Most POCs for Past Performance reference contracts are reluctant to complete the Questionnaires if they have already issued CPARs for the contracts. Can offerors submit CPARs in lieu of Questionnaires?
For Past Performance Reference Contracts in which Contractor Performance Assessment Report (CPAR) is issued by the customer (Government), Offerors can submit the CPARs in lieu of the Questionnaires.
X

See amendment to SIR/RFP: CPARs may be submitted in lieu of attachment S-3 as long as it addresses the following minimum elements: cost control, schedule, quality and customer satisfaction.

Does the Program Manager need to be onsite 100% or can this be a remote position?
Given COVID restrictions, we respectfully request that telecommuting be allowable.

No, it is not a requirement for the PM to be onsite 100% of the time. However, the PM must be available to the FAA Program Office to meet face-to-face after facility opening, as required.

Can you clarify the tiered evaluation process for determining award? How will you determine SDVOSB( Tier 1) award from an 8(a) award (tier 2)? If the FAA evaluates SDVOSB firms first and determines a viable contractor, will the applications of the other tier 2-5 firms NOT be evaluated?
Firms that are not Tier 1 run the BIG risk of expending time to develop and submit a proposal that will NOT even be considered for award. This is a big risk for companies expending valuable resources without an opportunity to earn business. Setasides are usually established in the market research phase to determine market competition adequacy. We ask that all tiers be evaluated against each other so that all companies have a fair opportunity to compete for the FAA business.
X

Please see Section M.2 Evaluation Process for the explanation of the tiered evaluation.

As this is a T&M contract, what is the level of effort for each of the 3 labor positions.

The level of effort is determined by the task to meet an acceptance according to the deliverable.

The Government states “offeror’s lack of past performance on similar types of contracts may result in an offeror receiving a lower rating.” Since all other federal agencies rate contractors with no similar past performance as neutral. Why is FAA not willing to give new organizations a fair opportunity?

This solicitation will give all respondents a fair opportunity to compete. Past performance is an evaluated factor that is equally important to the other factors so its importance cannot be diminished. A neutral rating is designed to be neither hinder or advance new entrants in the competition area, to allow for their participation but not discounting the information that past performance provides (either positive or negative) by those establish in an area of competition. The FAA will impartially and objectively evaluate any potential offerors based on the evaluation criteria, so we encourage you to pay particular attention to the details required for the proposal.

In light of COVID-19 and the CARES Act. What happens in the instance where an employee potentially thinks that they have COVID-19, displays signs of the illness or have been in contact with someone who has. We know that the employee must potentially be tested and then quarantine for 14 days or at least until such time that the test comes back negative. I have found in some cases that the contracting officer still wants a "Body" on the contract while the potentially ill employee is tested and cleared (at least 14 days but in the case where the person is positive, longer). In cases where the second person is needed/ required you (the small business) are essentially paying for two staffers (one sick leave and the other regular pay). Not to mention, the cost of vetting, background checks and so on. How does the small business re-coup the cost or will the agency allow billing for both bodies during the time period that the first employee is out?

There are specific procedures in place that will be provided to the awardee. Standard contract procedures allow for adjustments. Recoup is not guaranteed. Determinations will be made on case by case basis if replacement is required.
