A physical fitness test is not required. A doctor must certify the applicant meets the medical and physcial requiremnets without restrictions.
9 C Statement of Work C.12 Uniforms and Equipment
C.12 does not reference or otherwise require body armor. As an industry standard, in both professional private security and in local and federal law enforcement, armed personnel are issued body armor that provides a level of protection at least commensurate with the weapon caliber being carried. Also, as body armor presents a significant cost, bidders who don’t provide body armor could achieve a price advantage at the cost of officer safety.
For these reasons, we strongly encourage the FAA make level 2 body armor a technical requirement of C.12 and listed in the required equipment list.
Body Armor is not required under this contract.
10 C Statement of Work C.13.1 Initial Training
C.13 gives details and subject matter for required initial/pre-performance training for all CSOs. Is there a required number of hours for this training?
40 hours is required if there are no city and state training hour requirements per the use of deadly force and secondary use of force training requirements outlined in Section C.13.1.

Security and Contingency Situations or other circumstances requiring additional staffing or schedule changes due to illness, severe weather, scheduled/unscheduled time off, etc, may require occasional overtime. Please explain what is meant by this requirement.
Those examples would be covered using the Recall System per Section C.5.2 which helps eliminate the need for overtime.
Amendment 0001

13 J Section J J.1 Section J Att J.1 CSA Facility Post Exhibi 2-2-2 and Section J Att J.1 CSA Facility Post Exhibit 3-2-2
Section J Att J.1 CSA Facility Post Exhibi 2-2- 2 and Section J Att J.1 CSA Facility Post Exhibit 3-2-2 appear to be sample post exhibits. Would the FAA provide detailed post exhibits by location to assist in our population of the pricing workbook?
The post exhibits are the not same. Please review again. You'll notice the schedules are different. Applicable locations are listed underneath the schedule where the text says "Applies to the follow Central Service Area locations…"
14 J Section J J.1 Section J Att J.1 CSA Facility Post Exhibi 2-2-2 and Section J Att J.1 CSA Facility Post Exhibit 3-2-2
Are the security officers on duty allowed to self-break during non-peak times provided at least one officer remains at the post?
Yes, however the Government does not regulate breaks and meal times. Please refer to the CBAs and labor law for guidance.
15 J Section J J.1 Section J Att J.1 CSA Facility Post Exhibi 2-2-2 and Section J Att J.1 CSA Facility Post Exhibit 3-2-2
Are the security officers allowed to eat their meal (lunch) while on post?
Yes, however the Government does not regulate breaks and meal times. Please refer to the CBAs and labor law for guidance.
J Section J J.1 Section J Att J.1 CSA Facility Post Exhibi 2-2-2 and Section J Att J.1 CSA Facility Post Exhibit 3-2-2
If on-duty security officers are not allowed to self-break and relief officers must come in to perform this function, then most CBA’s require a minimum of four hours pay. This minimum pay will increase the contractor’s bid price by a minimum of 12 hours a day (3 eight-hours shift all requiring relief around the 4 hour point) or 4,380 hours annually…per location! Has this additional cost been projected into the government's projected cost analysis?
Section J Att J.1 CSA Facility Post Exhibi 2- 2-2 and Section J Att J.1 CSA Facility Post Exhibit 3-2-2 has been amended. Please see Amendment 0001.
17 J Section J J.2 CSA DOL Wage Determinations
The Albuquerque prevailing Wage Determination provides a minimum wage for Guard II of $14.19. This wage falls below the EO 14026 $15.00 minimum wage that will take effect on 1/30/2022. Should Offerors propose the new $15.00 minimum wage, or otherwise anticipate a post-award price adjustment?
Offerors should propose the minimum wage that takes effect on 1/30/2022.
18 J Section J J.2 CSA DOL Wage Determinations

J Section J J.5 CSA Pricing Workbook

Pricing workbooks have been revised. Please see CSA Pricing Workbook Amendment 0001.
21 J Section J J.5 CSA Pricing Workbook
Will there be hazard pay for COVID-19? Will the Government reimburse contractors for COVID-19 site sanitation supplies? Will the Government pay for time off needed for testing and or quarantine for COVID? Should we include these costs in our proposal or provide a separate price adjustment request once we know what these costs are?
FAA has not authorized hazard pay for COVID. Related supplies for sanitation are being supplied by FAA. Time off for testing and quarantine should be charged according to vendor's accounting practices. Vendors are welcomed to prepare Requests for Equitable Adjustments - vendors should be prepared to adequately support their claim (such as using change order accounting).

22 J Section J J.5 CSA Pricing Workbook
CLIN 6 in most sub-sections require an additional 2 armed security officers (4 officers on duty instead of the usual 2 officers) to perform screening duties once a week (2 officers at 4 hours each = 8 total hours) Will the two screening officers have the same duty hours (same day/same work schedule) every week for scheduling purposes? Or, will they operate at different days and different times to prevent predictability of screening?
The two screening officer will not have the same duty hours/same day schedule. This will be coordinated but a random activity so date and time will not be the same each time this CLIN will be used.

L.5.2(a) Volume 1, Part B - Pricing
It is understood that Service Contract Labor Standards direct labor and Health and Welfare rates should not be escalated, as option year escalation would be pursuant for FAR 52.222-43 and based on changes to prevailing wage determinations and collective bargaining agreements. However, it is unclear why indirect costs/rates cannot vary if an Offeror’s established budget policy and estimating system allow for variability based on cost forecasts. FAR 52.222-43 only applies to wages, benefits, and associated fringe costs and not indirect costs, therefore, please clarify the rationale for the restriction on variable indirect costs.
The FAA does not use the FAR. The FAA clarifies that the restriction on escalation applies to the wages and Health and Welfare rates established in a Wage Determination or a Collective Bargaining Agreement.

L.5.2(a) Volume 1, Part B - Pricing

Regardless of contract type, wages and Health and Welfare rates must follow the Service Contract Labor Standards or any applicable Collective Bargaining Agreement.
