Training Courses
The attached identifies some of the training courses currently being taught at FAA. Each year, up to 4 new courses may be added and/or 4 courses modified, based on new training and certification requirements. Some courses have been developed and/or modified for FAA. Others are Commercial off the Shelf (COTS) courses.
CONTRACTING AND CONTRACTING OFFICER’S REPRESENTATIVE
FAA’s Contracting Officer’s Representative (COR) Basic Training
This comprehensive training course is designed to provide Federal Aviation Administration (FAA) contracting and non-contracting personnel with knowledge of the federal acquisition process using the Acquisition Management System (AMS), as well as the knowledge and skills to execute their responsibilities as a representative of the contracting officer, including Contracting Officer’s Representatives (CORs). This course meets the FAA and the Federal Acquisition Certification for CORs (FAC-COR) Program training requirements for Level II certification. It is also equivalent to the Defense Acquisition University’s (DAU) COR 222 Contracting Officer’s Representative Course, and the Federal Acquisition Institute’s (FAI) FCR 201, Contracting Officer’s Representative level II Course.
Writing Performance Work Statements
In this workshop, students will determine requirements by developing high-level objectives, tasks, performance standards, and inspection requirements. Students will develop their performance work statement and quality assurance surveillance plan using the Acquisition Requirements Roadmap Tool (ARRT) (for Washington, DC Courses only), a Microsoft Access-based tool developed by the Defense Acquisition University (DAU) and endorsed by the Federal Acquisition Institute (FAI) for use by government personnel developing PWSs for services. To facilitate a high level of learning, we encourage students to bring a requirements development project from work. After developing their PWS, students will "live" with it by responding to offeror questions and dealing with ambiguities in the PWS after contract award. This is a hands-on workshop.
COR/COTR Advanced Training
This course is specifically designed to fulfill the FAC-COR requirement for continuous learning (i.e., 40 CLPs every two years). FAC-COR certified professionals will increase their mastery of the FAC-COR competencies by applying them in an in-depth case study for a performance-based service acquisition.
Students will navigate complex acquisition situations ranging from acquisition planning to contract management. This course will help students develop critical thinking, procurement strategy, requirements definition, and contract management skills necessary for successful contract performance. Through
SIR No. 693KA9-19-R-00003 Page 2 individual and team activities, students will make acquisition strategy recommendations, conduct market research, draft requirements and quality assurance surveillance plan documents, create meaningful evaluation factors, and develop a detailed plan for managing the contract. Students will confront situations involving contract modifications, faulty contractor reports, performance problems, delays, and invoice payments. Essential COR documentation is emphasized.
Statement of Work (SOW) Workshop
Participants of this intensive, hands-on workshop will practice writing each part of the SOW. Participants will also examine SOWs from a contractor’s perspective: What questions will a contractor have upon reading the SOW? What inconsistencies cause confusion? What makes a requirement unclear? Through their analysis, participants will learn best practices for ensuring their SOWs communicate to their intended audience in order to achieve the best value for their acquisitions. Finally, participants will learn how a SOW lives on for the length of the contract.
Source Selection
Students will obtain the knowledge and skills necessary to make sound source selection decisions using negotiated contracting procedures as prescribed in Federal Acquisition Regulation Part 15. This training course addresses high dollar value, complex, or critical acquisitions necessitating a more structured source selection approach.
Developing the Independent Government Cost Estimate
Students will learn step-by-step procedures for developing the independent government cost estimate (IGCE), whether for a new procurement of supplies or services or for a contract modification.
FINANCIAL MANAGEMENT
Appropriations Law Seminar
This is a basic class for federal Acquisition Workforce personnel who need to learn the concepts and terminology of fiscal law as it pertains to the use and control of appropriated funds within FAA. The class provides an overview of the General Accounting Office’s (GAO) publication “Principals of Federal Appropriations Law” (also known as the Redbook). This 3-day course must be customized to the FAA’s Acquisition Management System policies and guidance.
Instructor certification requirement: Certified Government Financial Manager (CGFM).
