See answer to Question 24, above.
26 H 34 When it states "Additionally, all members of the successful
Offeror’s Solution‐Delivery Team may also have unmitigable conflicts of interest on FAA contracts awarded after this
Contract’s period of performance," please confirm if OCI is applicable for the entire FBSS contract or if the OCI will be per task order.
The Restrictions on Future Contracting set forth under SIR
Section H.10 is applicable for the entire performance period of the FBSS Indefinite Delivery Indefinite Quantity (IDIQ)
Contract, as well as three (3) years after completion and acceptance of all work performed under the FBSS IDIQ
Contract, in particular under any subsequent task orders awarded against the FBSS IDIQ Contract.
27 H 34 It says "The FAA finds that such circumstances may create an unfair competitive advantage should any member of the
Contractor’s team compete for any future FAA contract awards." If we have a firewall plan in place as part of our planned OCI mitigation, will the government provide waivers for other members who are not performing the work on the task order?
The FAA will exercise its discretion and will determine on a case‐by‐case basis as to whether a waiver may be considered, in light of an offeror's OCI Mitigation Plan implementing a firewall.
28 H 31 In H.4.6, "Unless authorized by TO or CO, telework is NOT permissible." However, the pricing calls for both contractor site and government site pricing. Does that mean telework will be permissible?
Whether or not telework is permitted is not relevant to an offeror's ability to propose contractor‐site labor rates. Please be advised that telework refers to a work arrangement that allows the contractor's staff to perform work, during any part of regular, paid hours, at an approved alteranative worksite.
29 H 34 Please clarify that the "Contractor’s Solution‐Delivery Team" in this clause only applies to personnel performing the work, and not the entire organization: “all members of the Contractor’s
Solution‐Delivery Team, may have an unmitigable conflict of interest on all FAA contracts awarded or performed during this period."
"Contractor's Solution Delivery Team" applies to the entire organization.
30 H 31 In H.4.6, "Unless authorized by TO or CO, telework is NOT permissible." However, the pricing calls for both contractor site and government site pricing. Does that mean telework will be permissible?
See answer to Question 28, above.
31 H 34 We interpret “Solution Delivery Team” to mean only the resources performing work on the particular system/accessing data that creates a conflict of interest. If this interpretation is not correct, please clarify.
This interpretation is incorrect as certain organizational conflicts of interest will pertain to the organization as a whole and not the individual employees. See also answer to
Question 29, above.
32 H 31 Section H.4.4: Will the government provide an estimate of the work hours / hours of operation for the Help Desk technicians?
Should our staff be on client‐site 7 days a week during core hours or 5 days per week during core hours?

113 C 11 C.4.1.2.3 Is there more than one help desk supporting the legacy FBSS work today?
Yes.
114 C 16 When do the incumbent contracts end? FBSS is a follow‐on to FAA's Financial Integrated Support (FIS) contracts. The last task orders under those contracts are expected to expire Summer 2020. FAA may use FBSS to acquire support currently provided under other contract vehicles. FAA cannot provide expiration dates for other incumbent contracts.
115 C 11 Approximately how many users are at FAA HQ? See answer to Question 59, above.
116 C 11 Approximately how many users are at MMAC OKC? See answer to Question 59, above.
117 C 11 Approximately how many users are distributed at at other FAA locations?
See answer to Question 59, above.
118 L 80 Labeling requires a Table of Graphs. In our vernacular, this would be a Figure and MS Word does not support a "Graph" reference type. We believe this item can be removed with no consequence and we recommend doing so as it will be viewed as a compliance item that may be difficult to comply to.
See revision to L.10.2
119 L 76 L.3.3, Bullet 2 ‐ File Name: Note that the Ampersand character is not permitted in the Windows file system. We recommend simply removing it to title the file name as … QA Matrix
Noted. No changes made since Q & A documents have already been received.

See answer to Question 85, above.
122 L L.12.2 pg 83 Can we simply affirm reps and certs in SAM rather than filling all forms?
See answer to Question 59, above.
123 L 84 The third bullet under L.13 states: “PPQs from teammates or subcontractors of the Offeror are not acceptable. PPQs from the members of a Joint Venture formed specifically for the purposes of this competition are acceptable." Will the
Government please change the past performance requirements to permit subcontractor experience? To limit past performance references to only small business prime contractors or joint ventures (JV) would unduly restrict competition by limiting the number of firms who would otherwise be qualified through their valid experience as a subcontractor. In addition, material support provided as a subcontractor offers the same value in demonstrating capacity and professional qualifications as providing those services as a prime or through a JV. If the
Government’s concern is demonstrating capacity for work that is similar in size and scope, it could fairly revise the solicitation to restrict subcontractor references to those engagements where the entity can demonstrate that it provided 10% or more of the required services as a sub. Further, it is common procurement practice to permit references through traditional prime/subcontractor relationships, since the Government can still evaluate risk, size, scope, experience, and value.
The SIR has been updated.
