimate, we assume only updates for this current statement of work are required. Please confirm there are no previous modifications since the last stability test or deadweight survey that need to be captured.
Response: There have been no changes since the last stability test.
c. Are the existing stability documents (Intact Stability and Damage Stability) available for reference and update versus having to create from scratch?
Response: Yes
d. Are existing Tank Capacity Tables available?
e. Are existing Hydrostatic Tables available?
f. Is an existing stability letter available?
11. Question: For the Electrical One Line Diagram update, is the intent just to do a mods drawing for changes involved with this statement of work, or are there other changes from the existing diagram that will need to be captured? The statement of work mentions an “as built” update to reflect the current vessel. If full update/confirmation is required, an electrical survey on board the vessel will be required.
Response: It is MARAD’s opinion, that the existing power to the FRB Davit on board will be more than sufficient to accommodate the instillation.
12. Question: Similar to item 5 above, the statement of work indicates the Fire & Safety Plan and General Arrangement be updated to reflect “as built” current vessel condition. Will these drawings just be updated for the changes involved with this statement of work, or are there previous changes that will need to be captured? If a full update/confirmation is required, then a survey onboard the vessel will be required.
Response: Because the location of the current FRB will be moved one deck down one deck, where it was originally, but on the port side, the fire plan Edition E “may” require a revision, but only when actually moved to that location, as the Fire Plan shows the FRB but it’s not relevant to the content of the fire plan with the exception indication the location of a portable fire extinguisher.
13. Question: We did our site visit yesterday and the boat informed us that they do not have any hand railings to be replaced for this dockside. How would you like us to proceed with this item in the bid? Will it be omitted or should we just plan on replacing it, even though there are no areas in need of replacement?
Response: Please quote as you would, at the cost per linear foot to replace. If it is determined that replacements aren’t needed, we can modify the contract and it wouldn’t be invoiced for.