PURCHASE CARD
The FAA Purchase Card- Get It, Use It, Keep It
The purpose of this course is to educate FAA employees how to meet OMB, GSA, and FAA AMS mandated purchase card policies and procedures. This course is presented in a virtual format to allow participation of employees in every FAA location. Participants will be engaged in the subject matter by completing interactive exercises and other learning activities. Obtaining a class completion for this course requires your active participation for the entire 4 hours. Please block your work schedule accordingly.

COST ESTIMATING
Introduction to Cost Estimating in FAA
This course provides a broad based understanding of the cost analysis activities involved in the acquisition and support of FAA programs. This course introduces students to the methods used for developing cost estimates, including fundamentals and terminology of the acquisition process.
Managing Scope, Schedule and Cost
Every project struggles with resource limits such as time, personnel, budget, and materials. This course teaches FAA employees how to be proactive and in control of their projects by implementing cost and schedule management. It also illustrates how to determine FAA’s real need and best plan project scope based on stakeholder budget and schedule constraints by establishing the performance measurement baseline (PMB). Students will gain proficiency in the tools and techniques used to compare actual work accomplished against established plans

REAL ESTATE CONTRACTING
Basic Real Estate Contracting
The FAA Real Estate Course covers the real estate acquisition lifecycle and processes. Subject include:
Legal and constitutional authorities, purchase and lease of real property, acquisition of land (both on/off airport property), space acquisition, management and disposal, utilities contracts, land condemnation, environmental aspects of acquisition and disposal, out leases, reimbursable agreements, housing, automation tools (FAST/AMS), documentation requirements and management. Methodologies include small and large group discussions, practical application exercises including case studies, mini lectures and proficiency quizzes. This course is open to all DOT modes and FAA contractors.
Advanced Real Estate Contracting
This course is a comprehensive program covering the real estate acquisition life cycle and processes. The course is designed to increase further the knowledge and skills of intermediate and senior Real Estate Contracting Officers (RECO) in acquiring, managing, and disposing of real property. Presentations in the fields of real estate law, environment, disposal, and condemnation will complement case studies in space leases, land acquisition, and condemnation. Methodologies for this course include lectures, facilitated discussions, case studies, individual and small group activities.
Legal Real Estate Contracting
This course is a comprehensive overview of processes and tools for effective interactions between Attorneys and Real Estate Contracting Officers (RECOs). The overall goal of this course is to strengthen communication and working interface. Methodologies for this course include lecture, facilitated discussions, and small-group activities.

Contract Property Fundamentals
This course is specifically designed to meet the needs of Contractor’s Government Property managers, technicians and administrators who have responsibility and liability for maintaining control over Government Property in their possession. The course presents the requirements established by the Government for control of Government Property in the possession of the contractor. This course and instructor will provide a detailed overview of the critical fundamental changes that have occurred through the publication of the New Far Part 45 and the Government Property Clauses.
Art of Negotiation
We negotiate every day and this educational program will cover a variety of available techniques used by market participants. There will be an inventory of negotiation techniques, discussion of what to watch for and subtle indicators that should be recognized. Communication of ideas involves being a good listener and mastering the give and take process needed to reach a mutual solution. Preparation, research, flexibility and patience are stressed as desired skills and qualities. These are to be balanced with recognizing your limits and tempered by understanding your opponent’s goal. The desired outcome is a win-win situation.
Federal Real Property Lease Law
This training course concentrates on ways to identify and avoid legal problems that arise while soliciting for and administering leases. Through the case study method using actual court decisions, students will learn to apply proper legal principles to the work they do every day. Students also will work extensively with the clauses typically found in federal leases, including GSA Form 3517. This is one of the courses required to qualify for a leasing warrant.
Real Estate-Yellow Book Appraisal Class
Provides students with an increased understanding of the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA) also known as the 'Yellow Book.' The course provides an understanding of the basis of the case law for the UASFLA and relates this case law to the development and reporting of appraisals for federal acquisitions. Students will learn the standards for the review of these appraisals.
FAA Acquisition Management System (AMS)
AMS Lifecycle
This course explains the purpose and objectives of the Lifecycle Management portion of FAA’s Acquisition Management System (AMS). It describes the process that FAA uses to continuously improve its capabilities by managing the capital investments associated with acquiring those capabilities. The course is for Acquisition Workforce professionals who manage acquisitions.
