B.7 CONTRACT PRICING
The following section describes pricing requirements for Fixed-Price (FP) and Time and Materials (T&M) Task Order (TO) pricing.
B.7.1 Time-and-Materials, Labor-Hour Pricing
(a) Ceiling Rates for T&M and L-H Task Orders Attachment J001, Labor Rates Table, specifies the maximum fixed hourly rate that the contractor may charge under T&M TOs under this contract. All TOs issued with T&M pricing will be subject to the maximum labor rates set forth in Attachment J001. The labor rates in Attachment J001 reflect fully burdened hourly rates for each labor category and will apply to all direct labor hours regardless of whether the labor hour is expended by the contractor or by one of its subcontractors. The labor rates in Attachment J001 are fully burdened and include direct labor and all indirect costs applicable, including fringe benefits, overhead, G&A, and profit.
These fixed hourly rates are ceiling rates and will apply to the prime contractor and subcontractors. The contractor may elect to propose lower hourly rates on a TO-by-TO basis.
(b) No Change to Rates if Subcontractors Are Added or Deleted The maximum fixed hourly labor rates in Attachment J001, Labor Rate Table, represent the blended hourly rates of the Contractor and all of its subcontractors. The maximum fixed hourly labor rates in Attachment J001 will not change after the contract award even if a subcontractor is removed by the Contractor or a new subcontractor is added by the Contractor to its team.
(c) Geographic Area The maximum labor rates set forth in Attachment J001, Labor Rate Tables, reflect fully burdened rates for performance within the United States.
(d) Government and Contractor Sites The labor rates set forth in Attachment J001, Labor Rate Tables, reflect performance at either the Contractor’s facility or the Government’s facility with no rate differences.
(e) Time and Material (T&M) TOs
1) For TOs that contain T&M work, the quantity of hours ordered from each labor category will be specified as deliverable hours billable at the ceiling rates specified in Attachment J001, Labor Rate Table, or as negotiated, if lower rates are proposed for the TO. Unless otherwise specified in the TO, the contractor may deliver 80% to 120% of the hours specified for each labor category without a formal modification as long as the contractor does not exceed the obligated funding for the TO’s T&M work.
2) Materials (including Student Transportation, Course Material Printing & Shipping, and Training Facility costs) will be estimated for each TO.
3) The cumulative total of all labor categories ordered plus materials and applicable indirect costs and any Fixed Priced training requirements will define the TO ceiling price.
(f) Materials (T&M TOs)
1) Materials are defined as:
a) Direct materials;
b) Subcontracts for supplies and incidental services for which there is no labor category specified in the contract;
c) Other direct costs (e.g., incidental services for which there is no labor category specified in the contract, student transportation, printing, shipping, training facility
2) Indirect costs may be applied to materials in accordance with the Contractor’s established accounting practices.
3) For T&M type task orders, the Government will not pay profit on materials.
(g) Travel (T&M) If instructor travel is authorized in the TO, travel will be reimbursed at actual direct costs in accordance with the limitations set forth in G.8 Travel Reimbursement. No profit is allowed for travel.
B.7.2 Fixed-Price (FP) TOs
For FP type TOs, the TO proposal instructions will detail how the FP prices will be established based upon the training requirements and deliverables.
B.9 ADDITIONAL LABOR CATEGORIES
At any time and throughout the life of the contract, at the request of the Government, the Contractor may propose additional labor categories, rates and descriptions necessary to support training requirements of this contract or a specific task order. These additional labor categories, rates, and descriptions will be negotiated on a case-by-case basis. The additional categories, rates and descriptions proposed, upon determination by the Government that they are necessary for the scope of the effort and that the prices are fair and reasonable, may be incorporated into Attachment J001, Labor Rates Table or incorporated into a specific task order.

Section C – Description/Specifications/Work Statement
PART I - SECTION C
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
C.1 BACKGROUND
This contract will support FAA’s Acquisition Career Management organization’s provision of a reliable, flexible, fast, and efficient approach for delivering effective, best value training solutions for its target workforce.
The FAA’s Acquisition Career Management (ACM) Division, under the Office of Finance and Management, is focused on identifying strategies that support the long-term growth of the acquisition workforce. Part of the strategy is to have an integrated, well-designed program for training, developing, and certifying the acquisition workforce. The Acquisition Training Management Branch (AAP-320), under ACM, is responsible for planning and implementing an effective, innovative, and integrated competency-based training and development program for the acquisition workforce and the financial management community.
