About this file

This document contains questions from potential vendors and responses from the Federal Aviation Administration (FAA) regarding solicitation number 693KA9-19-R-00022. The FAA is seeking a commercially available software platform to track, collect, analyze, and report social media metrics for its Office of Communications (AOC) Social Media Team. The platform must support capabilities including searching social media posts and comments, archiving press releases and media advisories, and exporting metrics to images for reporting purposes. The FAA intends to manage between eight to twelve social media accounts using the solution, which should be accessible via both web and mobile applications. The requirement is for a one-year base period and four one-year option periods under a fixed-price contract. The FAA did not make any changes to the selected NAICS code or consider using an alternative contract vehicle in response to vendor questions.

FAA AOC Social Media Tool SIR693KA9-19-R-00022 Vendor Questions and FAA Responses September 27, 2019

ID

SIR

Section Question FAA Response

I am hoping to find out if the subject effort is a new requirement or a follow-on to an existing contract? If the latter, can I please find out the incumbent contractor's name and contract number?

We do not currently have a contract to support this effort.

I came across this opportunity and just trying to figure out if there is a specific contract vehicle that is required.

The FAA does not understand what is specifically being asked in this question or the observation being made. The Agency's intent with this published SIR is to make a contract award. Offerors intending to respond to this SIR are not required to hold a specific contract in order to compete for a contract award resulting from this SIR.

3 L.2.4 & L23

The RFQ states, “NAICS codes based on annual receipts, the annual average receipts for the last three fiscal years cannot exceed $27.5M” Based on the feedback from our contracts and legal team, there is no such VAR with revenue for the last three fiscal years < $27.5M.

This side standard also flows down to the OEM for this NAICS code (the Non- Manufacture rule). This means the combined revenue of the contract holder and the OEM’s revenue over the last three years cannot exceed $27.5M.

Would you consider adjusting the NAICS code or NASA SEWP, Service Disabled Veteran Own Small Business?

The FAA will not change the NAICS code used for this procurement. The FAA believes the NAICS code is correct for this procurement. Additionally, the FAA will not consider using the NASA SEWP vehicle for this requirement, given that the Agency's prior market research indicates that adequate competition in the current market place exists for the Agency's requirement.

For the secondary Requirement #10 - Ability to download data regarding digital content. Can you please give more specifics regarding what content you want to download?

The Agency seeks the ability to download raw data from each platform without a limit of mentions or quantity of content.

For the primary requirement #15 - Ability to email and archive press releases and media advisories. Are you looking to send emails out externally or

The Agency seeks to receive email alerts internally for digital listening triggers.

FAA AOC Social Media Tool SIR693KA9-19-R-00022 Vendor Questions and FAA Responses September 27, 2019 to receive email alerts internally for digital listening triggers?

How many social properties or accounts (e.g., Twitter handle, FB page) do you plan to publish/manage via the solution?

The Agency anticipates between 8-12 accounts.

7 C.5.2

Primary Capabilty #2 What is the specific definition of "search" in this context? Assuming it the ability to specify a set keyword for "canned" searches.

The Agency defines "search" as the ability to specify key words, tags, phrases, articles, geographical location, time, authors and accounts.

8 C.5.2

Primary Capabilty #4 Is the AOC looking for native iOS and Android apps, or is web-based sufficient?

Although web-based is sufficient, AOC also needs to access the solution, via mobile phone (i.e. iOS and Android applications).

9 C.5.2

Primary Capabilty #5 Is posting across all channels or specified channels?

As it relates to Primary Capability #5, "posting" means both posting across all channels and posting on specified channels.

10 C.5.2

Primary Capabilty #6 Searching comments requires customization based on the comment source site.

Does "website comment sections" refer just to FAA website properties or non- FAA controlled websites?

As it relates to Primary Capability #6, "website comment sections" means both FAA website properties or non-FAA controlled websites.

11 C.5.2

Primary Capabilty #8 What is the use case for exporting to image?