Introduction to AMS Procurement
This course for FAA Contracting Officers (COs), Contracting Officers Representatives (CORs) and Project/Program Managers provides a comprehensive review of Acquisition Management System (AMS)
SIR No. 693KA9-19-R-00003 Page 5 procurement policy. Students will learn about the FAA procurement lifecycle, AMS principles and rules for procuring goods or services, and guidance on executing procurement policy within their organization.
PROGRAM MANAGEMENT
Earned Value Management-Basic
The Program Management Using Earned Value course introduces students to earned value management concepts and techniques employed to improve the integrated management of technical, schedule and cost performance of Government Programs. The course focuses on traditional program management practices and how the addition of earned value management as a program management technique is used to measure work accomplished. The earned value approach to determining work progress and how it can be used to identify potential risks and predict future program schedule and cost performance are explained and demonstrated using hands-on, practical exercises, following a case study approach.
Leadership & Interpersonal Skills-Basic
This course will equip you with the necessary leadership and professional skills to effectively manage acquisition projects within an integrated project team environment.
Fundamentals of Project & Program Management
This five-day classroom course follows successful completion of FAI’s online FPM 120 (Part I) entry-level fundamentals course. This course places the project management learner in an integrated product team (IPT) setting, allowing students to gain hands-on experience working through problem-based exercises based on the concepts learned in the prerequisite online course. Students participate as team members in crafting management challenges.
Earned Value Management-Advanced
This course continues the introduction of Earned Value Management (EVM) as a program management technique, initiated in the introduction course. This course extends beyond the basic concepts to provide program managers, control account managers and program control analysts with specific FAA earned value implementation processes and procedures, designed for use by the Program Office. The processes are applied across the entire program scope of work, including prime contractors, support contractors, and activities performed by FAA.

Leadership & Interpersonal Skills- Mid level
This course will equip you with the necessary leadership and professional skills to effectively manage acquisition projects within an IPT environment.
Leadership & Interpersonal Skills- Sr Level
This course focuses on the students' ability to lead projects strategically within the federal environment.
Students will determine how to identify key issues that can inhibit a large-scale project or program from
SIR No. 693KA9-19-R-00003 Page 6 moving forward and discuss how to change the environment across decision support systems to meet strategic department/agency needs. With the use of both real life and Government Accountability Office (GAO) examples, in-depth discussions, and an analysis of current events, students will navigate through federal department/agency decision support systems and learn key strategies for developing an executable, comprehensive acquisition strategy.
PMBOK Refresher (PMI Review)
This course provides attendees with the information they need to prepare for the PMP Certification Examination. In addition to covering all the knowledge areas in PMI's "Guide to the Project Management Body of Knowledge" (PMBOK Guide), the course will cover additional information not contained in the PMBOK Guide that is likely to be tested, along with Study Skills, test-taking tips, Professional Responsibility, PMI's Role Delineation Study (which forms the basis for questions on the PMP Certification Examination), and the PMI philosophy that not only frames the questions, but is essential to understanding the context in which the correct answers can be selected. The course will include lectures and classroom exercises, along with a series of review questions designed to measure the attendee's familiarity with each knowledge area. The course will conclude with a two-hour mock PMP Certification Examination designed to give attendees a preview of the kinds of questions they might encounter, and the physical experience of taking a long difficult examination. Attendees will also receive guidance on preparing an individual study plan that will greatly increase the likelihood that they will pass the PMP Certification examination. This item provides 40 hours of credit toward FAA’s continuing management education (CME) requirement for managers.

Managing IT Projects
The FAC-P/PM-IT core-plus competency model identifies the minimum competencies required to specialize as a federally certified Program and Project Manager performing acquisition of Information Technology (IT) capital assets. This course focuses on the 18 performance outcomes from the FAC-P/PM Standard that require additional, IT-specific knowledge, skills, and abilities. The course focuses on these additional IT- specific performance outcomes to obtain the FAC-PM-IT core-plus certification. The IT-specific outcomes were established based upon the tenets in the 25-Point Implementation Plan to Reform Federal Information Technology Management.