Historically, AAP-320 has delivered over 100 instructor-led trainings and workshops in a given fiscal year. AAP-320 has expanded delivery methodology beyond classroom training events over the last five years in pursuit of more innovative and cost effective means of delivering training.
This contract will support the execution of this training. It will support AAP-320 in delivering best in class, innovative, and results-oriented training programs, professional development opportunities, job performance aids, continuous learning courses, and other activities designed to help the target professionals build the skills needed to effectively accomplish their assigned job duties. The workforce to be trained under this contract includes, but is not limited to, the following professions:
Program/Project Managers; Contracting Officers/Specialists; Contracting Officer’s Representatives (CORs); Real Estate Contracting Officers (RECOs); Researchers and Engineers/Systems Engineers;
Test and Evaluation Specialists; Integrated Logistics Support Specialists; Financial Analysts; Fund Certifiers; Financial Managers; Budget Analysts; Federal Purchase Card Holders and Approving Officials; Acquisition Attorneys; Specialized Support; and Leadership.
C.2 SCOPE
C.2.1 General
This contract will support AAP-320 in the delivery of live, instructor-led training (both in a traditional classroom setting and in a virtual environment) and more distance learning opportunities for the workforce. Distance learning is a way of learning remotely without being in regular face-to-face contract with an instructor in the classroom or without any instructor interaction at all. In the past, distance learning has been associated with correspondence training, but it has evolved significantly with technology. Now, distance learning includes online training, video learning, podcasts, etc. There will be three main strategies used for training delivery:
(1) Delivering contractor commercial-off-the-shelf (COTS) training with or without minimal customization;
(2) Leveraging existing contractor COTS training and customizing it to reflect FAA policies, guidance, procedures, case studies, etc.; and
(3) Developing and maintaining courses for the FAA when no contractor course materials exist (such as for Acquisition Management System, FAA-specific Systems Engineering, Test and Evaluation, and Enterprise Architecture training) or if the contractor’s course materials do not sufficiently meet FAA needs.
The training must be responsive to the needs of the FAA’s workforce and be consistent with industry and government practices. The training target audience is diverse – students ranging from entry to senior level. The contractor must apply training industry standards and appropriate training tools and technology in the most efficient and effective manner. The contractor must have commercial-off-the-shelf (COTS) acquisition training courseware available for delivery. FAA will identify the customization required for the COTS courses. Customization could include FAA specific case studies, scenarios, exercises, or crosswalk to laws, regulations, or policies. FAA will take full ownership of all course materials customized, modified, or updated by the contractor.
Attachment J003 provides curriculum set descriptions and Attachment J004 provides a list of instructor-led courses. Attachment J005 provides the Course descriptions. It is important to note that Attachments J003, J004, and J005 reflect the current FAA AAP-320 instructor-led curricula and are subject to change. The contract will updated to reflect changes to Attachments J003, J004, and J005 when required.
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. When the FAA orders work under this contract, it will do so by issuing individually funded Task Orders (TOs) that identify, define, and issue specific requirements within the Tasking Requirements listed in Section C.3. In response to Task Orders issued under this contract, the Contractor must provide the full range of support services required by the contract.
C.2.2 Task Order Management
(a) Task Order management is a mandatory element for all Task Orders placed under this contract. Task Order management must provide the appropriate program management and project control necessary to manage the Task Order; ensure that the cost, schedule and quality requirements for each Task Order are continually tracked and the status communicated to the FAA; and ensure that each Task Order is successfully completed. The Government will not separately reimburse the Contractor for Task Order Management costs. The Contractor must allocate Task Order management costs to the training course pricing or other fixed price requirements of each Task Order.
(b) The Contractor must furnish and make available all personnel, supplies, equipment, materials, data, facilities, and services necessary to perform the work under this contract.
(c) The Contractor must provide quality technical, analytical, planning, and management support to achieve the requirements of this SOW.

The PMP must include the organizational structure, roles and responsibilities, schedules, key outputs and milestones, and procedures needed to meet the requirements of this SOW. The Contractor must identify all personnel and their functions/responsibilities as they relate to this contract. The Contractor must designate in writing a Program Manager (PM) who has overall responsibility for all work performed under this contract.
