Labor Category Level Degree Experience Description Administrative Assistant N/A AA 3+ Performs administrative functions including meeting coordination, scheduling, calendar maintenance, visitor management, coordination of office administrative functions, file maintenance, and the preparation of documents which may include complex formatting, requiring proficiency with MS Office products
Business Requirements Analyst I B 0-5
Performs feasibility analysis, scopes projects, and works with the project management team to prioritize solution functionalities. Creates detailed Business Requirement Document (BRD) and translates it into functional specifications. Provides analytic support by coordinating data extraction from various databases and data interpretation.
Partners with development and analytic teams to provide reporting on software solutions. Participates in Integration Testing and User Acceptance Testing (UAT) and Functionality Testing. Requires degree in business or IT-related field.

Database Analyst/Programmer I B 0-5
Designs, implements, and maintains complex databases with respect to JCL, access methods, access time, device allocation, validation checks, organization, protection and security, documentation, and statistical methods. Projects long-range requirements for database administration and design in conjunction with other managers in the information systems function. Includes maintenance of database dictionaries, overall monitoring of standards and procedures, and integration of systems through database design. Requires degree in related field. Relevant certification preferred.

Responsible for providing technical assistance and support related to computer systems and software. Responds to queries, runs diagnostic programs, isolates problem, and determines and implements solution Respond to queries either in person or over the phone. Contributes to knowledge bases of work arounds and solution scripts. Responds to email messages for customers seeking help. Asks questions to determine nature of problem. Walks customer through problem-solving process. Runs diagnostic programs to resolve problems Follows up with customers to ensure issue has been resolved. Obtains feedback from customers about computer usage. Runs reports to determine malfunctions that continue to occur. Degree in computer science or related IT, technical or business field required above Level I. Certifications related to Oracle Financials desired.

Program Manager N/A B 7+ Responsible for comprehensive program management across a broad collection of work activities. Provides leadership across inter-organizational management team. Applies knowledge of the client environment and needs, plus relevant technologies and processes to guide and shape the work of the team. Financial performance responsibility for a significant segment of work across multiple teams. Business management activities may include oversight of all administrative processes and support functions needed to assure proper staffing, training, work execution, reporting, accounting, quality management, compliance management, task and contract management, subcontract management, cost control, and other related areas. Develops and manages key senior client level relationships and key senior partner relationships. Responsible for client satisfaction and fostering team coherence and harmony. PMP or equivalent certification desired.
Subject Matter Expert N/A B 10+ Provides senior level, specialized expertise in support of FAA budget and finance related systems. Intended to capture unique skill sets not otherwise found in labor schedule but necessary to provide ad hoc expertise related to work areas in scope.
Systems Engineer/Programmer
I B 0-5
Formulates/defines specifications for complex operating software programming applications or modifies/maintains complex existing applications using engineering releases and utilities from the manufacturer. Designs, codes, tests, debugs, and documents software applications. Consults on configuration environments. Evaluates new and existing software products. Addresses problems of systems integration, compatibility, and multiple platforms. Performs feasibility analysis on potential future projects

Project/Task Leader N/A B 7+ Organizes, supervises, manages, and/or directs contractor employees in the performance of the task orders described in the Statement of Work (SOW). Serves as primary Point of Contact (POC) for Contracting Officer (CO)/Contracting Officer's Representative (COR).
Must have experience in planning, tracking, and reporting labor requirements and hours for each task; tracking and managing funding and expenses; and problem tracking, reporting, and resolution. Must be familiar with the FAA Acquisition Management System (AMS) or other similar acquisition systems.
Technical Writer N/A B 5+ Researches, writes, and edits a variety of technical articles, reports, brochures, training materials, fact sheets, presentations, and/or manuals for documentation for a wide range of uses. Responsible for coordinating the display of graphics and the production of the document. Provides analysis and compilation of technical and statistical information.
Establishes, plans and administers technical writing policies and procedures in accordance with governmental policies and procedures. Must have the ability to translate technical concepts and information for various audiences at different levels of technical literacy and must be able to produce accurate, strategic written materials under tight deadlines.
Requires a Bachelor's degree in a relevant field or a Bachelor's degree in a technical field plus a minor or certification in technical writing or communications.
*The Minimum Education column notes the required minimum degree in a technically relevant field for each labor category and level. Some labor categories may have additional or more specific degree requirements in the Description column. AA = Associate Degree in a technically relevant field; B = Bachelor Degree in a technically relevant field; M = Master’s or Professional (i.e. JD, MD) degree in a technically relevant field.
“Technically Relevant” is defined as education, certifications, and experience that directly reflect and relate to the labor category description and work, task, or project being evaluated. A college degree must be from a U.S. accredited institution. Non-U.S. degrees may be acceptable at the discretion of the Contracting Officer with a written request for waiver and proof of equivalence to a U.S. accredited degree from the Contractor.
** Substitution of Experience for Education
• Master’s - The Offeror may substitute a Bachelor’s degree plus four (4) years of experience beyond the minimum required experience
• Bachelor’s - The Offeror may substitute six (6) years of experience beyond the minimum required experience
• Associate’s - The Offeror may substitute four (4) years of experience beyond the minimum required experience