Cost and Financial Management for Program Managers
This course provides an overview on managing cost estimating, Federal budgeting, and implementing EVM on programs. The application of best practices that integrate performance information from cost estimating, risk management, and earned value management (EVM), provides students with the tools they need to apply these concepts and strategies to their own programs.
Program Management Simulation
This three-day workshop employs a very hands-on, interactive, and fun simulation to practice managing projects in active group scenarios/case studies. It is designed for any individual requiring an understanding of the practical implementation of project management methodology. The workshop
SIR No. 693KA9-19-R-00003 Page 7 presents an array of techniques and tools, with emphasis on the practical application to actual projects.
The Project Management Institute (PMI) methodology (initiate, plan, execute, monitor/control, and close) are applied in the simulation environment. This course employs EVM within the simulation to demonstrate the practical use of ratios to assist the project manager’s decision-making. This course provides hands-on application of concepts applicable to the FAA environment.
Senior Level Capstone
The Capstone is a culminating experience to prepare certification candidates for the unique challenges of leading large acquisition programs at the FAA. This integrative course builds upon the foundational concepts from the required FAA Program and Project Management training and offers opportunities for interactive learning and application through lecture, a panel discussion, small group exercises, and a case study.
Capitol Hill Workshop
This workshop explores the dynamics of Congressional operations and how Congress relates to other governmental and non-governmental players in the legislative and budget process and politics. This is an exclusive offering for ATO managers and leaders, and will focus on salient legislative and budget issues of concern to the aviation community, and the major players and personalities involved. Speakers will include Congressional staff members, a member of the Washington press corps, FAA legislative affairs staff, and a wide range of other Congressional experts. Participants will also spend one morning attending Congressional hearings.
Advanced Cost and Financial Management for Program Managers
This course provides the foundation for effective cost estimating, Federal budgeting, and implementing EVM on projects. It satisfies the Business, Cost, and Financial Management performance outcomes necessary for the FAC-P/PM at the Mid Level. Aligns with FAI Course #FPM203. This course addresses FAI mid-level performance outcomes for IT Core-Plus, including: • Comprehend current Federal IT-specific planning and guidance (e.g. Annual Guidance on Exhibit 300, Federal CIO's IT Reform Plan).
Apply Earned Value Management.
Contracting for Program Managers
Program and project managers need a strong foundation in the principles of Federal acquisitions. This course differentiates between private and public sector contracting, discusses the mission, purpose, vision, and goals of Federal contracting, discusses the Federal Acquisition Regulation System (FAR) and acquisition life cycle, and reviews the various roles and responsibilities of the team. Comprehensive planning is a critical part of successful acquisitions. The elements of planning for source selection are also covered, as are the key aspects of evaluating proposals, bid and offers.
Advanced Contracting for Program Managers
This course provides an overview of managing Federal contracts with a focus on the acquisition plan, the pre-award and source selection process, leading and appraising contract execution and formulating contract approaches for services and IT efforts. Students participate in interactive exercises and
SIR No. 693KA9-19-R-00003 Page 8 discussions to assess and evaluate how to effectively and efficiently apply Federal and acquisition policies to meet the program’s needs. This course satisfies the contracting performance outcomes necessary for the Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) at the Senior Level.
Applied Contracting for Program Managers
This course will develop the skills and competencies to successfully manage agency projects. Students will learn how to apply improved competencies through a simulation integrated around the acquisition life cycle, and respond to various project management situations common to the role of the project manager.
Advanced Project and Program Management – Senior Level
This course focuses on systems management within the federal environment. Students will assess how systems development, including requirements, system engineering, test and evaluation, and logistics, fits into the overall total life-cycle systems management (TLCSM) environment. With the use of real-life examples, in-depth discussions, and analyses of current events, students will navigate through federal department/agency decision support systems and learn key strategies to evaluate systems development challenges; lead the transition and assessment of strategic goals into executable project/program requirements; gain a comprehensive understanding of the benefits of a project management office (PMO);
and use systems engineering, life-cycle logistics, and formal plans for managing systems.
SYSTEMS ENGINEERING
SE Principals and Practices
The purpose of this course is to explain the principles and methods of Systems Engineering using the FAA construct of Systems Engineering, service needs identification, CONOPS generation and formulation, preliminary/detailed design, alternatives analysis, and delivery and operations. This course will also describe the role of Systems Engineers in the development and design of NAS and Non-NAS programs and their collaboration with the Program Office personnel. Finally, it will underscore the importance of knowledge that the systems engineer must acquire concerning the components of the system that they are supporting.
Applied Systems Thinking and Decision Making
This course is designed to provide holistic viewpoints and systems thinking in decision-making and leading change. Through concepts and tools of applied systems thinking, business and technical leaders will be introduced to improved thinking, problem solving, and decision-making methods. Exercises and case studies are emphasized to form a basis of experimental learning.
Introduction to FAA Risk Management
The Introduction to FAA Risk Management course is part of the overall curriculum on Project/Program Management and System Engineering. It is meant to address the needs of all individuals involved in Project or Program Management across the agency; but particularly performing System Engineers, Project Engineers, Program Managers and IPT/PT members. The FAA Risk Management Overview course provides training on the risk management framework provided in the FAA Systems Engineering

Manual. This training takes a student through the entire process, both in developing risk management tools and work products, as well as in using those products to inform decision making
Requirements Analysis & Development
The Requirements Analysis & Development workshop is a foundation course of the overall Integrated Curriculum on Program/Project Management and System Engineering. It is meant to address the needs of individuals involved in Project or Program Management across the agency particularly performing Systems Engineers, Project Engineers, Program Managers and IPT/PT members. The course provides detailed training on the critical activities of analyzing and developing sound requirements as a collaborative process.
Introduction to Interface Management
This course teaches FAA staff how to properly develop Interface Management work products for agency systems. Interface Management identifies, describes, and defines Interface Requirements to ensure compatibility between interrelated systems and between system elements.
Test and Evaluation across the AMS Lifecycle
The purpose of this course is to educate Test and Evaluation professionals regarding their role in the FAA’s lifecycle management so they understand when Test and Evaluation services are required, and the impact Test and Evaluation activities have on program planning, budgeting, execution and in-service management. This course will give you an understanding of how new capabilities (systems and services) are fielded within the FAA, using the AMS.
Introduction to Validation and Verification
The Introduction to FAA Validation & Verification course is part of the overall Integrated Curriculum on Project/Program Management and System Engineering. It is meant to address the needs of individuals involved in Project or Program Management across the agency particularly performing System Engineers, Project Engineers, Program Managers and IPT/PT members. Participants will be introduced to the FAA process for V& V and will be provided opportunities to apply the model to real situations. The Introduction to FAA V&V course provides detailed step-by-step training of the V& V process. This training takes a student through the entire process as a practitioner. The student will learn how to create the work products that are generated from the V& V process, which products are to be delivered and how they are to be used for decision making.
Dimensions of a Functional Analysis
The Dimensions of a Functional Analysis workshop provides detailed step by step training for conducting and documenting a functional analysis. The course will develop the basics of a strong and defensible functional analysis. It will provide the student with insight into how a functional analysis should be conducted, documenting the results, and the interaction with Requirements and Synthesis. It covers the application of several analysis techniques with primary emphasis on Functional Flow Diagrams (FFD) and N-squared charts. Included in this workshop is a discussion of other tools such as UML.

Practitioners Course for Enterprise Architecture
The objective for this three-day course is to assist engineers and program staff on how to satisfy the EA requirements for acquisitions and CPIC decisions, as stated in the FAA Acquisition Management System (AMS). A combination of presentations and hands on experiences, using an EA modeling toolset, will assist the learner to; understand AMS requirements for EA and acquisitions and CPIC; understand key relationships between NAS systems-level requirements, safety, cost/benefit analysis, business case analysis, and JPDO operational improvements and the FAAs NAS EA; and analyze, interpret, modify and develop EA products for acquisitions and CPIC decisions.
NAS: A System Perspective
This course provides foundational and technical knowledge of the NAS to better support the technical FAA workforce at all levels. It describes the NAS features and components, associated NAS systems, NextGen key concepts and plans, and key roles supporting the AMS life cycle. Course modules include:
FAA Overview, NAS and ATC Overview, NAS Systems (communication, navigation, surveillance, weather, and automation), Instrument Navigation Procedures, NextGen Overview, and AMS Roles Overview.
